Indonesia’s National Commission on Human Rights says it is investigating deaths of a dozen West Papuans in a military operation.

The commission, known as Komnas HAM, says the incident took place last Tuesday in Kembru District in Puncak regency of Central Papua

Komnas HAM said 12 civilians, including women and children, died as the result of gunshot wounds sustained in an Indonesian military operation.

It said any operation that results in civilian casualties “cannot be justified on any grounds”.

Komnas HAM said that dozens of other civilians suffered serious injuries.

Indonesia’s military told local media its forces killed four Papuan pro-independence militants in an armed exchange in Kembru.

However, the West Papua National Liberation Army has denied that there was any exchange with the Indonesian military in Kembru.

Restraint urged
Urging the head of Indonesia’s military to investigate the incident, Komnas HAM has urged restraint from all parties.

It also urged both Indonesia’s national government and the Papua regional government to ensure measures are taken to protect civilians, treat those injured and recover bodies of those killed.

The human rights body also noted the risk of mass displacement of villagers impacted by the military operation.

A West Papuan leader has accused the Indonesian government of lying over its operations and “masking” the military role of some civilian aircraft.

Disputing an Indonesian government statement about reported that TPNPB fired upon an aircraft in Boven Digoel, killing both the pilot and copilot, United Liberation Movement for West Papua (ULMWP) interim president Benny Wenda said the aircraft was “not civilian”.

Wenda added that the Indonesian government was “tricking the world” about its military operations in West Papua.

“The Cessna plane the TPNPB [West Papua National Liberation Army] fired upon in Boven Digoel was not a civilian plane, as the police spokesman misleadingly stated, but part of a security operation,” Wenda said in a statement.

“Indonesia is again disguising their military activity as [civilian] activity. They are also willfully breaching the no-fly zones established by the TPNPB.”

The occupied conflict areas in which the Indonesian military TNI were “not permitted to fly” had been “clearly marked out by the TPNPB”.

“This is the same pattern Indonesia used in 1977, when Indonesia used a disguised civilian plane to bomb villages across the highlands and massacre thousands, including many members of my own family,” Wenda said.

Clear strategy
He added there was a clear strategy behind this — “Indonesia wants to avoid the attention that would be drawn by a large scale military buildup, so they mask their introduction of weapons and other military equipment and personnel”.

Wenda said they were effectively “using their own people as human shields”.

The TPNPB attacks took place on February 11, with the plane being downed and the pilot and co-pilot being killed.

A second attack took place in Mimika, near the Grasberg gold and copper mine, which has been the cause of so much West Papuan deaths over the past 40 years.

“Indonesia then immediately began operating their propaganda machine, claiming that the planes were simply engaged in civilian and medical supply distribution,” Wenda said.

“The truth is that these aircraft were involved in intelligence and security operations.

Media blackout
“Indonesia is only able to spread these lies and mislead the international community because of their six-decades long media blackout in West Papua.

“No journalists or NGOs are allowed to operate in our land. West Papua is a closed society, just like North Korea. I thank God we have civilian journalists to document their lies.”

By breaching these rules the military were inviting further attacks, Wenda said.

“We must always remember that the Indonesian military uses any armed action by West Papuans for their own gain, as a pretext for more militarisation, more displacement, and more deforestation and ecocide.”

Wenda said their aim was always to escalate the situation as a way of ethnically cleansing Papuans, forcing them to become refugees in their own land, and strengthening their colonial hold over West Papua.

“It isn’t a coincidence that in the week since this incident we have seen an escalation in Yahukimo, an Indonesia-occupied community health centre, and transformed it into a military post, displacing and traumatising local residents.”

Using hospitals and other health infrastructure for military means was a clear breach of international humanitarian law, Wenda said.

Normal for military
In West Papua such behaviour was normal for the military.

“In the same week in Puncak regency, Indonesian military personnel seized a school, preventing students from learning and putting ordinary people at risk of harm. Soldiers are posted in classrooms with guns.”

Wenda called on the Indonesian government to withdraw their troops from occupied West Papua, allow civilians to return home, cease using civilian vehicles as a cover for military action, and immediately facilitate a UN Human Rights visit to West Papua — as has been demanded by more than 110 UN Member states.

“Ultimately, Indonesia must come to the table to discuss a referendum,” Wenda said. “This is the only path to a peaceful solution in West Papua.”

An Indonesian Embassy spokesperson blamed the “armed criminal group”, an expression it  uses to describe resistance movement fighters.

The United Liberation Movement for West Papua (ULMWP) claims more than a dozen civilians have been killed in the Papuan highlands, including three men who were allegedly tortured and a woman who was allegedly raped.

However, the Indonesian government claims the accusations “baseless”.

ULMWP president Benny Wenda said 15 civilians had been killed, and the women who was allegedly raped fled from soldiers and drowned in the Hiabu River.

A spokesperson for the Indonesian embassy in Wellington said the actual number was 14, and all those killed were members of an “armed criminal group”.

The spokesperson described the alleged torture and rape as “false and baseless”.

“What Benny Wenda does not mention is their usual ploy to try to intimidate and terrorise local communities, to pressure communities to support his lost cause,” the spokesperson said.

The ULMWP also claimed four members of the West Papua National Liberation Army (TPNPB) were killed in drone bombings in Kiwirok on October 18.

‘Covert military posts’
According to the Indonesian embassy spokesperson, those killed were involved in burning down schools and health facilities, while falsely claiming they were being used as “covert military posts” by Indonesia.

“Their accusations were not based on any proof or arguments, other than the intention to create chaos and intimidate local communities.”

The spokesperson added the Indonesian National Police and Armed Forces had conducted “measured action” in Kiwirok.

West Papua Action Aotearoa spokesperson Catherine Delahunty said Indonesia’s military had become more active since President Prabowo Subianto came to power in October last year.

“The last year or so, it’s depressing to say, but things have actually got a whole lot worse under this president and a whole lot more violent,” Delahunty said.

“That’s his only strategy, the reign of terror, and certainly his history and the alleged war crimes he’s associated with, makes it very, very difficult to see how else it was going to go.”

Delahunty said the kidnapping of New Zealand helicopter pilot Phillip Mehrtens in 2023 also triggered increased military activity.

Schoolchildren tear gassed
Meanwhile, a video taken from a primary school in Jayapura on October 15 shows children and staff distressed and crying after being tear gassed.

The Indonesian embassy spokesperson said authorities were trying to disperse a riot that started as a peaceful protest until some people started to burn police vehicles.

They said tear gas was used near a primary school, where some rioters took shelter.

“The authorities pledge to improve their code and procedure, taking extra precautions before turning to extreme measures while always being mindful of their surroundings.”

Jakarta-based Human Rights Watch researcher Andreas Harsono said the level of care using tear gas would have been much higher if the students were not indigenous Papuan.

“If it is a school with predominantly settler children, the police will be very, very careful. They will have utmost care,” he said.

“The mistreatment of indigenous children dominated schools in West Papua is not an isolated case, there are many, many reports.”

‘Ignored by world’
Despite the increased violence in the region, Wenda said the focus of Pacific neighbours like New Zealand and Australia remained on the Middle East and Ukraine.

“What has happened in West Papua is almost a 60-year war. If the world ignores us, our people will disappear,” he said.

Delahunty said there had been a weak response from the international community as Indonesia used drones to bomb villages.

“The reign of terror that is taking place by the Indonesian military, they’re getting away with it because nobody else seems to care.

“If you look at the recent Pacific Islands Forums, it’s very disappointing, it came up with a very standard statement, like ‘it would be good if Indonesia would invite the human rights people from the UN in’.

“We close our eyes, Palestine rightly gets our support and attention for the genocide that’s being visited upon the people of Palestine, but in our own region, we’re not interested in what is happening to our neighbours.”

Australian solidarity activists today marked the 27th anniversary of the Biak massacre in West Papua and have warned the human rights crisis in the Indonesian-ruled Melanesian region is deteriorating.

No Indonesian security force member has ever been charged or brought to justice for the human rights abuses committed against peaceful West Papuan demonstrators.

According to Elsham Papua, a local human rights organisation, eight people were killed and a further 32 bodies were found near Biak in the following days. However, some human rights sources put the death toll at about 150.

“Twenty seven years later, the human rights situation in West Papua continues to deteriorate,” said Joe Collins of the Australia West Papua Association (AWPA) in a statement today.

“West Papuan people continue to be arrested, intimidated and killed by the Indonesian security forces.

“There are ongoing clashes between the TPNPB [West Papua National Liberation Army] and the Indonesian security forces with casualties on both sides.

“As a result of these clashes, the Indonesian security forces carry out sweeps in the area, causing local people to flee in fear for their lives.

‘Bearing the brunt’
“It’s the internal refugees bearing the brunt of the conflict.”

According to the AWPA statement, 6 July 1998 marked the Biak massacre when the Indonesian security forces killed scores of people in Biak, West Papua.

The victims included women and children who had gathered for a peaceful rally. They were killed at the base of a water tower flying the Morning Star flag of independence.

As the rally continued, many more people in the area joined in with numbers reaching up to about 500 people.

The statement said that from July 2 that year, activists and local people started gathering beneath the water tower, singing songs and holding traditional dances.

“On July 6 the Indonesian security forces attacked the demonstrators, massacring scores of people,” said the statement.

Internally displaced
Human Rights Monitor reported in its June update that more than 97,721 people in West Papua were internally displaced as a result of armed conflict between Indonesian security forces and the TPNPB.

Human Rights Watch in a media statement in May 2025 reported that renewed fighting between the security forces and the TPNPB was threatening West Papua civilians.

“As the West Papuan people struggle for their right to self-determination, they face great challenges, from the ongoing human rights abuses to the destruction of their environment,” said Collins in the statement.

“However, support/knowledge for the West Papuan struggle continues to grow, particularly in the Pacific region,” he said.

“If some governments in the region are wavering in their support, the people of the Pacific are not.

Pacific support ‘unwavering’
Jakarta has been targeting Pacific leaders with aid in a bid to convince them to stop supporting the West Papuan struggle.

Civil society and church groups continue to raise awareness of the West Papuan situation at the UN and at international human rights conferences.

“The West Papuan people are not going to give up their struggle for self-determination,” Collins said.

“Time for the countries in the region, including Australia, to take the issue seriously. Raising the ongoing human rights abuses with Jakarta would be a small start”.

Further reports of civilian casualties are coming out of West Papua, while clashes between Indonesia’s military and the armed wing of the Free Papua Movement continue.

One of the most recent military operations took place in the early morning of May 14 in Sugapa District, Intan Jaya in Central Papua.

Military spokesperson Lieutenant-Colonel Iwan Dwi Prihartono said in a video statement translated into English that 18 members of the West Papua National Liberation Army (TPNPB) had been killed.

He claimed the military wanted to provide health services and education to residents in villages in Intan Jaya but they were confronted by the TPNPB.

Colonel Prihartono said the military confiscated an AK47, homemade weapons, ammunition, bows and arrows and the Morning Star flag — used as a symbol for West Papuan independence.

But, according to the TPNPB, only three of the group’s soldiers were killed with the rest being civilians.

The United Liberation Movement for West Papua (ULMWP) said civilians killed included a 75-year-old, two women and a child.

Both women in shallow graves
Both the women were allegedly found on May 23 in shallow graves.

A spokesperson from the Indonesian Embassy in Wellington said all 18 people killed were part of the TPNPB, as declared by the military.

“The local regent of Intan Jaya has checked for the victims at their home and hospitals; therefore, he can confirm that the 18 victims were in fact all members of the armed criminal group,” they said.

“The difference in numbers of victim sometimes happens because the armed criminal group tried to downplay their casualties or to try to create confusion.”

The spokesperson said the military operation was carried out because local authorities “followed up upon complaints and reports from local communities that were terrified and terrorised by the armed criminal group”.

Jakarta-based Human Rights Watch researcher Andreas Harsono said it was part of the wider Operation Habema which started last year.

“It is a military operation to ‘eliminate’ the Free Papua guerilla fighters, not only in Intan Jaya, but in several agencies along the central highlands,” Harsono said.

‘Military informers’
He said it had been intensifying since the TPNPB killed 17 miners in April, which the armed group accused of being “military informers”.

RNZ Pacific has been sent photos of people who have been allegedly killed or injured in the May 14 assault, while others have been shared by ULMWP.

Harsono said despite the photos and videos it was hard to verify if civilians had been killed.

