An alleged plot involving firearms and threatening the life of New Zealand pilot Philip Mehrtens when held hostage in Papua this year is being investigated by the Australian Federal Police.

The case involves “advancing a political cause by the separation of West Papua from Indonesia . . . with the intention of coercing by intimidation the governments of New Zealand and Indonesia”.

Named in the AFP search warrant seen by MWM is research scholar Julian King, 63, who has studied and written extensively about West Papuan affairs.

He has told others his home in Coffs Harbour, Queensland, was raided violently earlier this month by police using a stun grenade and smashing a door.

During the search, the police seized phones, computers and documents about alleged contacts with the West Papua rebel group Organisasi Papua Merdeka, OPM (Free Papua Organisation) and a bid to seek weapons and ammunition.

However, no arrests are understood to have been made or charges laid.

King, a former geologist and now a PhD student at Wollongong University, has been studying Papuan reaction to the Indonesian takeover since 1963. He has written in a research paper titled “A soul divided: The UN’s misconduct over West Papua” that West Papuans:

‘live under a military dictatorship described by legal scholars and human rights advocates as systemic terror and alleged genocide.’

Also named in the warrant alongside King is Amatus Dounemee Douw, confirmed by MWM contacts to be Australian citizen Akouboo Amatus Douw, who chairs the West Papua Diplomatic and Foreign Affairs Council, an NGO that states it seeks to settle disputes peacefully.

Risk to Australia-Indonesia relations
The allegations threaten to fragment relations between Indonesia and Australia.

It is widely believed that human rights activists and church organisations are helping Papuan dissidents despite Canberra’s regular insistence that it officially backs Jakarta.

Earlier this year, Deputy PM Richard Marles publicly stressed: “We, Australia, fully recognise Indonesia’s territorial sovereignty. We do not endorse any independence movement.”

In August, Douw alleged Indonesian troops shot Kiwi Glen Conning on August 5 in Central Papua. The government version claims that the pilot was killed by “an armed criminal group” after landing his helicopter, ferrying local people who fled unharmed.

When seized by armed OPM pro-independence fighters in February last year, Mehrtens was flying a light plane for an Indonesian transport company.

He was released unharmed in September after being held for 593 days by the West Papua National Liberation Army (Tentara Pembebasan Nasional Papua Barat – TPNPB), the military wing of the OPM.

Designated ‘terrorist’ group, journalists banned
OPM is designated as a terrorist organisation in Indonesia but isn’t on the Australian list of proscribed groups. Jakarta bans foreign journalists from Papua, so little impartial information is reported.

After Mehrtens was freed, TPNPB spokesman Sebby Sambom alleged that a local politician had paid a bribe, a charge denied by the NZ government.

However, West Papua Action Aotearoa spokesperson Catherine Delahunty told Radio NZ the bribe was “an internal political situation that has nothing to do with our government’s negotiations.”

Sambom, who has spent time in Indonesian jails for taking part in demonstrations, now operates out of adjacent Papua New Guinea — a separate independent country.

Australia was largely absent from the talks to free Mehrtens that were handled by NZ diplomats and the Indonesian military. The AFP’s current involvement raises the worry that information garnered under the search warrants will show the Indonesian government where the Kiwi was hidden so that locations can be attacked from the air.

At one stage during his captivity, Mehrtens appealed to the Indonesian military not to bomb villages.

It is believed Mehrtens was held in Nduga, a district with the lowest development index in the Republic, a measure of how citizens can access education, health, and income. Yet Papua is the richest province in the archipelago — the Grasberg mine is the world’s biggest deposit of gold and copper.

OPM was founded in December 1963 as a spiritual movement rejecting development while blending traditional and Christian beliefs. It then started working with international human rights agencies for support.

Indigenous Papuans are mainly Christian, while almost 90 percent of Indonesians follow Islam.

Chief independence lobbyist Benny Wenda lives in exile in Oxford. In 2003 he was given political asylum by the UK government after fleeing from an Indonesian jail.  He has addressed the UN and European and British Parliaments, but Jakarta has so far resisted international pressure to allow any form of self-determination.

Questions for new President Prabowo
Indonesian President Prabowo Subianto is in the UK this week, where Papuans have been drumming up opposition to the official visit. In a statement, Wenda said:

‘Prabowo has also restarted the transmigration settlement programme that has made us a minority in our own land.’

“For West Papuans, the ghost of (second president) Suharto has returned — (his) New Order regime still exists, it has just changed its clothes.”

Pleas for recognition of Papuan’s concerns get minimal backing in Indonesia; fears of balkanisation and Western nations taking over a splintered country are well entrenched in the 17,000-island archipelago of 1300 ethnic groups where “unity” is considered the Republic’s foundation stone.

A West Papuan advocacy group for self-determination for the colonised Melanesians has appealed to the United Kingdom government to cancel its planned reception for new Indonesian President Prabowo Subianto.

“Prabowo is a blood-stained war criminal who is complicit in genocide in East Timor and West Papua,” claimed an exiled leader of the United Liberation Movement for West Papua (ULMWP), Benny Wenda.

He said he hoped the government would stand up for human rights and a “habitable planet” by cancelling its reception for Prabowo.

Prabowo, who was inaugurated last month, is on a 12-day trip to China, the United States, Peru, Brazil, and the United Kingdom.

He is due in the UK on Monday, November 19.

The trip comes as Indonesian security forces brutally suppressed a protest against Indonesia’s new transmigration strategy in the Papuan region.

Wenda, an interim president of ULMWP, said Indonesia was sending thousands of industrial excavators to destroy 5 million hectares of Papuan forest along wiith thousands of troops to violently suppress any resistance.

“Prabowo has also restarted the transmigration settlement programme that has made us a minority in our own land. He wants to destroy West Papua,” the UK-based Wenda said in a statement.

‘Ghost of Suharto’ returns
“For West Papuans, the ghost of Suharto has returned — the New Order regime still exists, it has just changed its clothes.

“It is gravely disappointing that the UK government has signed a ‘critical minerals’ deal with Indonesia, which will likely cover West Papua’s nickel reserves in Tabi and Raja Ampat.

“The UK must understand that there can be no real ‘green deal’ with Indonesia while they are destroying the third largest rainforest on earth.”

Wenda said he was glad to see five members of the House of Lords — Lords Harries, Purvis, Gold, Lexden, and Baroness Bennett — hold the government to account on the issues of self-determination, ecocide, and a long-delayed UN fact-finding visit.

“We need this kind of scrutiny from our parliamentary supporters more than ever now,” he said.

Prabowo is due to visit Oxford Library as part of his diplomatic visit.