He said Indonesia claimed civilian casualties — including of the women who were allegedly buried in shallow graves — were a result of the TPNPB.

“The TPNPB says, ‘of course, it is a lie why should we kill an indigenous woman?’ Well, you know, it is difficult to verify which one is correct, because they’re fighting the battle [in a very remote area],” Harsono said.

“It’s difficult to cross-check whatever information coming from there, including the fact that it is difficult to get big videos or big photos from the area with the metadata.”

Harsono said Indonesia was now using drones to fight the TPNPB.

“This is something new; I think it will change the security situation, the battle situation in West Papua.

“So far the TPNPB has not used drones; they are still struggling. In fact, most of them are still using bows and arrows in the conflict with the Indonesian military.”

An escalation in fighting between Indonesian security forces and Papuan pro-independence fighters in West Papua has seriously threatened the security of the largely indigenous population, says Human Rights Watch in a new report.

The human rights watchdog warned that all parties to the conflict are obligated to abide by international humanitarian law, also called the laws of war.

The security forces’ military operations in the densely forested Central Highlands areas are accused of killing and wounding dozens of civilians with drone strikes and the indiscriminate use of explosive munitions, and displaced thousands of indigenous Papuans, said the report.

The National Liberation Army of West Papua, the armed wing of the Free Papua Movement, has claimed responsibility in the killing of 17 alleged miners between April 6 and April 9.

“The Indonesian military has a long history of abuses in West Papua that poses a particular risk to the Indigenous communities,” said Meenakshi Ganguly, deputy Asia director of Human Rights Watch.

“Concerned governments need to press the Prabowo [Subianto] administration and Papuan separatist armed groups to abide by the laws of war.”

The fighting escalated after the attack on the alleged miners, which the armed group accused of being targeted soldiers or military informers.

Operation Habema
The Indonesian military escalated its ongoing operations, called Operation Habema, in West Papua’s six provinces, especially in the Central Highlands, where Papuan militant groups have been active for more than four decades.

On May 14, the military said that it had killed 18 resistance fighters in Intan Jaya regency, and that it had recovered weapons including rifles, bows and arrows, communications equipment, and Morning Star flags — the symbol of Papuan resistance.

Further military operations have allegedly resulted in burning down villages and attacks on churches. Papuan activists and pastors told Human Rights Watch that government forces treated all Papuan forest dwellers who owned and routinely used bows and arrows for hunting as “combatants”.

Information about abuses has been difficult to corroborate because the hostilities are occurring in remote areas in Intan Jaya, Yahukimo, Nduga, and Pegunungan Bintang regencies.

Pastors, church workers, and local journalists interviewed by Human Rights Watch said that Indonesian forces had been using drones and helicopter gunships to drop bombs.

“Civilians from the Korowai tribe community, known for their tall treehouse dwellings, have been harmed in these attacks, and have desperately fled the fighting,” said the Human Rights Watch report.

“Displaced villagers, mostly from Intan Jaya, have sought shelter and refuge in churches in Sugapa, the capital of the regency.”

Resistance allegations
The armed resistance group has made allegations, which Human Rights Watch could not corroborate, that the Indonesian military attacks harmed civilians.

It reported that a mortar or rocket attack outside a church in Ilaga, Puncak regency, hit two young men on May 6, killing one of them, Deris Kogoya, an 18-year-old student.

The group said that the Indonesian military attack on May 14, in which the military claimed all 18 people killed were pro-independence combatants, mostly killed civilians.

Ronald Rischardt Tapilatu, pastor of the Evangelical Christian Church of the Land of Papua, said that at least 3 civilians were among the 18 bodies. Human Rights Watch has a list of the 18 killed, which includes 1 known child.

The daughter of Hetina Mirip said her mother was found dead on May 17 near her house in Sugapa, while Indonesian soldiers surrounded their village. She wrote that the soldiers tried to cremate and bury her mother’s body.

A military spokesman denied the shooting.

One evident impact of the renewed fighting is that thousands of indigenous Papuans have been forced to flee their ancestral lands.

Seven villages attacked
The Vanuatu-based United Liberation Movement for West Papua (ULMWP) reported that the military had attacked seven villages in Ilaga with drones and airstrikes, forcing many women and children to flee their homes. Media reports said that it was in Gome, Puncak regency.

International humanitarian law obligates all warring parties to distinguish at all times between combatants and civilians. Civilians may never be the target of attack.

Warring parties are required to take all feasible precautions to minimise harm to civilians and civilian objects, such as homes, shops, and schools. Attacks may target only combatants and military objectives.

Attacks that target civilians or fail to discriminate between combatants and civilians, or that would cause disproportionate harm to the civilian population compared to the anticipated military gain, are prohibited.

Parties must treat everyone in their custody humanely, not take hostages, and facilitate the delivery of humanitarian aid.

The Free Papua Movement has long sought self-determination and independence in West Papua, on the grounds that the Indonesian government-controlled “Act of Free Choice” in 1969 was illegitimate and did not involve indigenous Papuans.

It advocates holding a new, fair, and transparent referendum, and backs armed resistance.

Vast conflict area
Human Rights Watch reports that the conflict areas, including Intan Jaya, are on the northern side of Mt Grasberg, spanning a vast area from Sugapa to Oksibil in the Pegunungan Bintang regency, approximately 425 km long.

Sugapa is also known as the site of Wabu Block, which holds approximately 2.3 million kilos of gold, making it one of Indonesia’s five largest known gold reserves.

Wabu Block is currently under the licensing process of the Indonesian Ministry of Energy and Mineral Resources.

“Papuans have endured decades of systemic racism, heightening concerns of further atrocities,” HRW’s Asia director Ganguly said.

“Both the Indonesian military and Papuan armed groups need to comply with international standards that protect civilians.”

The Indonesian government’s proposal to grant amnesty to pro-independence rebels in West Papua has stirred scepticism as the administration of new President Prabowo Subianto seeks to deal with the country’s most protracted armed conflict.

Without broader dialogue and accountability, critics argue, the initiative could fail to resolve the decades-long unrest in the resource-rich region.

Yusril Ihza Mahendra, coordinating Minister for Law, Human Rights, Immigration and Corrections, announced the amnesty proposal last week.

On January 21, he met with a British government delegation and discussed human rights issues and the West Papua conflict.

“Essentially, President Prabowo has agreed to grant amnesty . . .  to those involved in the Papua conflict,” Yusril told reporters last week.

On Thursday, he told BenarNews that the proposal was being studied and reviewed.

“It should be viewed within a broader perspective as part of efforts to resolve the conflict in Papua by prioritising law and human rights,” Yusril said.

‘Willing to die for this cause’
Sebby Sambom, a spokesman for the West Papua National Liberation Army (TPNPB) rebels, dismissed the proposal as insufficient.

“The issue isn’t about granting amnesty and expecting the conflict to end,” Sambom told BenarNews. “Those fighting in the forests have chosen to abandon normal lives to fight for Papua’s independence.

“They are willing to die for this cause.”

Despite the government offer, those still engaged in guerrilla warfare would not stop, Sambon said.

Papua, Indonesia’s easternmost region that makes up the western half of New Guinea island, has been a flashpoint of tension since its controversial incorporation into the archipelago nation in 1969.

Papua, referred to as “West Papua” by Pacific academics and advocates, is home to a distinct Melanesian culture and vast natural resources and has seen a low-level indpendence insurgency in the years since.

The Indonesian government has consistently rejected calls for Papua’s independence. The region is home to the Grasberg mine, one of the world’s largest gold and copper reserves, and its forests are a critical part of Indonesia’s climate commitments.

Papua among poorest regions
Even with its abundant resources, Papua remains one of Indonesia’s poorest regions with high rates of poverty, illiteracy and infant mortality.

Critics argue that Jakarta’s heavy-handed approach, including the deployment of thousands of troops, has only deepened resentment.

Yusril, the minister, said the new proposal was separate from a plan announced in November 2024 to grant amnesty to 44,000 convicts, and noted that the amnesty would be granted only to those who pledged loyalty to the Indonesian state.

He added that the government was finalising the details of the amnesty scheme, which would require approval from the House of Representatives (DPR).

Prabowo’s amnesty proposal follows a similar, albeit smaller, move by his predecessor, Joko “Jokowi” Widodo, who granted clemency to several Papuan political prisoners in 2015.

While Jokowi’s gesture was initially seen as a step toward reconciliation, it did little to quell violence. Armed clashes between Indonesian security forces and pro-independence fighters have intensified in recent years, with civilians often caught in the crossfire.

Cahyo Pamungkas, a Papua researcher at the National Research and Innovation Agency (BRIN), argued that amnesty, without prior dialogue and mutual agreements, would be ineffective.

“In almost every country, amnesty is given to resistance groups or government opposition groups only after a peace agreement is reached to end armed conflict,” he told BenarNews.

No unilateral declaration
Yan Warinussy, a human rights lawyer in Papua, agreed.

“Amnesty, abolition or clemency should not be declared unilaterally by one side without a multi-party understanding from the start,” he told BenarNews.

Warinussy warned that without such an approach, the prospect of a Papua peace dialogue could remain an unfulfilled promise and the conflict could escalate.

Usman Hamid, director of Amnesty International Indonesia, said that while amnesty was a constitutional legal instrument, it should not apply to those who have committed serious human rights violations.

“The government must ensure that perpetrators of gross human rights violations in Papua and elsewhere are prosecuted through fair and transparent legal mechanisms,” he said.

Papuans Behind Bars, a website tracking political prisoners in Papua, reported 531 political arrests in 2023, with 96 political prisoners still detained by the end of the year.

Only 11 linked to armed struggle
Most were affiliated with non-armed groups such as the West Papua National Committee (KNPB) and the Papua People’s Petition (PRP), while only 11 were linked to the armed West Papua National Liberation Army (TPNPB).

The website did not list 2024 figures.

Anum Siregar, a lawyer who has represented Papuan political prisoners, said that the amnesty proposal has sparked interest.

“Some of those detained outside Papua are requesting to be transferred to prisons in Papua,” she said.

Meanwhile, Agus Kossay, leader of the National Committee for West Papua, which campaigns for a referendum on self-determination, said Papuans would not compromise on “their God-given right to determine their own destiny”.

In September 2019, Kossay was arrested for orchestrating a riot and was sentenced to 11 months in jail. More recently, in 2023, he was arrested in connection with an internal dispute within the KNPB and was released in September 2024 after serving a sentence for incitement.

“The right to self-determination is non-negotiable and cannot be challenged by anyone. As long as it remains unfulfilled, we will continue to speak out,” Kossay told BenarNews.

With Prabowo Subianto, a controversial former general installed as Indonesia’s new president, residents in the disputed Papua region were responding to this reality with anxiety and, for some, cautious optimism.

The remote and resource-rich region has long been a flashpoint for conflict, with its people enduring decades of alleged military abuse and human rights violations under Indonesian rule and many demanding independence.

With Prabowo now in charge, many Papuans fear that their future will be marked by further violence and repression.

In Papua — a region known as “West Papua” in the Pacific — views on Prabowo, whose military record is both celebrated by nationalists and condemned by human rights activists, range from apathy to outright alarm.

Many Papuans remain haunted by past abuses, particularly those associated with Indonesia’s counterinsurgency campaigns that began after Papua was incorporated into Indonesia in 1969 through a disputed UN-backed referendum.

For people like Maurids Yansip, a private sector employee in Sentani, Prabowo’s rise to the presidency is a cause for serious concern.

“I am worried,” Yansip said. “Prabowo talked about using a military approach to address Papua’s issues during the presidential debates.

‘Military worsened hunman rights’
“We’ve seen how the military presence has worsened the human rights situation in this region. That’s not going to solve anything — it will only lead to more violations.”

In Jayapura, the region’s capital, Musa Heselo, a mechanic at a local garage, expressed indifference toward the political changes unfolding in Jakarta.

“I didn’t vote in the last election—whether for the president or the legislature,” Heselo said.

“Whoever becomes president is not important to me, as long as Papua remains safe so we can make a living. I don’t know much about Prabowo’s background.”

But such nonchalance is rare in a region where memories of military crackdowns run deep.

Prabowo, a former son-in-law of Indonesia’s late dictator Suharto, has long been a polarising figure. His career, marked by accusations of human rights abuses, particularly during Indonesia’s occupation of Timor-Leste, continues to evoke strong reactions.

In 1996, during his tenure with the elite Indonesian Army special forces unit, Kopassus, Prabowo commanded a high-stakes rescue of 11 hostages from a scientific research team held by Free Papua Movement (OPM) fighters.

Deadly operation
The operation was deadly, resulting in the deaths of two hostages and eight pro-independence fighters.

Markus Haluk, executive secretary of the United Liberation Movement for West Papua (ULMWP), described Prabowo’s presidency as a grim continuation of what he calls a “slow-motion genocide” of the Papuan people.

“Prabowo’s leadership will extend Indonesia’s occupation of Papua,” Haluk said, his tone resolute.

“The genocide, ethnocide, and ecocide will continue. We remember our painful history — this won’t be forgotten. We could see military operations return. This will make things worse.”

Although he has never been convicted and denies any involvement in abuses in East Timor or Papua, these allegations continue to cast a shadow over his political rise.

He ran for president in 2014 and again in 2019, both times unsuccessfully. His most recent victory, which finally propels him to Indonesia’s highest office, has raised questions about the future of Papua.

Despite these concerns, some see Prabowo’s presidency as a potential turning point — albeit a fraught one. Elvira Rumkabu, a lecturer at Cendrawasih University in Jayapura, is among those who view his military background as a possible double-edged sword.

Prabowo’s military experience ‘may help’
“Prabowo’s military experience and strategic thinking could help control the military in Papua and perhaps even manage the ultranationalist forces in Jakarta that oppose peace,” Rumkabu told BenarNews.

“But I also worry that he might delegate important issues, like the peace agenda in Papua, to his vice-president.”

Under outgoing President Joko “Jokowi” Widodo, Papua’s development was often portrayed as a priority, but the reality on the ground told a different story. While Jokowi made high-profile visits to the region, his administration’s reliance on military operations to suppress pro-independence movements continued.

“This was a pattern we saw under Jokowi, where Papua’s problems were relegated to lower levels, diminishing their urgency,” Rumkabu said.

In recent years, clashes between Indonesian security forces and the West Papua National Liberation Army (TPNPB) have escalated, with civilians frequently caught in the crossfire.

Yohanes Mambrasar, a human rights activist based in Sorong, expressed grave concerns about the future under Prabowo.

“Prabowo’s stance on strengthening the military in Papua was clear during his campaign,” Mambrasar said.

Called for ‘more troops, weapons’
“He called for more troops and more weapons. This signals a continuation of militarized policies, and with it, the risk of more land grabs and violence against indigenous Papuans.”

Earlier this month, Indonesian military chief Gen. Agus Subiyanto inaugurated five new infantry battalions in Papua, stating that their mandate was to support both security operations and regional development initiatives.

Indeed, the memory of past military abuses looms large for many in Papua, where calls for independence have never abated.

During a presidential debate, Prabowo vowed to strengthen security forces in Papua.

“If elected, my priority will be to uphold the rule of law and reinforce our security presence,” he said, framing his approach as essential to safeguarding the local population.

Yet, amid the fears, some see opportunities for positive change.

Yohanes Kedang from the Archdiocese of Merauke said that improving the socio-economic conditions of indigenous Papuans must be a priority for Prabowo.

Education, health care ‘left behind’
“Education, healthcare, and the economy — these are areas where Papuans are still far behind,” he said.

“This will be Prabowo’s real challenge. He needs to create policies that bring real improvements to the lives of indigenous Papuans, especially in the southern regions like Merauke, which has immense potential.”

Theo Hesegem, executive director of the Papua Justice and Human Integrity Foundation, believes that dialogue is key to resolving the region’s long-standing issues.

“Prabowo has the power to address the human rights violations in Papua,” Hesegem said.

“But he needs to listen. He should come to Papua and sit down with the people here — not just with officials, but with civil society, with the people on the ground,” he added.

“Jokowi failed to do that. If Prabowo wants to lead, he must listen to their voices.”

Pro-independence fighters in the Indonesian-ruled West Papua region have proposed the terms of release for the New Zealand pilot taken hostage almost 18 months ago.

The armed faction of the West Papua National Liberation Army (TPNPB) kidnapped Phillip Merhtens, a 38-year-old pilot working for the Indonesian internal feeder airline Susi Air, in February last year after he landed a small commercial plane in a remote, mountainous area.

The group has tried to use Mehrtens to broker independence from Indonesia.

It is now asking the New Zealand government, including the police and army, to escort the pilot and for local and international journalists to be involved in the release process.

Both Foreign Affairs and the minister’s office say they are aware of the proposed plan.

In a statement, they say their focus remains on securing a peaceful resolution and the pilot’s safe release.

“We continue to work closely with all parties to achieve this and will not be discussing the details publicly.”

The Guardian reports that Indonesian human rights advocate Andreas Harsono, who covers the country for Human Rights Watch, said the proposal was “realistic”, despite Indonesia’s ongoing restriction on reporters and human rights monitors in the region.

A brutal killing of three Papuan civilians in Puncak Jaya reveals that occupied West Papua is a ticking time bomb under Indonesian President-elect Prabowo Subianto, claims the leader of an advocacy group.

And United Liberation Movement for West Papua (ULMWP) Benny Wenda says the Melanesian region risks becoming “another East Timor”.

The victims have been named as Tonda Wanimbo, 33; Dominus Enumbi, and Murib Government.

Their killings were followed by riots in Puncak Jaya as angry indigenous residents protested in front of the local police station and set fire to police cars, said Wenda in a statement.

“This incident is merely the most recent example of Indonesia’s military and business strategy in West Papua,” he said.

“Indonesia deliberately creates escalations to justify deploying more troops, particularly in mineral-rich areas, causing our people to scatter and allowing international corporations to exploit the empty land – starting the cycle of bloodshed all over again.”

According to the ULMWP, 4500 Indonesian troops have recently been deployed to Paniai, one of the centres of West Papuan resistance.

An estimated 100,000 West Papuans have been displaced since 2018, while recent figures show more than 76,000 Papuans remain internally displaced — “living as refugees in the bush”.

Indonesia ‘wants our land’
“Indonesia wants our land and our resources, not our people,” Wenda said.

The Indonesian military claimed that the three men were members of the resistance movement TPNPB (West Papua National Liberation Army), but this has been denied.

Military spokesman Lieutenant Colonel Candra Kurniawan claimed one of the men had been sought by security forces for six years for alleged shootings of civilians and security personnel.

“This is the same lie they told about Enius Tabuni and the five Papuan teenagers murdered in Yahukimo in September 2023,” Wenda said.

“The military line was quickly refuted by a community leader in Puncak Jaya, who clarified that the three men were all civilians.”

Concern over Warinussy
Wenda said he was also “profoundly concerned” over the shooting of lawyer and human rights defender Christian Warinussy.

Warinussy has spent his career defending indigenous Papuans who have expelled from their ancestral land to make way for oil palm plantations and industrial mines.

“Although we don’t know who shot him, his shooting acts as a clear warning to any Papuans who stand up for their customary land rights or investigates Indonesia’s crimes,” Wenda said.

Indonesia’s latest violence is taking place “in the shadow of Prabowo Subianto”, who is due to take office as President on October 20.

Prabowo has been widely accused over human rights abuses during his period in Timor-Leste.

“Will he form militias to crush the West Papua liberation movement, as he previously did in East Timor?” asked Wenda.

All parties, including West Papuan pro-independence fighters who took Phillip Mehrtens hostage, want the New Zealand pilot released but freeing him is “complicated”.

In February 2023, Mehrtens, a husband and father from Christchurch, was working for Indonesian airline, Susi Air, when he landed his small Pilatus plane on a remote airstrip in Nduga Regency in the Papua highlands.

He was taken hostage by a faction of the West Papua National Liberation Army (TPNPB) commanded by warlord Eganius Kogoya.

The rebels, who also torched his aircraft, later claimed he had breached a no-fly order that they had issued for the area.

Sixteen months on, and despite failed attempts to either rescue or secure Mehrtens’ release, there’s been very little progress.

A Human Rights Watch researcher in Indonesia, Andreas Harsono, said it was a complex situation.

“It is complicated because there is no trust between the West Papuan militants and the Indonesian military,” he said.

Harsono said as far as he was aware Mehrtens was in an “alright physical condition” all things considered.

In a statement in February, the TPNPB high commander Terianus Satto said they would release Mehrtens to his family and asked for it to be facilitated by the United Nations secretary-general.

Failed rescue bid
Harsono said the situation was made more difficult through a failed rescue mission that saw casualties from both sides in April.

“Some Papuans were killed, meanwhile on the Indonesian side more than a dozen Indonesian soldiers, including from the special forces were also killed. It is complicated, there is no trust between the two sides.”

United Liberation Movement for West Papua (ULMWP) executive secretary Markus Haluk — speaking through a translator — told RNZ Pacific space for all parties, including the West Papua National Liberation Army, needed to be made to discuss Mehrtens’ release.

“They never involve TPNPB as part of the conversation so that’s why that is important to create the space, and where stakeholders and actors can come together and talk about the process of release.”

Meanwhile, in a statement sent to RNZ Pacific, a spokesperson from the Ministry of Foreign Affairs and Trade said Mehrtens’ safety and wellbeing remained MFAT’s top priority.

“We’re doing everything we can to secure a peaceful resolution and Phillip’s safe release, including working closely with the Indonesian authorities and deploying New Zealand consular staff.

“We are also supporting Phillip’s family, both here in New Zealand and in Indonesia,” the spokesperson said.

More videos appear to have been released by the West Papua National Liberation Army (TPNPB) showing New Zealand hostage Phillip Mehrtens.

The New Zealander was taken hostage more than a year ago on February 7 in Paro in the highlands of the Indonesian-ruled region of West Papua while providing vital air links and supplies to remote communities.

In the recent videos he is seen surrounded by armed men and delivers a statement, saying his “life is at risk” because of air strikes conducted by the Indonesian military.

He asks Indonesia to cease airstrikes and for foreign governments to pressure Indonesia to not conduct any aerial bombardments.

RNZ has sought comment from the Ministry of Foreign Affairs and Trade.

Earlier this year Foreign Minister Winston Peters strongly urged those holding Mehrtens to release him immediately without harm.

Peters said his continued detention served no-one’s interests.

In the last year, a wide range of New Zealand government agencies has been working extensively with Indonesian authorities and others towards securing Mehrtens release.

The response, led by the Ministry of Foreign Affairs and Trade, has also been supporting his family.

Papua New Guinea and Indonesia have formally ratified a defence agreement a decade after its initial signing.

PNG’s Foreign Minister Justin Tkatchenko and the Indonesian ambassador to the Pacific nation, Andriana Supandy, convened a press briefing in Port Moresby on February 29 to declare the ratification.

The agreement enables an enhancement of military operations between the two countries, with a specific focus on strengthening patrols along the border between Papua New Guinea and Indonesia.

According to Tkatchenko as reported by RNZ Pacific citing Benar News, “The Joint border patrols and different types of defence cooperation between Indonesia and Papua New Guinea of course will be part of the ever-growing security mechanism.”

“It would be wonderful to witness the collaboration between Indonesia and Papua New Guinea, both now and in the future, as they work together side by side. Indonesia is a rising Southeast Asian power that reaches into the South Pacific region and dwarfs Papua New Guinea in population, economic size and military might,” added the minister.

In recent years, Indonesia has been asserting its own regional hegemony in the Pacific amid the rivalries of two superpowers — the United States and China.

Indonesia’s Minister for Foreign Affairs Retno Marsudi reiterated Indonesia’s commitment to bolster collaboration with Pacific nations amid heightened geopolitical tensions in the Indo-Pacific region during the recent 2024 annual press statement held by the minister for foreign affairs at the Asian-African Conference in Bandung.

Diverse Indigenous states
The Pacific Islands are home to diverse sovereign Indigenous states and islands, and also home to two influential regional powers, Australia and New Zealand. This vast diverse region is increasingly becoming a pivotal strategic and political battleground for foreign powers — aiming to win the hearts and minds of the populations and governments in the region.

Numerous visible and hidden agreements, treaties, talks, and partnerships are being established among local, regional, and global stakeholders in the affairs of this vast region.

The Pacific region carries great importance for powerful military and economic entities such as China, the United States and its coalition, and Indonesia. For them, it serves as a crucial area for strategic bases, resource acquisition, food, and commercial routes.