“Why Oxford? The answer is clearly because the peaceful Free West Papua Campaign is based here; because the Town Hall flies our national flag every December 1st; and because I have been given Freedom of the City, along with other independence leaders like Nelson Mandela,” Wenda said.

This visit was not an isolated incident, he said. A recent cultural promotion had been held in Oxford Town Centre, addressed by the Indonesian ambassador in an Oxford United scarf.

Takeover of Oxford United
“There was the takeover of Oxford United by Anindya Bakrie, one of Indonesia’s richest men, and Erick Thohir, an Indonesian government minister.

“This is not about business — it is a targeted campaign to undermine West Papua’s international connections. The Indonesian Embassy has sponsored the Cowley Road Carnival and attempted to ban displays of the Morning Star, our national flag.

“They have called a bomb threat in on our office and lobbied to have my Freedom of the City award revoked. Indonesia is using every dirty trick they have in order to destroy my connection with this city.”

Wenda said Indonesia was a poor country, and he blamed the fact that West Papua was its poorest province on six decades of colonialism.

“There are giant slums in Jakarta, with homeless people sleeping under bridges. So why are they pouring money into Oxford, one of the wealthiest cities in Europe?” Wenda said.

“The UK has been my home ever since I escaped an Indonesian prison in the early 2000s. My family and I have been welcomed here, and it will continue to be our home until my country is free and we can return to West Papua.”

West Papuan independence advocate Octovianus Mote is in Aotearoa New Zealand to win support for independence for West Papua, which has been ruled by Indonesia for more than 60 years.

Mote is vice-president of the United Liberation Movement for West Papua (ULMWP) and is being hosted in New Zealand by the Green Party, which Mote said had always been a “hero” for West Papua.

He spoke at a West Papua seminar at the Māngere Mountain Education Centre tonight.

Former ULMWP president Benny Wenda has alleged more than 500,000 Papuans have been killed since the occupation, and millions of hectares of ancestral forests, rivers and mountains have been destroyed or polluted for “corporate profit”.

Current president is Manasa Tabuni.

The struggle for West Papuans
“Being born a West Papuan, you are already an enemy of the nation [Indonesia],” Mote says.

“The greatest challenge we are facing right now is that we are facing the colonial power who lives next to us.”

If West Papuans spoke up about what was happening, they were considered “separatists”, Mote says, regardless of whether they are journalists, intellectuals, public servants or even high-ranking Indonesian generals.

“When our students on the ground speak of justice, they’re beaten up, put in jail and [the Indonesians] kill so many of them,” Mote says.

Mote is a former journalist and says that while he was working he witnessed Indonesian forces openly fire at students who were peacefully demonstrating their rights.

“We are in a very dangerous situation right now. When our people try to defend their land, the Indonesian government ignores them and they just take the land without recognising we are landowners,” he says.

The ‘ecocide’ of West Papua
The ecology in West Papua is being damaged by mining, deforestation, and oil and gas extraction. Mote says Indonesia wants to “wipe them from the land and control their natural resources”.

He says he is trying to educate the world that defending West Papua means defending the world, especially small islands in the Pacific.

West Papua is the western half of the island of New Guinea, bordering the independent nation of Papua New Guinea. New Guinea has the world’s third-largest rainforest after the Amazon and Congo and it is crucial for climate change mitigation as they sequester and store carbon.

Mote says the continued deforestation of New Guinea, which West Papuan leaders are trying to stop, would greatly impact on the small island countries in the Pacific, which are among the most vulnerable to climate change.

Mote also says their customary council in West Papua has already considered the impacts of climate change on small island nations and, given West Papua’s abundance of land the council says that by having sovereignty they would be able to both protect the land and support Pacific Islanders who need to migrate from their home islands.

In 2021, West Papuan leaders pledged to make ecocide a serious crime and this week Vanuatu, Fiji and Samoa submitted a court proposal to the International Criminal Court (ICJ) to recognise ecocide as a crime.

Support from local Indonesians
Mote says there are Indonesians who support the indigenous rights movement for West Papuans. He says there are both NGOs and a Papuan Peace Network founded by West Papuan peace campaigner Neles Tebay.

“There is a movement growing among the academics and among the well-educated people who have read the realities among those who are also victims of the capitalist investors, especially in Indonesia when they introduced the Omnibus Law.”

The so-called Omnibus Law was passed in 2020 as part of outgoing President Joko Widodo’s goals to increase investment and industrialisation in Indonesia. The law was protested against because of concerns it would be harmful for workers due to changes in working conditions, and the environment because it would allow for increased deforestation.

Mote says there has been an “awakening”, especially among the younger generations who are more open-minded and connected to the world, who could see it both as a humanitarian and an environmental issue.

The ‘transfer’ of West Papua to Indonesia
“The [former colonial nation] Dutch [traded] us like a cow,” Mote says.

The former Dutch colony was passed over to Indonesia in 1963 in disputed circumstances but the ULMWP calls it an “invasion”.

From 1957, the Soviet Union had been supplying arms to Indonesia and, during that period, the Indonesian Communist Party had become the largest political party in the country.

The US government urged the Dutch government to give West Papua to Indonesia in an attempt to appease the communist-friendly Indonesian government as part of a US drive to stop the spread of communism in Southeast Asia.

The US engineered a meeting between both countries, which resulted in the New York Agreement, giving control of West Papua to the UN in 1962 and then Indonesia a year later.

The New York Agreement stipulated that the population of West Papua would be entitled to an act of self-determination.

The ‘act of no choice’
This decolonisation agreement was titled the 1969 Act of Free Choice, which is referred to as “the act of no choice” by pro-independence activists.

Mote says they witnessed “how the UN allowed Indonesia to cut us into pieces, and they didn’t say anything when Indonesia manipulated our right to self-determination”.

The manipulation Mote refers to is for the Act of Free Choice. Instead of a national referendum, the Indonesian military hand-picked 1025 West Papuan “representatives” to vote on behalf of the 816,000 people. The representatives were allegedly threatened, bribed and some were held at gunpoint to ensure a unanimous vote.

Leaders of the West Papuan independence movement assert that this was not a real opportunity to exercise self-determination as it was manipulated. However, it was accepted by the UN.

Pacific support at UN General Assembly
Mote has came to Aotearoa after the 53rd Pacific Island Forum Leaders summit in Tonga last week and he has come to discuss plans over the next five years. Mote hopes to gain support to take what he calls the “slow-motion genocide” of West Papua back to the UN General Assembly.

“In that meeting we formulated how we can help really push self-determination as the main issue in the Pacific Islands,” Mote says.

Mote says there was a focus on self-determination of West Papua, Kanaky/New Caledonia and Tahiti. He also said the focus was on what he described as the current colonisation issue with capitalists and global powers having vested interests in the Pacific region.