For Indigenous islanders, states, and tribal communities, the primary concern is around the loss of their territories, islands, and other vital cultural aspects, such as languages and traditional wisdom.

The crumbling of Oceania, reminiscent of its past colonisation by various European powers, is now occurring. However, this time it is being orchestrated by foreign entities appointing their own influential local pawns.

With these local pawns in place, foreign monarchs, nobility, warlords, and miscreants are advancing to reshape the region’s fate.

The rejection by the Melanesian Spearhead Group (MSG) to acknowledge the representation of West Papua by the United Liberation for West Papua (ULMWP) as a full member of the regional body in August 2023 highlights the diminishing influence of MSG leaders in decision-making processes concerning issues that are deemed crucial by the Papuan community as part of the “Melanesian family affairs”.

Suspicion over ‘external forces’
This raises suspicion of external forces at play within the Melanesian nations, manipulating their destinies. The question arises, who is orchestrating the fate of the Melanesian nations?

Is it Jakarta, Beijing, Washington, or Canberra?

In a world characterised by instability, safety and security emerges as a crucial prerequisite for fostering a peaceful coexistence, nurturing friendships, and enabling development.

The critical question at hand pertains to the nature of the threats that warrant such protective measures, the identities of both the endangered and the aggressors, and the underlying rationale and mechanisms involved. Whose safety hangs in the balance in this discourse?

And between whom does the spectre of threat loom?

If you are a realist in a world of policymaking, it is perhaps wise not to antagonise the big guy with the big weapon in the room. The Minister of Papua New Guinea may be attempting to underscore the importance of Indonesia in the Pacific region, as indicated by his statements.

If you are West Papuan, it makes little difference whether one leans towards realism or idealism. What truly matters is the survival of West Papuans, in the midst of the significant settler colonial presence of Asian Indonesians in their ancestral homeland.

West Papuan refugee camp
Two years ago, PNG’s minister stated the profound existential sentiments experienced by the West Papuans in 2022 while visiting a West Papuan refugee community in Port Moresby, Papua New Guinea.

During the visit, the minister addressed the West Papuan refugees with the following words:

“The line on the map in middle of the island (New Guinea) is the product of colonial impact. These West Papuans are part of our family, part of our members and part of Papua New Guinea. They are not strangers.

“We are separated only by imaginary lines, which is why I am here. I did not come here to fight, to yell, to scream, to dictate, but to reach a common understanding — to respect the law of Papua New Guinea and the sovereignty of Indonesia.”

These types of ambiguous and opaque messages and rhetoric not only instil fake hope among the West Papuans, but also produce despair among displaced Papuans on their own soil.

The seemingly paradoxical language coupled with the significant recent security agreement with the entity — Indonesia — that has been oppressing the West Papuans under the pretext of sovereignty, signifies one ominous prospect:

Is PNG endorsing a “death decree” for the Indonesian security apparatus to hunt Papuans along the border and mountainous region of West Papua and Papua New Guinea?

Security for West Papua
Currently, the situation in West Papua is deteriorating steadily. Thousands of Indonesian military personnel have been deployed to various regions in West Papua, especially in the areas afflicted by conflict, such as Nduga, Yahukimo, Maybrat, Intan Jaya, Puncak, Puncak Jaya, Star Mountain, and along the border separating Papua New Guinea from West Papua.

On the 27 February 2024, Indonesian military personnel captured two teenage students and fatally shot a Papuan civilian in the Yahukimo district. They alleged that the deceased individual was affiliated with the West Papua National Liberation Army (TPNB), although this assertion has yet to be verified by the TPNPB.

Such incidents are tragically a common occurrence throughout West Papua, as the Indonesian military continue to target and wrongfully accuse innocent West Papuans in conflict-ridden regions of being associated with the TPNPB.

These deplorable acts transpired just prior to the ratification of a border operation agreement between the governments of the Papua New Guinea and Indonesia.

As the security agreement was being finalised, the Indonesian government announced a new military campaign in the highlands of West Papua. This operation, is named as “Habema” — meaning “must succeed to the maximum” — and was initiated in Jakarta on the 29 February 2024.

Agus Subiyanto, the Indonesian military command and police command stated during the announcement:

“My approach for Papua involves smart power, a blend of soft power, hard power, and military diplomacy. Establishing the Habema operational command is a key step in ensuring maximum success.”

The looming military operation in West Papua and its border regions, employing advanced smart weapon technology poised a profound danger for Papuans.

A looming humanitarian crisis in West Papua, PNG, broader Melanesia and the Pacific region is inevitable, as unmanned aerial drones discern targets indiscriminately, wreak havoc in homes, and villages of the Papuan communities.

The Indonesian security forces have increasingly employed such sophisticated technology in conflict zones since 2019, including regions like Intan Jaya, Yahukimo, Maybrat, Pegunungan Bintang, and other volatile regions in West Papua.

Consequently, villages have been razed to the ground, compelling inhabitants to flee to the jungle in search of sanctuary — an exodus that continues unabated as they remain displaced from their homes indefinitely.

On 5 April 2018, the Indonesian government announced a military operation known as Damai Cartenz, which remains active in conflict-ridden regions, such as Yahukimo, Pegunungan Bintang, Nduga, and Intan Jaya.

The Habema security initiative will further threaten Papuans residing in the conflict zones, particularly in the vicinity of the border shared by Papua New Guinea and West Papua.

There are already hundreds of people from the Star Mountains who have fled across to Tumolbil, in the Yapsie sub-district of the PNG province of West Sepik, situated on the border. They fled to PNG because of Indonesia’s military operation (RNZ 2021).

According to RNZ News, individuals fleeing military actions conducted by the Indonesian government, including helicopter raids that caused significant harm to approximately 14 villages, have left behind foot tracks.

The speaker explained that Papua New Guineans occasionally cross over to the Indonesian side, typically seeking improved access to basic services.

The PNG government has been placing refugees from West Papua in border camps, the biggest one being at East Awin in the Western Province for many decades, with assistance from the UN High Commissioner for Refugees.

How should PNG, UN respond?
The UN Declaration on the Rights of Indigenous Peoples 2007, article 36, states that “Indigenous peoples, in particular those divided by international borders, have the right to maintain and develop contacts, relations and cooperation with their own members as well as other peoples across borders”.

Over the past six years, regional and international organisations, such as the Melanesian Spearheads groups (MSG), Pacific islands Forum (PIF), Africa, Caribbean and Pacific states (ACP), the UN’s human rights commissioner as well as dozens of countries and individual parliaments, lawyers, academics, and politicians have been asking the Indonesian government to allow the UN’s human rights commissioner to visit West Papua.

However, to date, no response has been received from the Indonesian government.

What does this security deal mean for West Papuans?
This is not just a simple security arrangement between Jakarta and Port Moresby to address border conflicts, but rather an issue of utmost importance for the people of Papua.

It concerns the sovereignty of a nation — West Papua — that has been unjustly seized by Indonesia, while the international community watched in silence, witnessing the unfurling and unparalleled destruction of human lives and the ecological system.

There is one noble thing the foreign minister of PNG and his government can do: ask why Jakarta is not responding to the request for a UN visit made by the international community, rather than endorsing an ‘illegal security pact’ with the illegal Indonesia colonial occupier over his supposed “family members separated only by imaginary lines”.

The New Zealand government is again calling on the West Papua National Liberation Army (TPNPB) to release the kidnapped pilot Phillip Mehrtens.

Tomorrow will mark one year since the 38-year-old New Zealander was taken hostage in Papua by independence fighters in the Nduga Regency province.

Mehrtens was taken hostage a year ago on February 7 in Paro, Papua, while providing vital air links and supplies to remote communities.

Peters said his continued detention served nobody’s interests.

The Foreign Minister said they knew Mehrtens was able to contact some friends and family just before Christmas to assure them that he was alive and well.

He said he had spoken with the Mehrtens family recently and assured them the government was exploring all avenues to bring the pilot home.

The state of civic space in Indonesia has been rated as “obstructed” in the latest CIVICUS Monitor report.

The civic space watchdog said that ongoing concerns include the arrest, harassment and criminalisation of human rights defenders and journalists as well as physical and digital attacks, the use of defamation laws to silence online dissent and excessive use of force by the police during protests, especially in the Papuan region.

In July 2023, the UN Special Adviser on the Prevention of Genocide, Alice Wairimu Nderitu, expressed concerns regarding the human rights situation in the West Papua region in her opening remarks during the 22nd Meeting of the 53rd Regular Session of the Human Rights Council in Geneva.

She highlighted the harassment, arbitrary arrest and detention of Papuans, which had led to the appropriation of customary land in West Papua.

She encouraged the Indonesian government to ensure humanitarian assistance and engage in “a genuine inclusive dialogue”.

In August 2023, human rights organisations called on Indonesia to make serious commitments as the country sought membership in the UN Human Rights Council for the period 2024 to 2026.

Among the calls were to ratify international human rights instruments, especially the International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED), to provide details of steps it will take to implement all of the supported recommendations from the Universal Periodic Review (UPR) and to fully cooperate with the Special Procedures of the Council.

Call to respect free expression
The groups also called on the government to ensure the respect, protection and promotion of the rights to freedom of expression, peaceful assembly and association, for clear commitments to ensure a safe and enabling environment for all human rights defenders, to find a sustainable solution for the human rights crisis in Papua and to end impunity.

In recent months, protests by communities have been met with arbitrary arrests and excessive force from the police.

The arbitrary arrests, harassment and criminalisation of Papuan activists continue, while an LGBT conference was cancelled due to harassment and threats.

Human rights defenders continue to face defamation charges, there have been harassment and threats against journalists, while a TikTok communicator was jailed for two years over a pork video.

Ongoing targeting of Papuan activists
Arbitrary arrests, harassment and criminalisation of Papuan activists continue to be documented.

According to the Human Rights Monitor, on 5 July 2023, four armed plainclothes police officers arrested Viktor Makamuke, a 52-year-old activist of the United Liberation Movement for West Papua (ULMWP), a pro-independence movement.

He was subsequently detained at the Sorong Selatan District Police Station where officers allegedly coerced and threatened Makamuke to pledge allegiance to the Unitary State of the Republic of Indonesia (NKRI).

A week earlier, Makamuke and his friend had reportedly posted a photo in support of ULMWP full membership in the Melanesian Spearhead Group (MSG) — an intergovernmental organisation composed of the four Melanesian states.

Shortly after the arrest, the police published a statement claiming that Makamuke was the commander of the West Papua National Liberation Army (TPNPB) — an armed group — in the Bomberai Region.

The Human Rights Monitor reported that members of the Yahukimo District police arbitrarily arrested six activists belonging to the West Papua National Committee (KNPB) in the town of Dekai, Yahukimo Regency, on 6 July 2023.

KNPB is a movement promoting the right to self-determination through peaceful action and is one of the most frequently targeted groups in West Papua.

The activists organised and carried out a collective cleaning activity in Dekai. The police repeatedly approached them claiming that the activists needed official permission for their activity.

Six KNPB activists arrested
Subsequently, police officers arrested the six KNPB activists without a warrant or justifying the arrest. All activists were released after being interrogated for an hour.

On 8 August 2023, three students were found guilty of treason and subsequently given a 10-month prison sentence by the Jayapura District Court.

Yoseph Ernesto Matuan, Devio Tekege and Ambrosius Fransiskus Elopere were charged with treason due to their involvement in an event held at the Jayapura University of Science and Technology (USTJ) in November 2022, where they waved the Morning Star flag, a banned symbol of Papuan independence.

Their action was in protest against a planned peace dialogue proposed by the National Commission on Human Rights (Komnas HAM).

According to Amnesty International Indonesia, between 2019 and 2022 there have been at least 61 cases involving 111 individuals in Papua who were charged with treason.

At least 37 supporters of the West Papua National Committee (KNPB) were arrested in relation to peaceful demonstrations to commemorate the 1962 New York Agreement in the towns Sentani, Jayapura Regency and Dekai, Yahukimo Regency, on 14 and 15 August 2023.

Allegations of police ill-treatment
There were also allegations of ill-treatment by the police.

On 2 September 2023, police officers detained Agus Kossay, Chairman of the West Papua National Coalition (KNPB); Benny Murip, KNPB Secretary in Jayapura; Ruben Wakla, member of the KNPB in the Yahukimo Regency; and Ferry Yelipele.

The four activists were subsequently detained and interrogated at the Jayapura District Police Station in Doyo Baru. Wakla and Yelipele were released on 3rd September 2023 without charge.

Police officers reportedly charged Kossay and Murip under Article 160 and Article 170 of the Indonesian Criminal Code (KUHP) for “incitement”.

The Human Rights Lawyers Association (PAHAM) Papua has demanded a “thorough and impartial” investigation into the death of Michelle Kurisi, a civilian involved in gathering information about a New Zealand pilot held hostage by West Papuan pro-independence fighters.

She was tragically killed on August 28 in Kolawa District, Lanny Jaya Regency, in the Mountainous Papua Province.

Following Kurisi’s killing, a statement claiming responsibility for the act was made by the West Papua National Liberation Army (TPNPB) spokesperson, Sebby Sambom.

The TPNPB alleged that the victim had collaborated with security forces and had engaged in spying activities during her visit to Nduga, where she was collecting data on refugees, including information related to the release of the New Zealand pilot Philip Mehrtens who has been held hostage by a TPNPB group since February 7.

Gustaf R. Kawer, chair of PAHAM Papua, said that the focus of the investigation should not be to find a scapegoat or advance a politically motivated narrative.

Instead, it should prioritise an independent inquiry that delved into the victim’s daily life, her occupation, work-related relationships, and her mission to Nduga, including identifying the institutions or parties she was collaborating with.

He said it was crucial to determine who was with her until she met her tragic end.

‘Close ties with police officers’
“Based on PAHAM Papua’s digital tracing and monitoring efforts,” Gustaf Kawer said in a media release, “it appears that the victim had close ties with several high-ranking police officers in Papua and was actively involved in various conflicts in the region.”

Therefore there was a pressing need for an in-depth, impartial investigation into Michelle Kurisi’s death by a neutral entity.

This would help prevent claims and narratives driven by political interests.

Kawer stressed the importance of gathering witnesses and evidence — including the victim’s digital footprint — her recent activities, and communications with various parties, particularly during her trip to Nduga.

These elements were critical in unravelling the motive behind her murder, he said.

Furthermore, the victim’s participation in a a webinar titled “Indonesia Walk Out Why?” hosted by Bishop Joshua Tewuh was noteworthy.

During this event, she expressed support for the United Liberation Movement for West Papua (ULMWP) delegation and criticised the Indonesian government strongly.

Speculation about motive
Given her recent track record, there was speculation about the motive behind her murder, Kawer said.

It was possible that her death was not solely orchestrated by the TPNPB but could involve groups with vested interests in Papua, aiming to silence her for her statements or to manipulate the narrative surrounding the Papua conflict.

In light of these circumstances, Gustaf Kawer urged the Indonesian government to establish an independent team, through the Indonesian National Human Rights Commission (Komnas HAM), to investigate cases of extrajudicial killings thoroughly.

This action was essential to prevent unfounded claims and protect civilians in Papua, whether by the TPNPB or the security forces,he said.

An Australian academic is risking an eruption of diplomatic fury by publicly criticising Indonesia’s brutal response to the Papuan independence movement, a hypersensitive topic for the governments of both countries.

Queensland historian Dr Greg Poulgrain last month told a Jakarta seminar that the Indonesian government’s approach “has long been top-heavy, bureaucratic, clumsy and self-serving.

“The military arrived in 1962 and 60 years later they’re still there in strength . . . more troops there now than ever before.

“The NGO Kontras declared that 734 Papuans were killed in 2022. That’s two-and-a-half times the number of Palestinians killed by the Israeli army last year. And from (the Highland province) Nduga there were 60,000 refugees.”

His comments were made just as the West Papua independence movement failed to get Pacific Islands’ backing at a stormy meeting of the Melanesian Spearhead Group (MSG) in Vanuatu with an Indonesian delegation walk-out.

The bid was thwarted by an alleged “corrupt alliance” of member states apparently after pressure from Indonesia which is funding Vanuatu airport repairs (including the VIP lounge) worth A$1.47 million. More of this later.

A report of the Jakarta seminar, organised by the government research agency Baden Riset dan Inovasi Nasional (BRIN), was published in Indonesia’s leading newspaper Kompas. It ran to 830 words but never mentioned Dr Poulgrain or his comments, although he was the invited international guest speaker.

Australian government stays hush
An estimated 500,000 indigenous Papuans are alleged to have died in the past 50 years through Indonesian military action. But the Australian government stays hush.

Before she became Foreign Minister, Senator Penny Wong, wrote that Labor was distressed by “human rights violations” in West Papua. However, there is a “don’t touch” clause in a two-nation pact signed 17 years ago “to address security challenges”.

The Lombok Treaty binds Australia and Indonesia to mutually respect the “sovereignty, territorial integrity, national unity and political independence of each other”.

New England University academics Dr Xiang Gao and Professor Guy Charlton claim “non-interference” limits Australian responses “despite the domestic sympathy much of the Australian public has given to the West Papuan population”.

They quote a 2019 website post from Wong saying the treaty “remains the bedrock of security cooperation” between Australia and Indonesia.

Dr Poulgrain told his Jakarta audience that the military’s presence in Papua “has led to amazing problems.

“In the first 40 years, the Papuan death toll was horrendous. In 1983 the London-based Anti-Slavery Society sent me to check a report that Papuan under-fives in the Asmat district (South Papua) were dying like flies — six out of ten were dying. The report was correct.

Hardly any benefit at all
“We’re dealing with a people about whom very little effort to understand has been made. It has been claimed that the indigenous inhabitants of Papua should be grateful that so much money is spent . . . but the benefit they receive (as a percentage of the intended amount) is hardly any benefit at all.”

The Indonesian government says it has allocated more than Rp 1,036 trillion (A$106 million) in the past eight years for development (mainly roads) in a bid to appease self-government demands. That’s a tiny sum against the income.

The Grasberg mine in Central Papua has “proven and probable reserves of 15.1 million ounces of gold”. If correct that makes it the world’s biggest gold deposit.

It is run by PT Freeport Indonesia, a joint venture between the Indonesian government and the US company Freeport-McMoRan.

Dr Poulgrain claims gross revenue from the mine last year was about A$13 billion:

“We can be sure that the immense wealth of gold was a crucial influence on the sovereignty dispute in the 1950s and still influences the politics of Papua and Indonesia today.”

Despite the riches, Papua is reportedly one of the least developed regions in Indonesia, with poverty and inequality levels up to three times above the national average of 9.5 percent, as calculated by the Asian Development Bank.

In 1962 control of the Western half of the island of New Guinea, formerly part of the Dutch East Indies, was temporarily run by the UN. In 1969 it was ceded to Indonesia after a referendum when 1025 “leaders” hand-picked by the Indonesian military voted unanimously to join Jakarta.

‘Act of No Choice’
It was labelled an Act of Free Choice; cynics called it an “Act Free of Choice”, of “Act of No Choice”.

Historian Dr Emma Kluge wrote: “West Papuans were denied independence also because the UN system failed to heed their calls and instead placed appeasing Indonesia above its commitment to decolonisation and human rights.”

Pro-independence groups have since been fighting with words at the UN and at first with spears and arrows in the Highland jungles. Some now carry captured modern weapons and have been ambushing and killing Indonesian soldiers and road workers, and suffering casualties.

In February the West Papua National Liberation Army (TPNPB), the armed section of the umbrella Organisasi Papua Merdeka (OPM, Papua Freedom Organisation), kidnapped NZ pilot Philip Mehrtens and demanded independence talks for his release.

After searching for six months the Indonesian military (TNI) has so far failed to free the Kiwi.

The OPM started gaining traction in the 1970s. Indonesia has designated it a “terrorist group” giving the armed forces greater arrest and interrogation powers.

Amnesty International claimed this showed Indonesia’s “lack of willingness to engage with the real roots of the ongoing conflict”, although it failed to pick apart the “roots” or offer practical solutions.

Journalists are banned
Communications in the mountains are tough and not just because of the terrain. Cellphone signals could lead to discovery. Journalists are banned. Requests for entry by this correspondent were given verbal OKs but are now ignored.

The only news comes from Christian pastors smuggling out notes, and statements from different West Papua freedom movement factions like the United Liberation Movement for West Papua (ULMWP).

This is chaired by Benny Wenda who lives in exile in the UK. In 2003, he was granted political asylum by the British government after fleeing Indonesia while on trial for leading an independence procession.

He has not backed the kidnapping of Mehrtens. The pro-independence movement’s failure to speak with one voice exposes their weakness.

Earlier this year, Wenda was in Fiji where Prime Minister Sitiveni Rabuka pledged support and more recently Vanuatu has been seeking support for Papua independence through the Melanesian Spearhead Group formed in 1998.

The lobbying is angering Jakarta, a major donor to the region. Papuans identify as Melanesians and are mainly Christian. The Indonesian delegation walked out in Port Vila when Wenda got up to speak.

Indonesia’s deputy Foreign Minister Pahala Mansury was quoted as saying: “Indonesia cannot accept that someone who should be responsible for acts of armed violence in Papua, including kidnappings, is given the opportunity to speak at this honourable forum.”

‘The world is watching’ – it’s a test for Melanesian leaders over West Papua, says Wenda

Could not reach consensus
The ABC reported that the leaders could not reach a consensus, but Wenda told Radio NZ he was confident the ULMWP would eventually get full membership: “The whole world is watching and this is a test for the leadership to see whether they’ll save West Papua”.

PNG’s National Capital District Governor Powes Parkop told Asia Pacific Report: “I am totally disappointed in the failure of the MSG leaders to seize the opportunity to redefine the future of West Papua and our region.

“Fear of Indonesia and proactive lobbying by Indonesia again has been allowed to dominate Melanesia to the detriment of our people of West Papua.”

Curiously Indonesia is an associate member of the MSG though the republic is dominated and led by Javanese. Around two million (0.7 percent) Papuans are Indonesian citizens.

Dr David Robie, NZ-based publisher of Asia Pacific Report, responded: “The MSG has thrown away a golden chance for achieving a historical step towards justice and peace in West Papua by lacking the courage to accept the main Papuan self-determination advocacy movement as full members.

‘Terrible betrayal’
“Many see this as a terrible betrayal of West Papuan aspirations and an undermining of Melanesian credibility and solidarity as well as an ongoing threat to the region’s security and human rights.”

Wenda is not the only emigre: Prize-winning Indonesian human rights lawyer Veronica Koman is wanted by the Indonesian police for allegedly speaking out on violence in Papua.

Like Wenda, she says she does not support hostage-taking.

Koman lives in Australia, works with Amnesty International and says she gets death threats. Her parents’ house in Jakarta has reportedly been stoned.

Just like The Hague’s handling of Indonesian anti-colonialists in the 1945-49 Revolutionary War, Jakarta’s policy has been force. Protesters are dehumanised, tagged as “criminals” or “terrorists”, however mild their involvement, an ancient tactic in warfare making it legally easier to shoot than arrest.

The pro-independence cause gets little sympathy from Indonesians in other provinces. Papuan students in Java have been attacked and suffered racial abuse. Anyone caught flying the Morning Star flag of independence risks 15 years in jail.

Vice-President Ma’ruf Amin has urged the military to “get tough”. At a Jakarta ceremony in June, former President Megawati Soekarnoputri was quoted as saying: ‘”If I were still a commander, I would deploy the number of battalions there. That’s cool, right?”

Battalions will not solve the problem
No, said Dr Poulgrain: “The history of the Papuan people that has become the norm is not correct. This is still a problem today. It’s our perception that’s the problem. Adding battalions will not solve the problem today.”

Dr Poulgrain is a specialist in Indonesian history and an adjunct fellow at the University of the Sunshine Coast and Malang State University in East Java. His interest in Papua goes back to his student years as a backpacker exploring the archipelago.

Dr Poulgrain said his involvement in the debate was as an independent historian seeking a peaceful settlement. After speaking in Jakarta he flew to Jayapura to address a seminar at the Papua International University.

In 1999, when Megawati was vice-president (she is now the chair of BRIN), he was invited to a meeting on Papua with 10 of her advisors:

“They said to me, quite frankly, Papua was a problem they did not know how to solve. I suggested vocational training schools. We started — but the whole educational project stopped when the East Timor referendum established independence. Times haven’t changed.”

In 2018, activists delivered a petition to the UN with 1.8 million signatures demanding an independence referendum. That has gone nowhere. Instead, Jakarta has split West Papua into six provinces supposedly to give locals more say, but to no real effect.