The movement got it to the UN General Assembly in 2018, so Mote says it is achievable. In 2018, Pacific solidarity was shown as the Republic of the Marshall Islands, Tuvalu and the Republic of Vanuatu all spoke out in support of West Papua.

They affirmed the need for the matter to be returned to the United Nations, and the Solomon Islands voiced its concerns over human rights abuses and violations.

What needs to be done
He says that in the next five years Pacific nations need to firstly make the Indonesian government accountable for its actions in West Papua. He also says outgoing President Widodo should be held accountable for his “involvement”.

Mote says New Zealand is the strongest Pacific nation that would be able to push for the human rights and environmental issues happening, especially as he alleges Australia always backs Indonesian policies.

He says he is looking to New Zealand to speak up about the atrocities taking place in West Papua and is particularly looking for support from the Greens, Labour and Te Pāti Māori for political support.

The coalition government announced a plan of action on July 30 this year, which set a new goal of $6 billion in annual two-way trade with Indonesia by 2029.

“New Zealand is strongly committed to our partnership with Indonesia,” Foreign Affairs Minister Winston Peters said at the time.

“There is much more we can and should be doing together.”

West Papuan pro-independence supporters are calling Indonesia’s condemnation of Israel hypocritical considering its occupation of Papua for 61 years.

The Indonesian government, through the Minister of Foreign Affairs and the President, has condemned the Israeli government’s handling of the conflict in Gaza.

In a statement, a United Liberation Movement for West Papua (ULMWP) spokesperson said: “Indonesia’s stance on the international stage contrasts with its actions in Papua”.

“Indonesia mediates conflicts in several Asian countries but lacks a roadmap for resolving the conflict in Papua.”

The group is calling for the United Nations Human Rights Council (UNHRC) to immediately form a fact-finding mission to investigate alleged human rights violations. They have also asked for a review of Indonesia’s UN membership.

In November last year, the Pacific Islands Forum appointed the Fiji and Papua New Guinea prime ministers as special envoys to Indonesia to “address the West Papua issue“.

The ULMWP are asking for Indonesia to let the two leaders visit Papua.

Hard to compare with Gaza
Human Rights Watch researcher in Indonesia Andreas Harsono said the situation in West Papua was hard to compare to Gaza.

“Palestine, Gaza and the West Bank, of course, is recognised by more than 130 countries, members of the United Nations. Meanwhile, West Papua is being discussed mostly among seven or maybe 10 other countries, so this is difficult to compare.”

He said Indonesia — the most populous Muslim majority country — had religion in common with Palestine.

But Harsono said West Papua did need more international attention and there was little understanding of the conflict inside Indonesia because of propaganda.

ULMWP executive secretary Markus Haluk reiterated calls for a UN fact-finding mission.

“We want the UN to send their fact-finding mission to West Papua to witness and to prove that there is a slow-motion genocide, ethnocide and ecocide happening in West Papua,” Haluk said, speaking to RNZ Pacific through a translator.

It is an ongoing plea for the United Nations to visit. In 2019, the Indonesian government agreed in principle to a visit by the Human Rights Commissioner but that promise has not been fulfilled.

Haluk said the “big brothers” in the region — referring to New Zealand and Australia — could bring up the UN fact-finding mission when the nation’s leaders meet with their Indonesian counterparts.

“There has been several visits by the leaders but it seems like the issue of West Papua is not as important as the other issues such as trade,” he said.

‘Refusing to take responsibility’
Former New Zealand Greens MP Catherine Delahunty said she felt frustrated that West Papua had not got the attention it should, especially considering it was in “our own backyard”.

Nearly all foreign media has been banned from entering West Papua.

“Anyone that criticises the regime has great difficulty getting into that country to report and local journalists are subjected to sustained threats and so we’re in a very unhealthy situation in terms of public understanding of just how drastic the situation is,” she said.

Delahunty said Indonesia had been intimidating smaller nations, while larger ones like New Zealand and Australia were “refusing to act”.

“They are refusing to take responsibility for their own part in allowing this to continue.”

She said New Zealand and Australia could create consequences for Indonesia if it continued to not allow the fact-finding mission, by doing things like stopping military exchanges.

A spokesperson for the Ministry of Foreign Affairs and Trade said New Zealand “follows human rights developments closely, and takes all allegations of human rights violations seriously”.

“New Zealand continues to register concerns about the human rights situation in Papua via appropriate fora. New Zealand encourages Indonesia to promote and protect the rights of all its citizens, and to be transparent in policy relating to Papua.

“New Zealand recognises Indonesia’s sovereignty and territorial integrity, including in Papua.”

In a statement to RNZ Pacific, the Indonesian Embassy in Wellington said the government of Indonesia was committed to accelerate the development of all provinces, “including our brothers and sisters in Papua”, to lead and enjoy a prosperous way of life.

“Papua is highly respected as an honourable region and will continue to be maintained as such,” it said.

A leading West Papuan advocate has welcomed this week’s launch of the Brussels Declaration in the European Parliament, calling on MPs to sign it.

“The Declaration is an important document, echoing the existing calls for a UN High Commissioner for Human Rights visit to West Papua made by the Pacific Islands Forum (PIF), the Organisation of African, Caribbean, and Pacific States (OACPS), and the Melanesian Spearhead Group (MSG),” said United Liberation Movement for West Papua (ULMWP) president Benny Wenda.

“I ask all parliamentarians who support human rights, accountability, and international scrutiny to sign it.”

The Brussels Declaration, organised by the International Parliamentarians for West Papua (IPWP), has also launched a new phase in the campaign for a UN visit.

European parliamentarian Carles Puigdemont, formerly president of the state of Catalonia that broke away illegally from Spain in 2017 and an ex-journalist and editor, said during the meeting that the EU should immediately halt its trade negotiations with Indonesia until Jakarta obeyed the “will of the international community” and granted the UN access.

“Six years have now passed since the initial invite to the High Commissioner was made — six years in which thousands of West Papuans have been killed and over 100,000 displaced,” said Wenda.

“Indonesia has repeatedly demonstrated that words of condemnation are not enough. Without real pressure, they will continue to act with total impunity in West Papua.”

‘Unified call’
Wenda said the call to halt European trade negotiations with Indonesia was not just being made by himself, NGOs, or individual nations.

“it is a unified call by nearly half the world, including the European Commission, for international investigation in occupied West Papua,” he said.

“If Indonesia continues to withhold access, they will merely be proving right all the academics, lawyers, and activists who have accused them of committing genocide in West Papua.

“If there is nothing to hide, why all the secrecy?”