Bolder stance unlikely
An analysis by the Washington-based Centre for Strategic and International Studies concludes:

“As the US and Australia continue to support Indonesia’s sovereignty and territorial integrity in Papua, both administrations are unlikely to take bolder stances.

“International action in the situation is likely to remain limited to the Pacific Islands . . .  Separatist violence, having shown its resiliency to Indonesia’s attempts to control the region, is thus likely to continue.’

Prime Minister Chris Hipkins has called again for the immediate release of New Zealand pilot Phillip Mehrtens, who has now been held hostage by pro-independence fighters in West Papua for six months.

Speaking in Auckland, Hipkins said Mehrtens — a pilot for the Indonesian airline Susi Air which provide air links to remote communities in Papua — was a much-loved husband, brother, father and son.

He said Mehrtens’ safety was the top priority and the six-month milestone would be a difficult time for the family.

“We will continue to do all we can to bring Phillip home,” he said.

“I want to urge once again those who are holding Phillip to release him immediately. There is absolutely no justification for taking hostages. The longer Phillip is held the more risk there is to his wellbeing and the harder this becomes for him and for his family.

“The Ministry of Foreign Affairs is leading our interagency response and I’ve been kept closely informed of developments over the last six months.”

Hipkins said consular efforts included working closely with the Indonesian authorities and deploying New Zealand consular staff.

The family was being supported by the ministry both in New Zealand and Indonesia, he said.

“I acknowledge this is an incredibly challenging time for them but they’ve continued to ask for their privacy and I thank people for respecting that.”

Police report ‘good health’
Indonesian police say the NZ pilot taken hostage by the pro-independence fighters on February 7 is in good health and negotiations for his safe release are ongoing.

Jubi reported from Jayapura that Papua police chief Inspector General Mathius Fakhiri said on Monday that Mehrtens remained in good health, but he did not expand on how he obtained that information.

General Fakhiri said the security forces were actively closing in on the West Papua National Liberation Army (TPNPB) faction led by Egianus Kogoya and were engaged in negotiations to secure the prompt release of the pilot.

“We are currently awaiting further developments as we work to restrict the movement of Egianus Kogoya’s group. The pilot’s overall condition is healthy,” General Fakhiri said.

Tempo reported General Fakhiri as saying the local government was allowing community and church leaders and family members to take the lead on negotiating with Kogoya, the rebel leader holding Mehrtens.

“Our primary concern is the safe rescue of Captain Phillip. This is why we are prioritising all available resources to aid the security forces in negotiations, ultimately leading to the pilot’s safe return without exacerbating the situation,” General Fakhiri said.

Indonesia’s former National Human Rights Commission (Komnas HAM) chairperson Ahmad Taufan Damanik says it is difficult to expect Komnas HAM to play a role in freeing the New Zealand pilot Philip Mehrtens held hostage in West Papua.

According to Damanik, who was chair 2017-2022, this is because the current Komnas HAM leadership has taken a position tending to follow the government line and “doesn’t have the courage” to resolve humanitarian problems in Papua.

Damanik cites as an example the “humanitarian pause” agreement that was unilaterally cancelled by Komnas HAM, which triggered an escalation of violence in Papua, including the seizing of the Susi Air pilot by rebels demanding Papuan independence.

The humanitarian pause in Papua was an agreement reached by the Komnas HAM leadership for the 2017-2022 period to temporarily halt armed contact between the conflicting groups in Papua.

“Since they unilaterally cancelled the humanitarian pause without any good reason, as well as the lack of communication between parties, especially with our Papuan friends, it is difficult to expect them to play a role in Papua,” Damanik said in a text message on Friday.

“The one-side cancellation caused anger among those who were pushing for a humanitarian pause in Papua.

“With such a position, it is difficult to expect a strategic role for Komnas HAM. Their position tends to just follow what is being done by the government,” he added.

Communications deadlock
Yet, according to Damanik, by maintaining the independence of its authority, the Komnas HAM could break the communication deadlock between the demands of the hostage takers, — the West Papua National Liberation Army armed wing of the Free Papua Organization (TPNPB–OPM) — and the government.

“Including the [Philip Mehrtens] hostage negotiations, the Egianus group asked for the involvement of the Papua representative [office] head’s help. My hope is that the Komnas HAM national is welcomed in Papua, so it is better to provide full support to the Komnas HAM Papua representative office,” Damanik added.

Damanik also hopes that Komnas HAM, which is now headed up by Atnike Nova Sigiro, could be critical of central government policies that are wrong.

“Communicating criticism like this is what we used to do [when I served at Komnas HAM] and there is no need to worry about tension in the relationship [with the government]. That’s normal in relationships between institutions,” said Damanik.

Earlier, Sigiro said that the commission had entrusted all matters related to dealing with the New Zealand pilot’s hostage case to the government, saying they hoped that the case could be resolved peacefully.

Authority ‘with government’
“Authority for dealing with the hostage case is in the government’s hands,” said Sigiro earlier this month.

Mehrtens was taken hostage by the TPNPB on February 7 when his plane was set on fire after landing at the Paro airstrip in Nduga regency, Papua Highlands.

At the time, the plane was transporting five indigenous Papuan passengers. Mehrtens and the five passengers reportedly fled in different directions.

The five Papuans returned to their respective homes while Mehrtens was taken hostage by the pro-independence militants.

New Zealand’s Ministry of Foreign Affairs and Trade has said: “We’re doing everything we can to secure a peaceful resolution and Mr Mehrtens’ safe release, including working closely with the Indonesian authorities and deploying New Zealand consular staff.”

Meanwhile, the Indonesian military (TNI) has continued its military operation to hunt down the TPNPB — including by bombing from aircraft, according to Mehrtens in one of several “proof of life” videos released by the TPNPB.

Early negotiations
From late February, I was authorised by the TPNPB to act as an intermediary with the New Zealand government. This was based on having previously worked with pro-independence West Papuan groups and was confirmed in a video from the TPNPB to the New Zealand government.

In this capacity, I communicated regularly with a New Zealand Police hostage negotiator, including when the TPNPB changed its demands.

The TPNPB had initially said it would kill Mehrtens unless Indonesia recognised West Papua’s independence. But, after agreeing to negotiate, the TPNPB said it would save Mehrtens’ life while seeking to extract concessions from the New Zealand government.

Its current position is that New Zealand stop its citizens from working in or travelling to West Papua, and also cease military support for Indonesia.

In late May, however, frustrated by the lack of response, the TPNPB again said it would kill Mehrtens if talks were not forthcoming.

My involvement with the New Zealand government ended when I was told the government had decided to use another channel of communication with the group. As events have unfolded, my understanding is that the TPNPB did not accept this change of communication channels.

Latest in a long struggle
The TPNPB is led by Egianus Kogeya, son of Daniel Yudas Kogeya, who was killed by Indonesian soldiers in an operation to rescue hostages taken in 1996. The TPNPB is one of a small number of armed pro-independence groups in West Papua, each aligned with a faction of the Free West Papua movement.

The West Papua independence movement grew out of Dutch plans to give West Papua independence. Indonesia argued that Indonesia should be the successor to the Dutch East Indies in its entirety, and in 1963 assumed administration of West Papua with US backing. It formally incorporated West Papua in 1969, after 1035 village leaders were forced at gunpoint to vote for inclusion in Indonesia.

As a result of Indonesians moving to this “frontier”, more than 40 percent of West Papua’s population is now non-Melanesian. West Papuans, meanwhile, are second-class citizens in their own land.

Despite the territory having Indonesia’s richest economic output, West Papuans have among the worst infant mortality, average life expectancy, nutrition, literacy and income in Indonesia.

Critically, freedom of speech is also limited, human rights violations continue unabated, and the political process is riven by corruption, vote buying and violence. As a consequence, West Papua’s independence movement continues.

There have been a number of mostly small military actions and kidnappings highlighting West Papua’s claim for independence.

“Flag-raising” ceremonies and street protests have been used to encourage a sense of unity around the independence struggle.

These have resulted in attacks by the Indonesian military (TNI) and police, leading to killings, disappearances, torture and imprisonment. Human rights advocates suggest hundreds of thousands have died as a result of West Papua’s incorporation into Indonesia.

Illustrating the escalating conflict, in 2018 the TPNPB kidnapped and killed more than 20 Indonesian workers building a road through the Nduga regency. It has also killed a number of Indonesian soldiers, including some of those hunting for Mehrtens.

Negotiations stalled
TPNPB spokesperson Sebby Sambom has said foreigners were legitimate targets because their governments support Indonesia. Despite Kogeya’s initial claim that Mehrtens would be killed if demands were not met, Sambom and TPNPB diplomatic officer Akouboo Amadus Douw had responded positively to the idea of negotiation for his release.

Since talks broke down, however, the TPNPB has said there would be no further proof-of-life videos of Mehrtens. With the TPNPB’s late May statement that Mehrtens would be killed if New Zealand did not negotiate, his kidnapping seems to have reached a stalemate.

The TPNPB has told me it is concerned that New Zealand may be prioritising its relationship with Indonesia over Mehrtens and has been stalling while the TNI resolves the situation militarily.

At this stage, however, Mehrtens can still be safely released. But it will likely require the New Zealand government to make some concessions in response to the TPNPB’s demands.

Meanwhile, the drivers of the conflict remain. Indonesia continues to use military force to try to crush what is essentially a political problem.

And, while the TPNPB and other pro-independence groups still hope to remove Indonesia from West Papua, they feel they have run out of options other than to fight and to take hostages.

The West Papuan Council of Churches says New Zealand hostage pilot Phillip Mehrtens’ life is in danger if negotiations do not take place with the West Papua Liberation Army (TPNPB).

The council is calling on Indonesian President Joko “Jokowi” Widodo to cease military operations in West Papua and seek dialogue with TPNPB.

Chief moderator Reverend Benny Giay said they are sending a letter to President Widodo.

Since the kidnapping of 37-year-old pilot Phillip Mehrtens on February 7 by TPNPB local commander Egianus Kogoya, violence has escalated between the Indonesian Army and the guerrilla TPNPB, with both sides reporting military and civilian casualties as a result.

“Egianus Kogoya could shoot the pilot,” Reverend Giay said.

“In order to stop that, the Indonesian government has to take a peaceful approach,” he said.

“We are asking the Indonesian president to withdraw the military and to allow the church to go in and to dialogue with the TPNPB for the release of the pilot.”

Peaceful talk plan ‘ignored’
“We know that the TPNPB leader has proposed a kind of peaceful talk, but the government has not responded, and we are asking this through our letter, the TPNPB have proposed a peaceful talk…so why can’t you [President Widodo] take it?” Rev Giay said.

But Indonesian authorities say they are pursuing a “peaceful dialogue” to the crisis.

Commander of the Indonesian National Armed Forces Admiral Yudo Margono told local reporters in Sulawesi last week that they were being cautious.

Indonesia news agency Detikcom reported Admiral Margono saying on June 7: “We still prioritise [negotiations] carried out by religious leaders, community leaders and PJ regents there,” he said.

“If we prioritise operations with the military, of course, there will be many negative impacts on public safety,” he added.

It was a message repeated late last month by Papua Police chief Mathius Fakhiri.

“I talked to various parties about this negotiation process including the Church, which includes the Church Council and the Bishop who will do as much as possible to negotiate with the Egianus Kogoya group to be able to release the pilot,” Fakhiri told Detikcom on May 25.

“I opened myself to all parties, from the beginning, namely the Nduga government in collaboration with the Chief of Police and then there were also parties from Komnas HAM who offered themselves and we accepted,” Fakhiri added.

Church leader claims Indonesia ‘not taking us seriously’
However, Reverend Giay said the church could not mediate a dialogue unless the Indonesia military ceased its operations.

“The Papuan police chief has agreed that church [negotiators] should go in and talk with Egianus . . . but that means the military has to be withdrawn from the area [and] that has not been done yet,” Reverend Giay said.

“As of now, I cannot guarantee anything about church involvement because as of now the government is not taking us seriously,” he claimed.

Both Indonesia’s military and TPNPB have confirmed shootouts in the Nduga Regency of the remote highlands of Papua.

Indonesian authorities have confirmed the deaths of four Indonesian soldiers as a result of the fighting.

Reuters reported two weeks ago that the TPNPB released a video of Merhtens saying he would be shot in two months if the group’s demands were not met.