Since 2001, the EU has spent millions of euros funding Indonesian rule in West Papua through the controversial colonial “Special Autonomy” law.

“This money is supposedly earmarked for the advancement of ‘democracy, civil society, [and the] peace process’,” Wenda said.

“Given that West Papua has instead suffered 20 years of colonialism, repression, and police and military violence, we must question where these funds have gone.

‘Occupied land’
“West Papua is occupied land. We have never exercised our right to self-determination, which was cruelly taken from us in 1963.

“States and international bodies, including the EU, should not invest in West Papua until this fundamental right has been realised. Companies and corporations who trade with Indonesia over our land are directly funding our genocide.”

Wenda added “we cannot allow Indonesia any hiding place on this issue — West Papua cannot wait any longer”.

The state of civic space in Indonesia has been rated as “obstructed” in the latest CIVICUS Monitor report.

The civic space watchdog said that ongoing concerns include the arrest, harassment and criminalisation of human rights defenders and journalists as well as physical and digital attacks, the use of defamation laws to silence online dissent and excessive use of force by the police during protests, especially in the Papuan region.

In July 2023, the UN Special Adviser on the Prevention of Genocide, Alice Wairimu Nderitu, expressed concerns regarding the human rights situation in the West Papua region in her opening remarks during the 22nd Meeting of the 53rd Regular Session of the Human Rights Council in Geneva.

She highlighted the harassment, arbitrary arrest and detention of Papuans, which had led to the appropriation of customary land in West Papua.

She encouraged the Indonesian government to ensure humanitarian assistance and engage in “a genuine inclusive dialogue”.

In August 2023, human rights organisations called on Indonesia to make serious commitments as the country sought membership in the UN Human Rights Council for the period 2024 to 2026.

Among the calls were to ratify international human rights instruments, especially the International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED), to provide details of steps it will take to implement all of the supported recommendations from the Universal Periodic Review (UPR) and to fully cooperate with the Special Procedures of the Council.

Call to respect free expression
The groups also called on the government to ensure the respect, protection and promotion of the rights to freedom of expression, peaceful assembly and association, for clear commitments to ensure a safe and enabling environment for all human rights defenders, to find a sustainable solution for the human rights crisis in Papua and to end impunity.

In recent months, protests by communities have been met with arbitrary arrests and excessive force from the police.

The arbitrary arrests, harassment and criminalisation of Papuan activists continue, while an LGBT conference was cancelled due to harassment and threats.

Human rights defenders continue to face defamation charges, there have been harassment and threats against journalists, while a TikTok communicator was jailed for two years over a pork video.

Ongoing targeting of Papuan activists
Arbitrary arrests, harassment and criminalisation of Papuan activists continue to be documented.

According to the Human Rights Monitor, on 5 July 2023, four armed plainclothes police officers arrested Viktor Makamuke, a 52-year-old activist of the United Liberation Movement for West Papua (ULMWP), a pro-independence movement.

He was subsequently detained at the Sorong Selatan District Police Station where officers allegedly coerced and threatened Makamuke to pledge allegiance to the Unitary State of the Republic of Indonesia (NKRI).

A week earlier, Makamuke and his friend had reportedly posted a photo in support of ULMWP full membership in the Melanesian Spearhead Group (MSG) — an intergovernmental organisation composed of the four Melanesian states.

Shortly after the arrest, the police published a statement claiming that Makamuke was the commander of the West Papua National Liberation Army (TPNPB) — an armed group — in the Bomberai Region.

The Human Rights Monitor reported that members of the Yahukimo District police arbitrarily arrested six activists belonging to the West Papua National Committee (KNPB) in the town of Dekai, Yahukimo Regency, on 6 July 2023.

KNPB is a movement promoting the right to self-determination through peaceful action and is one of the most frequently targeted groups in West Papua.

The activists organised and carried out a collective cleaning activity in Dekai. The police repeatedly approached them claiming that the activists needed official permission for their activity.

Six KNPB activists arrested
Subsequently, police officers arrested the six KNPB activists without a warrant or justifying the arrest. All activists were released after being interrogated for an hour.

On 8 August 2023, three students were found guilty of treason and subsequently given a 10-month prison sentence by the Jayapura District Court.

Yoseph Ernesto Matuan, Devio Tekege and Ambrosius Fransiskus Elopere were charged with treason due to their involvement in an event held at the Jayapura University of Science and Technology (USTJ) in November 2022, where they waved the Morning Star flag, a banned symbol of Papuan independence.

Their action was in protest against a planned peace dialogue proposed by the National Commission on Human Rights (Komnas HAM).

According to Amnesty International Indonesia, between 2019 and 2022 there have been at least 61 cases involving 111 individuals in Papua who were charged with treason.

At least 37 supporters of the West Papua National Committee (KNPB) were arrested in relation to peaceful demonstrations to commemorate the 1962 New York Agreement in the towns Sentani, Jayapura Regency and Dekai, Yahukimo Regency, on 14 and 15 August 2023.

Allegations of police ill-treatment
There were also allegations of ill-treatment by the police.

On 2 September 2023, police officers detained Agus Kossay, Chairman of the West Papua National Coalition (KNPB); Benny Murip, KNPB Secretary in Jayapura; Ruben Wakla, member of the KNPB in the Yahukimo Regency; and Ferry Yelipele.

The four activists were subsequently detained and interrogated at the Jayapura District Police Station in Doyo Baru. Wakla and Yelipele were released on 3rd September 2023 without charge.

Police officers reportedly charged Kossay and Murip under Article 160 and Article 170 of the Indonesian Criminal Code (KUHP) for “incitement”.

Free Papua Organisation (OPM) leader Jeffrey Bomanak has appealed to US President Joe Biden for a “proactive role” in ending Indonesia’s “unlawful military occupation and annexation” of West Papua.

He claims this illegal occupation led to the subsequent US “foreign policy failure” in protecting six decades of crimes against humanity.

Bomanak made this appeal in an open letter to the President — a harrowing 22-page document citing a litany of alleged human rights violations against Papuan men, women and children by Indonesian security forces — days before Biden’s arrival in the Papua New Guinea capital Port Moresby next week for a vital summit with Pacific leaders.

“Six decades of callous betrayal and abandonment – my people enslaved, imprisoned, assaulted, tortured, raped, murdered, massacred, poisoned, impoverished, and starved and forcefully relocated; villages bombed . . . every day of every week,” wrote Bomanak in the letter dated May 17.

He said that when West Papua was part of the Dutch colonial empire for 500 years, “we were never abused and mistreated . . . we were never subjected to crimes against humanity”.

However, under Indonesia’s colonial empire, “we have lived in a slaughterhouse with hundreds of thousands of victims — men, women, and children.