“If they [Indonesia] do not allow the church to go in and mediate, we will conclude that they are involved in the possible death of the pilot,” Reverend Giay said.

“From our discussions here, we think the conditions of the pilot may be worsening.

“We want to see the pilot . . . for Egianus to show us that he is okay…that is our first priority.”

Mehrtens’ welfare ‘top priority’ for MFAT
According to New Zealand’s Ministry for Foreign Affairs, everything is being done to try and seek Mehrtens’ release, but the details of this have been limited.

The TPNPB maintains that New Zealand has not approached them for negotiation.

“The welfare of the New Zealander at the heart of this situation is our top priority,” MFAT told RNZ Pacific in a statement in March.

“We are doing everything we can to secure a peaceful resolution and the safe release of the hostage, including working closely with the Indonesian authorities and deploying New Zealand consular staff.”

Reverend Giay said Wellington needed to pressure Jakarta into ceasing its military operations.

“New Zealand government and the international community has to pressure the Indonesia government and military to seek a peaceful dialogue.”

“That is only possible if the Indonesian military withdraw,” he added.

There were ten stories in a Google Alert media feed last week for “Indonesia-Australia”.

One covered illegal fishing in the Indo-Pacific claiming economic losses of more than US$6 billion a year — important indeed.

Another was an update on the plight of New Zealand pilot Philip Mehrtens, held hostage since February 7 by the Tentara Pembebasan Nasional Papua Barat (TPNPB-West Papua National Liberation Army).

This is the armed wing of the Organisasi Papua Merdeka, (OPM Free Papua Organisation) that has been pushing its cause since the 1970s.

A major story by any measure. The Indonesian military’s inability to find and safely secure the New Zealander has the potential to cause serious diplomatic rifts and great harm to all parties.

There have been unverified reports of bombs dropped from helicopters on jungle camps where the pilot may have been held with uninvolved civilians.

The other eight stories were about Queenslander Bodhi Mani Risby-Jones who had been arrested in April for allegedly going on a nude drunken rampage and bashing a local in Indonesian Aceh.

Stupidities commonplace
Had the 23-year-old surfer been a fool in his home country the yarn would have been a yawn. Such stupidities are commonplace.

But because he chose to be a slob in the strictly Muslim province of Aceh and facing  up to five years jail plus a public flogging, his plight opened the issue of cultural differences and tourist arrogance.  Small news, but legitimate.

He has now reportedly done a $25,000 deal to buy his way out of charges and pay restitution to his victim. This shows a flexible social and legal system displaying tolerance — which is how Christians are supposed to behave.

All noteworthy, easy to grasp. But more important than the threatened execution of an innocent victim of circumstances caught in a complex dispute that needs detailed explanations to understand?

Mehrtens landed a commercial company’s plane as part of his job for Susi Air flying people and goods into isolated airstrips when he was grabbed by armed men desperate to get Jakarta to pay attention to their grievances.

Ironically, Aceh where Risby-Jones got himself into strife, had also fought for independence and won. Like West Papua, it’s resource-rich so essential for the central government’s economy.

A vicious on-off war between the Gerakan Aceh Merdeka, (GAM-Free Aceh Movement) and the Indonesian military started in 1976 and reportedly took up to 30,000 lives across the following three decades.

Tsunami revived peace talks
It only ended when the 2004 Boxing Day tsunami killed 160,000  people and  former general Susilo Bambang Yudhoyono was elected president and  revived peace talks. Other countries became involved, including the European Union and Finland where the Helsinki Agreement was signed.

Both sides bowed to a compromise. GAM leaders abandoned their demands for independence, settling for “self-government” within the Indonesian state, while soldiers were withdrawn. The bombings have stopped but at the cost of personal freedoms and angering human rights advocates.

Freed from Jakarta’s control, the province passed strict Shariah laws. These include public floggings for homosexual acts, drinking booze and being close to an opposite sex person who is not a relative. Morality Police patrols prowl shady spots, alert to any signs of affection.

Australian academic and former journalist Dr Damien Kingsbury was also instrumental in getting GAM and Jakarta to talk. He was involved with the West Papua standoff earlier this year but New Zealand is now using its own to negotiate.

Dr Kingsbury told the ABC the situation in West Papua is at a stalemate with neither Wellington nor Jakarta willing to make concessions. The Indonesian electorate has no truck for “separatists” so wants a bang-bang fix. NZ urges a softly-slowly approach.

A TPNPB spokesperson told the BBC: “The Indonesian government has to be bold and sit with us at a negotiation table and not [deploy] military and police to search for the pilot.”

The 2005 Aceh resolution means the Papua fighters have a strong model of what is possible when other countries intervene. So far it seems none have dared, fearing the wrath of nationalists who believe Western states, and particularly Australia, are trying to “Balkanise”  the “unitary state” and plunder its riches.

Theory given energy
This theory was given energy when Australia supported the 1999 East Timor referendum which led to the province splitting from Indonesia and becoming a separate nation.

Should Australia try to act as a go-between in the Papua conflict, we would be dragged into the upcoming Presidential election campaign with outraged candidates thumping lecterns claiming outside interference. That is something no one wants but sitting on hands won’t help Mehrtens.

In the meantime, Risby-Jones, whose boorish behaviour has confirmed Indonesian prejudices about Australian oafs, is expected to be deported.

Mehrtens will only get to tell his tale if the Indonesian government shows the forbearance displayed by the family of Edi Ron.  The Aceh fisherman needed 50 stitches and copped broken bones and an infected foot from his Aussie encounter, but he still shook hands.

After weeks in a cell the surfer has shown contrition and apologised. Australian ‘”proceedings of crime” laws should prevent him earning from his ordeal.

If the Kiwi pilot does get out alive, he deserves the media attention lavished on the Australian. This might shift international interest from a zonked twit to the issue of West Papua’s independence and remind diplomats that if Jakarta could bend in the far west of the archipelago,  why not in the far east?

Lest Indonesians forget:  Around 100,000 revolutionaries died during the four-year war against the returning colonial Dutch after Soekarno proclaimed independence in 1975. The Dutch only retreated after external pressure from the US and Australia.

Free Papua Organisation (OPM) leader Jeffrey Bomanak has appealed for Papua New Guinea Prime Minister James Marape to become a “neutral intermediary” to negotiate between the Indonesian government and the West Papuan rebels holding a New Zealand pilot hostage for his release.

He has called in a statement today for the safe transfer of 37-year-old Philip Mehrtens, a flight captain working for Indonesia’s Susi Air who was seized at a remote airstrip in the central highlands on February 7, to a “secure location in Papua New Guinea”.

If Prime Minister Marape could not “come to the assistance of Captain Mehrtens”, Bomanak requested another PNG politician instead “because we are both Melanesian people”.

“We would be very comfortable with [MPs] Belden Namah, Lhuter Wengge, Gary Juffa, or Powes Parkop. We trust them.”

In February, the PNG government successfully resolved a hostage crisis by negotiating freedom for three captives, including a NZ professor living in Australia.

This was one of three points cited in the OPM statement needed to “end the hostage crisis peacefully”.

“However, more miracles will be required for Indonesia to cease the genocide of my people, the destruction of our land and homes, and the plunder of our spectacular natural resources,” Bomanak added.

Two other conditions
The other two OPM conditions for a peaceful resolution are:

• The Indonesian government must “open up” and talk to the OPM as the official political body of the West Papua National Liberation Army (TPNPB); and
• Cease air and ground bombing and combat operations, and withdraw all Indonesian defence and security forces from all conflict areas.

Clarifying a TPNPB video released yesterday that purported to show Mehrtens saying that if negotiations on independence for West Papua did not start within two months he was at risk of being shot by the rebels seeking independence for the Melanesian region, Bomanak blamed the Indonesian authorities over the impasse.

“If the Indonesian government continues to carry out military operations and the New Zealand government does not take persuasive steps, the OPM will not be held responsible when something happens to the life of Captain pilot Philip Mehrtens as a result of the ongoing air and ground combat operations by Indonesia’s defence forces.”

Bomanak called on the Jakarta government to have compassion, adding: “Unfortunately, when there are six decades of Indonesia’s crimes against my people, to think Jakarta can act in any way compassionate is almost [an] impossible expectation. It would be a miracle!”

The OPM fighters have been struggling in a low-level insurgency for independence from Indonesia since 1969.

However, the struggle has gained a new intensity in the past five years with more sophisticated weapons and strategies. This has coincided with mounting peaceful civil resistance to Indonesian rule.

An Australian author-poet and advocate for West Papuan independence has condemned a reported threat against the life of a New Zealand hostage pilot, Philip Mehrtens, held by Papuan liberation fighters and appealed to them to “keep Philip safe”.

Jim Aubrey, a human rights activist who has campaigned globally on freedom struggles in East Timor, West Papua and Tibet, declared such a threat was “not in his name”.

In a statement in English and Bahasa today, Aubrey said he would never support a “senseless and stupid act”  such as killing pilot Mehrtens, who has been held captive in the remote Papuan highlands for more than three months since February 7.

“Any acts of braggadocio and careless support by any West Papuan group and/or solidarity members of this current threat, in thinking that international governments are going to suddenly act with governance of care and respect are baseless and profoundly naive,” he said.

“The list of criminal accessories to Indonesia’s six decades of crimes against humanity is very long . . . long enough for anyone to know that they do not care.”

Aubrey said he believed that a third party, “such as an appropriate minister from Papua New Guinea who has previous and ongoing affiliation with OPM, should act as the intermediary on the ground to resolve the crisis”.

He called for immediate withdrawal of the more than 21,000 Indonesian security forces  from the Melanesian region that shares an 820 km-long land border with Papua New Guinea.

“Included in this approach is the immediate cessation of all Indonesian air and ground combat operations and the immediate exit of Indonesian defence and security forces from all conflict regions in West Papua,” he said.

Other West Papuan activists and advocates have also criticised the reported threat.

According to Reuters news agency and reports carried by the ABC in Australia and RNZ today, the West Papuan rebels had threatened to shoot 37-year-old Mehrtens if countries did not comply with their demand to start independence talks within two months.

Citing a new video released yesterday by the West Papua National Liberation Army-OPM (TPNPB-OPM) yesterday, the news reports said the fighters, who want to free Papua from Indonesian rule, kidnapped Mehrtens after he landed a commercial plane in the mountainous area of Nduga. The guerillas set the aircraft ablaze.

In the new video, a Mehrtens holds the banned Morning Star flag, a symbol of West Papuan independence, and is surrounded by Papuan fighters brandishing what one analyst said were assault rifles manufactured in Indonesia.

Mehrtens is seen talking to the camera, saying the pro-independence rebels want countries other than Indonesia to engage in dialogue on Papuan independence.

“If it does not happen within two months then they say they will shoot me,” Mehrtens said in the video, which was shared by West Papuan rebel spokesperson Sebby Sambom.

The video was verified by Deka Anwar, an analyst at the Jakarta-based Institute for Policy Analysis of Conflict (IPAC), according to the news agency reports.

A spokesperson for New Zealand’s Ministry of Foreign Affairs said in an e-mail to Reuters today that they were aware of the photos and videos circulating.

“We’re doing everything we can to secure a peaceful resolution and Mr Mehrtens’ safe release,” the spokesperson added.

Indonesia’s military spokesperson Julius Widjojono said today that the military would continue to carry out “measureable actions” in accordance with standard operating procedure.

The Indonesian Foreign Ministry did not respond to requests for comment.

Prioritising ‘peaceful negotiations’
Indonesian authorities have previously said they were prioritising peaceful negotiations to secure the release of the Susi Air pilot, but have struggled to access the isolated and rugged highland terrain.

A low-level but increasingly deadly battle for independence has been waged in the resource-rich Papua region — now split into five provinces — ever since it was controversially brought under Indonesian control in a vote overseen by the United Nations in 1969.

The conflict has escalated significantly since 2018, with pro-independence fighters mounting deadlier and more frequent attacks, largely because they have managed to procure more sophisticated weapons.

Rumianus Wandikbo of the TPNPB — the armed wing of the Free Papua Movement — called on countries such as New Zealand, Australia and Western nations to kickstart talks with Indonesia and the pro-independence fighters, reports Reuters.

“We do not ask for money…We really demand our rights for sovereignty,” he said in a separate video.