‘Gateway to hell’
“The New York Agreement, written and sponsored by your government on 15 August 1962 without any inclusion or representation of a single West Papuan, paved the road for this slaughterhouse.

“My people call this agreement ‘The Gateway to Hell’.”

Bomanak accused the US, along with Australia and New Zealand – “our Second World War allies” – of having treated the West Papuan people as “collateral damage” for “geopolitical convenience” when dealing with Jakarta.

“Unfortunately, these democratic Christian governments who we supported during the life-and-death cataclysm of the Second World War, abandoned both their duty to support international decolonisation laws and their duty of care to stop Indonesia’s barbarism against indigenous West Papuans — the rightful landowners of our ancestral lands,” he said.

Bomanak’s open letter cited horrendous case after case with gruesome photographic documentation.

“I would like to introduce you to some of these crimes against humanity and some of our victims,” he began.

“I have restricted the prima facie photographic evidence to not visually include the worst of the worst. Although, how this can be defined is a subjective detail beyond my assessment – they are all my suffering grandmothers and grandfathers, mothers and fathers, sisters and brothers, sons and daughters.

“Every crime is personal. Every victim is family.

Mutilation and dismemberment
“Dismemberment is one of Indonesia’s defence and security forces specialties to instill terror and fear into village populations,” Bomanak said.

“This practice has been used from the beginning of the Indonesian military occupation and is still being used.”

Bomanak provided documentation of a 35-year-old woman, Tarina Murib, who was allegedly beheaded by Indonesian security forces on 4 March 2023. – International Mother’s Day.

“Murdered and mutilated by the Indonesian military in Puncak Regency; villages and churches have been emptied as thousands more soldiers have been deployed in the area.”

Bomanak also cited the killing and mutilation on 22 August 2022 of four Papuan civilians by Indonesian special forces — Irian Nirigi, Arnold Lokbere, Atis Tini and Kelemanus Nirigi.

“[They] were beheaded and their legs were cut off before their bodies were placed in sacks and tossed into the Pigapu river.”

He raised cases of assaults on village elders and children.

“Using terror to make us fear to stand up for our right to freedom . . . our right to defend our ancestral lands from a hostile and barbaric invader.”

Infanticide
“It is estimated that 150,000 children have been victims of Indonesian crimes against humanity. This is the equivalent of a Holocaust,” said Bomanak.

“An evil forced upon West Papua for Cold War politics and to satisfy American mining company Freeport-McMoRan’s quest to be the beneficiary of West Papua’s spectacular mineral reserves rather than the Dutch, which would have been the case if West Papua had been decolonised in accordance with international law and if the rights of West Papua’s people to freedom and nation-state sovereignty had been respected,” he said.

Bomanak cited the case of nine-year-old Kris Tabuni, who died on 18 October 2022. His death is still unexplained.

Truth ‘distortion’
Bomanak condemned politicians and diplomats who “cannot envisage Indonesia leaving West Papua”.

“It is a step that is difficult for them to take. They respond to the injustice of the invasion and military occupation of our ancestral land with hand-wringing apologies while stating that the world is an unfair place.

“This is their personal maxim for hardship and crimes against humanity, and then they join in the plunder.

The historical truth is that West Papua — the western half of the island of New Guinea — has never been a part of Indonesia.

“Various legal, political and military arguments stating otherwise are all contrary to the norms of international laws and to justice.

“The Papuan nation is not part of the Indonesian Colonial State. The process of annexation on 1 May 1963, was forced onto my people.”

NZ hostage pilot
Bomanak also wrote about the hostage crisis involving 37-year-old New Zealand pilot Philip Mehrtens who was captured by the West Papua National Liberation Army (TPNPB), the armed wing of the OPM, on February 7.

Addressing President Biden, Bomanak said: “A war of liberation has been undertaken by my people since the fraudulent 1969 referendum.

“We have issued hundreds of warnings to both Indonesians and foreigners not to be in our land.

“Unlike, Indonesia, we will care for Philip Mehrtens, the same way we care for our brothers and sisters. He is safe with us, but he is at great risk from Indonesian air and ground combat operations.

“The Indonesian defence force has already suffered significant battle fatalities. We request a peaceful solution with the aim of Indonesia leaving West Papua.

“Perhaps you can appoint Ambassador Caroline Kennedy [Ambassador to Australia] to this role?”

Bomanak’s letter also tracks the many West Papuan peaceful political leaders who have been the victims of extrajudicial executions in an effort to “terrorise the independence movement”. They include the following:

“Arnold Ap was assassinated in 1984. Tom Wanggai died in mysterious circumstances while in prison which we believe was another extrajudicial execution in1989.

“Tribal leader Theys Hiyo Eluay was assassinated in November 2001. Filep Karma also died in mysterious circumstances which we believe was another extrajudicial execution in November 2022 at the same beach where Arnold Ap was executed.”

“President Biden, I could have easily filled 10,000 more pages with victims of this miscarriage of international justice, but I understand your time is limited with important matters of state and of international affairs.

“Sir, there is no honour in helping Indonesia maintain their lie, their deception, their treachery, and the six decades of crimes against humanity that many academics call ‘West Papua’s slow genocide’.

“The fraudulent annexation of my country is as much a story of dishonourable and deceitful Western governance.”

Concluding the open letter, Bomanak told President Biden that if Ukraine could have an investigation for crimes against humanity, then “after six decades of Indonesia’s crimes against humanity, West Papuans are entitled to justice through the very same measures of accountability and due process.”

The OPM has waged an armed resistance against the Indonesian military since 1969. The West Papuans argue that they should regain independence on the grounds that, unlike Muslim-majority Indonesia, they are predominantly Christian and Melanesian from the Pacific. Pro-independence views among Papuans are also motivated by Indonesia’s repressive rule in the Melanesian provinces.

We acknowledge the genealogy of resistance we share with community activists who laid the mat in our shared struggles in the 1970s and 1980s. Our gathering comes 40 years after the first Te Hui Oranga o Te Moana Nui a Kiwa, hosted by the Pacific Peoples Anti Nuclear Action Committee (PPANAC) at Tātai Hono in Tamaki Makaurau.

Self-determination and decolonisation
We remain steadfast in our continuing solidarity with our sisters and brothers in West Papua, who are surviving from and resisting against the Indonesian genocidal regime, injustice and oppression. We bear witness for millions of West Papuans murdered by this brutal occupation. We will not be silent until the right to self-determination of West Papua is fully achieved.

We urge our Forum leaders to follow through with Indonesia to finalise the visit from the UN Commissioner for Human Rights to West Papua, as agreed in the Leaders Communiqué 2019 resolution.

We are united in reaffirming the inalienable right of all Indigenous peoples to self-determination and demand the sovereignty of West Papua, Kanaky, Mā’ohi Nui, Bougainville, Hawai’i, Guåhan, the Northern Mariana Islands, Rapa Nui, Aotearoa, and First Nations of the lands now called Australia.

Of priority, we call on the French government to implement the United Nations self-governing protocols in Mā’ohi Nui and Kanaky. We urge France to comply with the resolution set forth on May 17th, 2013 which declared French Polynesia to be a non-self-governing territory, and the successive resolutions from 2013 to 2022. The “empty seat policy” that the administering power has been practising since 2013 and attempts to remove Mā’ohi Nui from the list of countries to be decolonised have to stop. We call on France to immediately resume its participation in the work of the C-24 and the 4th Commission of the United Nations.

Nuclear justice
We grieve for the survivors and victims who lost their lives to the nuclear violence caused by over 315 nuclear weapons detonated in Marshall Islands, Australia, Kiribati, Johnston Atoll and Mā’ohi Nui by the United States, United Kingdom/Australia and France. The legacy and ongoing nuclear violence in our region is unfinished business and calls for recognition, reconciliation and reparations to be made by nuclear colonisers are long overdue.

We call for the United States, United Kingdom/Australia and France to deliver fair and just
compensation to Indigenous civilians, workers and servicemen for the health and environmental harms, including intergenerational trauma caused by nuclear testing programs (and subsequent illegal medical experiments in the Marshall Islands). The compensation schemes currently in place in all states constitute a grave political failure of these aforementioned nuclear testing states and serve to deceive the world that they are recognising their responsibility to address the nuclear legacy. We call for the United States, United Kingdom/Australia, and France to establish or otherwise significantly improve
accessible healthcare systems and develop and fund cancer facilities within the Marshall Islands, Kiribati/Australia and Mā’ohi Nui respectively, where alarming rates of cancers, birth defects and other related diseases continue to claim lives and cause socio-economic distress to those affected. The descendants of the thousands of dead and the thousands of sick are still waiting for real justice to be put in place with the supervision of the international community.

We demand that the French government take full responsibility for the racist genocidal health effects of nuclear testing on generations of Mā’ohi and provide full transparency, rapid assessment and urgent action for nuclear contamination risks. While the President of France boasts on the international stage of his major environmental and ecological transition projects, in the territory of Mā’ohi Nui, the French government’s instructions are to definitively “turn the page of nuclear history.” This is a white-washing and colonial gas-lighting attitude towards the citizens and now the mokopuna of Mā’ohi Nui. It is
imperative for France to produce the long-awaited report on the environmental, economic and sanitary consequences of its 193 nuclear tests conducted between 1966 and 1996.

We proclaim our commitment to the abolition of nuclear weapons and call all states of the Pacific region who have not done so to sign and ratify the Treaty on the Prohibition of Nuclear Weapons (TPNW), namely Australia, the Solomon Islands, Tonga, Papua New Guinea, the Federated States of Micronesia and the Marshall Islands. We urge Pacific nations along with the world’s governments to contribute to the international trust fund for victims of nuclear weapons implemented by the TPNW. We urge Aotearoa/New Zealand and other states who have ratified the TPNW to follow through on their commitment to nuclear survivors, and to create a world free from the threat and harm of nuclear weapons through the universalisation of the TPNW. There can be no peace without justice.

We oppose the despicable proposal of Japan and the Tokyo Electric Power Company (TEPCO) to dump 1.3 million tonnes of radioactive wastewater next year in 2023, and support in solidarity with the citizens of Japan, East Asian states and Micronesian states who sit on the frontlines of this crisis. This is an act of trans-boundary harm upon the Pacific. We call on the New Zealand government and others to stay true to its commitment to a Nuclear Free Pacific and bring a case under the international tribunal for the Law of the Sea against the proposed radioactive release from TEPCO’s Fukushima Daiichi planned from 2023 to 2053.

Demilitarisation
We condemn the geopolitical order forced upon our nations by imperial powers, who claim to be our friends, yet treat our islands as collateral damage and use financial blackmail to bully us into submission. We demand that the United States remove and remediate all military bases, infrastructure, debris and nuclear and chemical waste from the Pacific. Of priority is the US-owned nuclear waste storage site of Runit Dome on Enewetak Atoll which threatens nuclear contamination of the ocean and marine-life, on which our lives depend. Furthermore, we call for all remaining American UXOs (unexploded ordnances) from World War II in the Solomon Islands, which cause the preventable deaths of more than 20 people every year to be removed immediately!

We support in solidarity with Kānaka Maoli and demand the immediate end to the biennial RIMPAC (Rim of the Pacific) exercises hosted in Honolulu, Hawai’i. We urge all the present participating militaries of RIMPAC to withdraw their participation in the desecration and plunder of Indigenous lands and seas. We support in solidarity with the Marianas and demand an end to munitions testing in the Northern Marianas and the development of new military bases. We rebuke the AUKUS trilateral military pact and the militarisation of unceded Aboriginal lands of the northern arc of Australia and are outraged at Australia’s plans to permit further military bases, six nuclear-capable B52s and eight nuclear-powered submarines to use our Pacific Ocean as a military playground and nuclear highway.

We call on all those committed to ending militarism in the Pacific to gather and organise in Hawai’i between 6-16 June 2024, during the Festival of the Pacific and bring these issues to the forefront to renew our regional solidarity and form a new coalition to build power to oppose all forms of military exercises (RIMPAC also returns in July -August 2024) and instead promote the genuine security of clean water, safe housing, healthcare and generative economies, rather than those of extraction and perpetual readiness for war.

We view colonial powers and their militaries to be the biggest contributors to the climate crisis, the continued extractive mining of our lands and seabeds and the exploitation of our resources. These exacerbate and are exacerbated by unjust structures of colonialism, militarism and geopolitical abuse. This environmental destruction shifts the costs to Pacific and Indigenous communities who are responsible for less than 1 percent of global climate emissions.

As Pacific peoples deeply familiar with the destruction of nuclear imperialism, we strongly disapprove of the new propaganda of nuclear industry lobbyists, attempting to sell nuclear power as the best solution for climate change. Similarly, we oppose the Deep Sea Mining (DSM) industry lobbyists that promote DSM as necessary for green technologies. We call for a Fossil Fuel Non-proliferation Treaty to be implemented by the United Nations Framework Convention on Climate Change and for safe and equitable transition to better energy solutions. We reject any military solution for the climate crisis!

We recognise the urgent need for a regional coordinator to be instituted to strategise collective grassroots movements for self-determination, decolonisation, nuclear justice and demilitarisation.

Our existence is our resistance.

We, the guardians of our Wansolwara, are determined to carry on the legacy and vision for a Nuclear Free and Independent Pacific.

Google images of a country or region can offer a wealth of information about the people and cultures that live there. Some images accurately portray reality while others present camouflage, attempting to deceive or twist our perception.

From a marketing standpoint, it’s all about selling the national identity, brands and products.

When you type “West Papua” or “West Papua genocide” into Google Image search, you are immediately confronted with some of the grossest human rights violations on Earth.

Images of other Melanesian island countries, conversely, display pristine, exotic beauty, presenting them as an ideal vocational playground for first-world self-exhausted tourists.

West Papua is a region where its public image is produced and controlled by those who want West Papua to mould to and represent their modern, capitalist ideals.

On the one hand, we have images of West Papua representing a hidden heaven on earth, with majestic glaciers, mountains, lush lowlands, mangrove swamps along the coastline, and coral reefs with a rich biodiversity.

On the other hand, we see images of Indonesian soldiers torturing, killing, bombing, and destroying ancestral homelands; we see images of West Papuan freedom fighters in their jungles with modern machine guns, performing their cultural rituals while declaring war on the Indonesian military.

Freeport’s gigantic hole – a graveyard for Papuans
At the centre of this tragic display of contradiction is the image of a giant gaping hole right in the middle of West Papua’s magnificent ancient glacier — a sacred home of local indigenous people.

Local elders say that this hole has become “a graveyard for Papuans”.

This hole was created by the discovery of a strange-looking, greenish-black rock on Gunung Jayawijaya (Mount Carstensz) by Dutch geologist Jean Jacques Dozy in 1936.

It took some 20 years before the discovery was brought to the attention of American geologist Forbes Wilson in 1959, who was the vice-president of Freeport Minerals Company at the time.

From 1960 to 1969, the Papuan people lived through a century of great historical significance. It began with a sense of hope and optimism as the Dutch prepared Papuans for independence in 1961.

This independence dream was taken to New York in 1962, only to be abandoned at the mercy of the United Nations, and then to Indonesia in 1963.

The controversial UN sponsored “Act of Free Choice” in 1969, which Papuans called “Act of No Choice”, ultimately sealed the fate of Papuans’ independence dream within Indonesia. It may seem that the world and UN have forgotten Papua’s dream, but Papuans have never lost sight of it and continue to die for or because of it.

The US-based Freeport-McMoRan was given the green light to begin digging this hole behind the scenes during that decade, during which Papua’s fate was controlled by world leaders in their cruel puppet show. For the newly created state of Indonesia, this was an economic blessing, but for Papuans it was a death sentence.

Over the past 60 years, this hole has taken the lives of many Papuan mothers, fathers, and children, creating an endless world of grief and mourning.

Papuans not happy, says Governor Enembe
It was these decade-old wounds and grievances that caused Governor Lukas Enembe, the current governor of Papua’s province, to erupt on February 7, 2022.

“Papuans are not happy. Papuans are not happy in all of Papua. Papuans are the most unhappy people on earth. You take note of that,” he said in a recent video posted by senior journalist Andreas Harsono on his Twitter account.

Papuan Governor Lukas Enembe in the middle: Twitter image

The governor also said that some areas such as Intan Jaya, Nduga, and Star Mountains “cry” with the harsh conditions experienced by the Papuan people.

“Papuans do not live in happiness. Intan Jaya is crying, Puncak is crying, Nduga is crying, The Stars Mountains are crying, and Maybrat is crying. People are crying. People [Papuans] do not live safely in our own country. We were not born for that,” he said.

“We want to live happily. We want to live and enjoy happiness. Papuans have to live happily, that’s the main thing,” Governor Enembe said in a statement he made in a speech circulated on a video on Tuesday, February 8, 2022.

These areas, where the governor is referring to, are among the most militarised in West Papua.

Victor Yeimo, a prominent Papuan, said that over the past three years, Jakarta had sent 21,369 troops to West Papua, some of them referred to as “Satan Troops”, as reported by Arnold Belau on Asia-Pacific Report.

Sadly, this overwhelming military presence in West Papua is not a new phenomenon. Indonesia has been sending military troops equipped with western-made and supplied war machines since 1963.

The West Papua National Liberation Army of Free Papua Movement (OPM-TPNPB) is actively engaged in an ongoing war with Indonesian forces, which is being ignored by the international media.

The grace of Papuan mothers
In spite of the tragedies, grievances and the haunting images that Google displays, one story is rarely shown — The story of Papuan mothers. They are known for their resilience, courage, and indomitable will to live and work, despite the odds being stacked against them.

They are hard-working, compassionate, and strong — the backbone of Papuan society. They sacrifice everything to send their children to school and welcome foreigners with open arms.

There was a recent Tiktok video clip circulating in West Papua and Indonesia which received thousands of views and comments. The video footage featured a young Indonesian migrant weeping while singing in Papuan, the language of the Lani people of the highlands. Her name is Julitha Mathelda Wacano. She works in Tolikara, one of the newly created regions in the highlands of West Papua.

Julitha Mathelda Wacano
The emotional video depicts the experience of a young Indonesian migrant girl being cared for by people deemed “enemies” by the state in some of the most demonised and militarised areas in Indonesia, due to constant negative representation in media coverage.

She opened a window to the world of Papuan mothers, for others to see the kindness of Papuans in the face of a society segregated by racism and caste.

The video of Julitha singing in the local Lani language has received more than 1500 comments, many of which share their own experiences of the goodness of the Papuan people. Many praise the love and kindness of Papuans, while others praised God and Allah for her story.

Papuan mothers still face so many challenges
Despite their unwavering love for others, Papuan mothers struggle to compete with the might of migrant economic dominance and their modern entrepreneurial skills.

In the eyes of Indonesians, Papuans do not produce anything of value to be traded or sold on either the national, regional, or global market.

Most Papuans produce fresh food, which has its own value and merit for those seeking a healthy lifestyle.

Papuan mothers spend their days sitting in the rain, in the dirt, alongside busy dusty roads. Meanwhile, migrants sell their imported products and gadgets in high-rise buildings, malls, kiosks, and shops, with comfort and convenience.

At sunset and sometimes into the night, if the mothers don’t sell their produce, they have no place to store it — no cool room or freezer– so they either give it away or take it home to be eaten. They have to start it all over again the next morning.

Many of these mothers are torn between taking care of their children, attending constant funeral services for family members, and finding money to send their children to school to participate in the education system that fails them and demonises their identity at every turn.

All roads lead to Rome – West Papua economics
A total of Rp 126.99 trillion (more than US$8 billion) has been distributed to the provinces of Papua and West Papua since Jakarta passed the so-called Special Autonomy Law in 2021. Fiscal figure of this type, or any reports provided by those who seek to promote the state’s interests, can be difficult to verify independently, owing to the nature of the mechanism in place by Jakarta to carry out its settler colonial activities on Papuan Indigenous lands. Nevertheless, this type of report gives us some rough insight into what goes on in the region.

Despite such an amount, the poverty rate in these two provinces is nearly three times higher than the national average. Infant, child, and maternal mortality rates are among the highest, and health services and literacy rates are among the lowest in Indonesia.

There is an “all roads lead to Rome” economic system operating in West Papua, to which no matter how much money Jakarta gives to Papuans, it will all end up back in Jakarta, with migrants, security forces, foreign companies, misfits and opportunists.

Unfortunately, Papuan mothers’ hard-earned money ends up in the same hands that control and maintain this brutal settler colonial system.

As part of the efforts to empower Papuan mothers, President Jokowi in 2018 toured the five-story building which he ordered to be constructed two years earlier in Jayapura, the capital city.

As it was dedicated to Papuan mothers, it was named “Pasar mama-mama Papua” (Market for Papuan mothers).

The building can accommodate up to 300 traders. Each floor has been allocated for “mama mama Papua” to sell their produce and to display cultural artifacts. The building also houses a school for Papuan children to learn.

Papuan mothers have unimaginable willpower and determination to compete with Indonesian settlers, who have almost total control of the economic system in West Papua.

Their lives and work are shaped by the realities of constant violence and inequality in one of the most heavily militarised regions in the world.

No matter what the odds are, Papuan mothers overcome them with grace and compassion.

This sacred power broke the heart of that young Indonesian woman living in the highlands of the Lani people.

Papuan mothers and their international students
Unfortunately, the majority of Papuan international students whose scholarship funds were threatened to be cut by President Jokowi’s administration are the sons or daughters of these mama-mama Papua.

The students who are now spread across different continents and countries, from North America, Russia, Asia, Europe and Oceania, have united under the name International Alliance of Papuan Student Associations Overseas (IAPSAO) and strongly condemn any slight alteration in the scholarship package that would have a crippling effect on their education.

These students overcome so many obstacles, from connecting to the right people within the brutal system, to leaving home, learning new languages, and adjusting to a new cultural system.

The constant loss of their family members back home takes a heavy toll on their studies.

Ali Mirin is one such student who is pursuing a master’s degree in International Relations at Flinders University in Adelaide, Australia.

Mirin came from the Kimyal tribe of Yahukimo region of West Papua. He came to Australia on a student visa in 2019 to study at Monash University in Melbourne but struggled to meet the English requirements.

The university placed him in an English language course before enrolling him in a master’s programme. In the end, he was trapped between international student agencies such as International Development Programme (IDP), university and immigration departments since his two-year required study visa had almost run out, though he had yet to complete his master’s degree.

It was not clear to them why he was not in a master’s programme, but he was struggling to make sense of all the information he was receiving from these various parties.

The combination of covid-19 lockdown, passing of family members in West Papua, frustration with adjusting into a new culture, along with inconsistency in scholarship funds nearly cost everything that his mother worked for to help him achieve this level of education.

Additionally, he had to find a part-time job in Melbourne just to survive and pay rent, which nearly led to his study visa being revoked.

Mirin’s case is only the tip of the iceberg in terms of the challenges faced by Papuan students studying overseas. Almost all Papuan students have dramatic and traumatic stories to share about the obstacles they faced just to receive a scholarship, let alone the difficulties of studying abroad.

Studying in first world industrialised countries like USA, Canada, Australia, New Zealand, the UK, and Germany requires tremendous amounts of money, which the parents of these students will likely never be able to afford in their lifetime.

Papuan Governor Lukas Enembe implemented a policy in 2012 that allows these students to study abroad, based on his own educational struggles in West Papua, Indonesia, and Australia.

The governor knows and understands what it is like to be Papuan (especially from the highlands) and study in Indonesia, let alone overseas.

With all these tragic circumstances Papuans have endured for decades, when the Jakarta government withdraws scholarship funds or changes its policies, Papuan students are shattered.

Papuan mothers, who Jokowi calls “mama-mama”, are the ones most affected by the news of deported or failed Papuan students who are studying abroad.

A new policy needs new minds and hearts in Jakarta
The central government in Jakarta should listen to what students have to say as they clearly stated in Asia Pacific Report on January 27.

Indigenous Papuan representatives should oversee Indonesian and foreign agents and agencies that deal with students’ affairs. Because as long as they are not Papuan, whether Indonesian, American, Australian, or British, it will be difficult for them to fully comprehend the mental trauma and cultural issues that each of the students suffer due to the conditions at home.

Papuan students fail their studies or struggle with them, not because they are unintelligent, but because they are deeply traumatised by the abuse and persecution that their families endure at home.

Most of these result from decades of violence, torture, and denigration of their human value under Indonesia’s settler colonial system in their own homeland.

Whatever the number of expert reports on success and failure stories of education in West Papua, if students’ deepest issues are not being listened to or understood, how can we help them or hope to change things for the better?

The politicisation of these students will continue to cloud Jakarta’s judgment about West Papua as it has for 60 years. Elites in Jakarta forget that these people have no agenda to colonise the island of Java, Hong Kong, Taiwan, Ukraine or build nuclear weapons.

They simply want to live peacefully in their own land and pursue their education.

Jakarta’s policies in West Papua are largely influenced by fear, and worst of all, wrong ideas and misguided judgments. They should be more concerned about a potential global nuclear war between the Western Empire and its allies, and the emerging Chinese-led eastern empire, which poses an existential threat to everyone and everything on this planet.

Indonesians target the wrong people and attack the wrong places — West Papua is not your enemy.

I wonder if Jakarta searched images of West Papua on Google if they would like what they see. Would they see the truth — the horror, torture, abuse, murder, and exploitation of Papuans at their own hands?

Or would they see their ideals reflected back to them, the current state of terrorism that they manufactured in stolen lands.

These images do not represent the true nature of West Papua and its people, it is Indonesia that is reflected in these images.

Indonesia’s famous national promotional image of “wonderful Indonesia” that has been marketed throughout the world can be best authenticated when it uses the situation in West Papua as a mirror in which to see what Indonesia really is.

This hallmark of Jakarta’s nation-building image of Indonesia, which has been marketed around the world, can be best comprehended when it uses West Papua’s reality as a mirror to show the reality of Indonesia. In any case,

It may represent Bali or Java, but for West Papua it is just an elaborate ploy to deceive people about the terror image they have been projecting in the region.