Free Papua Organisation (OPM) leader Jeffrey Bomanak has appealed to US President Joe Biden for a “proactive role” in ending Indonesia’s “unlawful military occupation and annexation” of West Papua.

He claims this illegal occupation led to the subsequent US “foreign policy failure” in protecting six decades of crimes against humanity.

Bomanak made this appeal in an open letter to the President — a harrowing 22-page document citing a litany of alleged human rights violations against Papuan men, women and children by Indonesian security forces — days before Biden’s arrival in the Papua New Guinea capital Port Moresby next week for a vital summit with Pacific leaders.

“Six decades of callous betrayal and abandonment – my people enslaved, imprisoned, assaulted, tortured, raped, murdered, massacred, poisoned, impoverished, and starved and forcefully relocated; villages bombed . . . every day of every week,” wrote Bomanak in the letter dated May 17.

He said that when West Papua was part of the Dutch colonial empire for 500 years, “we were never abused and mistreated . . . we were never subjected to crimes against humanity”.

However, under Indonesia’s colonial empire, “we have lived in a slaughterhouse with hundreds of thousands of victims — men, women, and children.

‘Gateway to hell’
“The New York Agreement, written and sponsored by your government on 15 August 1962 without any inclusion or representation of a single West Papuan, paved the road for this slaughterhouse.

“My people call this agreement ‘The Gateway to Hell’.”

Bomanak accused the US, along with Australia and New Zealand – “our Second World War allies” – of having treated the West Papuan people as “collateral damage” for “geopolitical convenience” when dealing with Jakarta.

“Unfortunately, these democratic Christian governments who we supported during the life-and-death cataclysm of the Second World War, abandoned both their duty to support international decolonisation laws and their duty of care to stop Indonesia’s barbarism against indigenous West Papuans — the rightful landowners of our ancestral lands,” he said.

Bomanak’s open letter cited horrendous case after case with gruesome photographic documentation.

“I would like to introduce you to some of these crimes against humanity and some of our victims,” he began.

“I have restricted the prima facie photographic evidence to not visually include the worst of the worst. Although, how this can be defined is a subjective detail beyond my assessment – they are all my suffering grandmothers and grandfathers, mothers and fathers, sisters and brothers, sons and daughters.

“Every crime is personal. Every victim is family.

Mutilation and dismemberment
“Dismemberment is one of Indonesia’s defence and security forces specialties to instill terror and fear into village populations,” Bomanak said.

“This practice has been used from the beginning of the Indonesian military occupation and is still being used.”

Bomanak provided documentation of a 35-year-old woman, Tarina Murib, who was allegedly beheaded by Indonesian security forces on 4 March 2023. – International Mother’s Day.

“Murdered and mutilated by the Indonesian military in Puncak Regency; villages and churches have been emptied as thousands more soldiers have been deployed in the area.”

Bomanak also cited the killing and mutilation on 22 August 2022 of four Papuan civilians by Indonesian special forces — Irian Nirigi, Arnold Lokbere, Atis Tini and Kelemanus Nirigi.

“[They] were beheaded and their legs were cut off before their bodies were placed in sacks and tossed into the Pigapu river.”

He raised cases of assaults on village elders and children.

“Using terror to make us fear to stand up for our right to freedom . . . our right to defend our ancestral lands from a hostile and barbaric invader.”

Infanticide
“It is estimated that 150,000 children have been victims of Indonesian crimes against humanity. This is the equivalent of a Holocaust,” said Bomanak.

“An evil forced upon West Papua for Cold War politics and to satisfy American mining company Freeport-McMoRan’s quest to be the beneficiary of West Papua’s spectacular mineral reserves rather than the Dutch, which would have been the case if West Papua had been decolonised in accordance with international law and if the rights of West Papua’s people to freedom and nation-state sovereignty had been respected,” he said.

Bomanak cited the case of nine-year-old Kris Tabuni, who died on 18 October 2022. His death is still unexplained.

Truth ‘distortion’
Bomanak condemned politicians and diplomats who “cannot envisage Indonesia leaving West Papua”.

“It is a step that is difficult for them to take. They respond to the injustice of the invasion and military occupation of our ancestral land with hand-wringing apologies while stating that the world is an unfair place.

“This is their personal maxim for hardship and crimes against humanity, and then they join in the plunder.

The historical truth is that West Papua — the western half of the island of New Guinea — has never been a part of Indonesia.

“Various legal, political and military arguments stating otherwise are all contrary to the norms of international laws and to justice.

“The Papuan nation is not part of the Indonesian Colonial State. The process of annexation on 1 May 1963, was forced onto my people.”

NZ hostage pilot
Bomanak also wrote about the hostage crisis involving 37-year-old New Zealand pilot Philip Mehrtens who was captured by the West Papua National Liberation Army (TPNPB), the armed wing of the OPM, on February 7.

Addressing President Biden, Bomanak said: “A war of liberation has been undertaken by my people since the fraudulent 1969 referendum.

“We have issued hundreds of warnings to both Indonesians and foreigners not to be in our land.

“Unlike, Indonesia, we will care for Philip Mehrtens, the same way we care for our brothers and sisters. He is safe with us, but he is at great risk from Indonesian air and ground combat operations.

“The Indonesian defence force has already suffered significant battle fatalities. We request a peaceful solution with the aim of Indonesia leaving West Papua.

“Perhaps you can appoint Ambassador Caroline Kennedy [Ambassador to Australia] to this role?”

Bomanak’s letter also tracks the many West Papuan peaceful political leaders who have been the victims of extrajudicial executions in an effort to “terrorise the independence movement”. They include the following:

“Arnold Ap was assassinated in 1984. Tom Wanggai died in mysterious circumstances while in prison which we believe was another extrajudicial execution in1989.

“Tribal leader Theys Hiyo Eluay was assassinated in November 2001. Filep Karma also died in mysterious circumstances which we believe was another extrajudicial execution in November 2022 at the same beach where Arnold Ap was executed.”

“President Biden, I could have easily filled 10,000 more pages with victims of this miscarriage of international justice, but I understand your time is limited with important matters of state and of international affairs.

“Sir, there is no honour in helping Indonesia maintain their lie, their deception, their treachery, and the six decades of crimes against humanity that many academics call ‘West Papua’s slow genocide’.

“The fraudulent annexation of my country is as much a story of dishonourable and deceitful Western governance.”

Concluding the open letter, Bomanak told President Biden that if Ukraine could have an investigation for crimes against humanity, then “after six decades of Indonesia’s crimes against humanity, West Papuans are entitled to justice through the very same measures of accountability and due process.”

The OPM has waged an armed resistance against the Indonesian military since 1969. The West Papuans argue that they should regain independence on the grounds that, unlike Muslim-majority Indonesia, they are predominantly Christian and Melanesian from the Pacific. Pro-independence views among Papuans are also motivated by Indonesia’s repressive rule in the Melanesian provinces.

A New Zealand advocacy group has appealed to the government to heed the call of West Papuan church leaders for Indonesia to withdraw security forces and impose a “humanitarian pause” while negotiating for the release of captive pilot Philip Merhtens.

Mehrtens, a 37-year-old New Zealander working for the Indonesian local airline Susi Air, has been held hostage since February 7 when West Papuan National Liberation Army (TPNPB) rebels captured him and set his aircraft ablaze.

West Papua Action Aotearoa (WPAA) wrote an open letter at the weekend to Prime Minister Chris Hipkins and Foreign Minister Nanaia Mahuta asking the government to support the churches’ appeal.

The group has also asked the government to call on Jakarta to allow the UN High Commissioner for Human Rights to visit West Papua given the gravity of the current crisis with mounting human rights violations.

They want an independent third party to be involved in the talks with the TPNPB to “achieve a peaceful solution to the impasse”.

The open letter, signed by WPAA’s Maire Leadbeater, Reverend Brian Turner and Catherine Delahunty, was endorsed by16 local organisations and community leaders, 10 international organisations and community leaders, and 14 individuals.

We know that you share our deep concern for the safety and wellbeing of pilot Philip Mehrtens who was abducted by the West Papua National Liberation Army (TPNPB) on 7 February 2023. In the succeeding weeks fears for Philip’s safety and that of the local community have escalated as more and more military have poured into the Nduga area. Tragically there have been several killings on both sides. Villagers have been forced to flee their homes and food gardens, risking their health in a desperate effort to escape the conflict.

We are especially worried currently because the Indonesian authorities have announced proposal to implement a “combat alert operation” in the area. There have been reports, including from Philip Mehrtens himself, of bombing in the area. This military heavy approach will only extend the cycle of violence and instil more fear and resentment toward the government.

As you know, West Papuan resistance to Indonesian rule dates from 1963 when Indonesia first took administrative control of the region. The armed resistance movement, the Free Papua Movement, or OPM, was formed as early as 1965, and their struggle has been ongoing since that time. In more recent years, peaceful forms of resistance have increased. This is a very welcome development, but unfortunately Indonesia fails to tolerate even the most peaceful forms of dissent such as vigils and prayer meetings. In the last few days peaceful pro-Papuan rights demonstrations have been broken up by police in Bali, Makassar and in Jayapura.

From what we know New Zealand has approached this difficult situation in the spirit of trying to resolve the situation peacefully and through dialogue and negotiation. We strongly support this approach. We deeply regret that Indonesia’s hard-line approach has come at a time when the TPNPB were signalling a more flexible approach to negotiation.

We commend to your attention the statement of influential Church leaders in West Papua. Catholic Bishop Yanuarius You, who is himself Papuan, has joined with his fellow Protestant Church leaders to call for a withdrawal of troops and to chart a way forward to peace. Bishop You said on 26 April:

We do not want civilian casualties, therefore, with utmost respect, we ask the President of the Republic of Indonesia to strongly order the military commander to withdraw troops from Papua. And it is necessary to take a humanitarian approach, namely through negotiations.

The Church leaders have offered their services as trusted leaders in the Papuan Community and have called on all parties to observe a “humanitarian pause” to enable successful negotiation to proceed.

As the Church leaders pointed out the withdrawal of security forces should be seen as the application of a “very noble face”, because it would promote the dignity of every human being.

We believe that there is also a need for the involvement of a neutral international agency, such as the United Nations and/or other skilled and experienced international negotiating body.

We therefore appeal to you to:

• take up the call of the Church leaders for the withdrawal of forces and a “humanitarian pause” in your ongoing negotiations with the Government of Indonesia and the TPNPB aimed at the release of New Zealand citizen Philip Mehrtens.
• Call on Indonesia to allow the UN High Commissioner for Human Rights to visit West Papua urgently because of the gravity of the present situation.
• Call on Indonesia to allow an external party to be involved in the talks with the West Papua Liberation Army (TPNPB) in order to achieve a peaceful solution to the impasse.

As part of an Indonesian-backed disinformation and troll campaign against West Papuan pro-independence advocates, a Facebook page has emerged making bitter and slanderous attacks on campaigners, Papuan exiles and media people in the Pacific region.

Among the targets for this page — dubbed “View Information”, purportedly based in the Vanuatu capital of Port Vila — are Pacific Council of Churches general secretary Reverend James Bhagwan over a “false campaign” on Papua, and Australian-based Indonesian human rights lawyer Veronica Koman who is accused of being “an imposter”.

Other targets include London-based United Liberation Movement for West Papua (ULMWP) president Benny Wenda for allegedly “masterminding the Wamena riots” in 2019, Canberra-based youth advocate and activist Ronny Kareni for “cultural mockery” and New Zealand academic and journalist David Robie.

I am accused of “continuously meeting” Benny Wenda to discuss issues relating to Papua and of “ignorance and prejudice”.

True, I did meet Benny when we hosted him at the Pacific Media Centre during his New Zealand visits in 2013 and 2017 and our team interviewed him at the time. Indeed, he was interviewed by several journalists and appeared on a number of programmes such as RNZ Pacific.

He does an extremely impressive job as a tireless and impassioned advocate for his indigenous people and independence.

One of the regular themes of the View Information page is the plight of the New Zealand pilot, Philip Mehrtens, being held hostage since February 7 by pro-independence fighters of the West Papua National Liberation Army (TPNPB-OPM).

Broker negotiations
Originally the fighters wanted New Zealand to broker negotiations with the Indonesian government in Jakarta, but the military and political authorities have refused to talk, endangering the life of the Susi Air pilot.

“Philip Mark Mehrtens is a human being and deserve[s] medical attentions [sic] as we do not know under what conditions he is living in. This sepratist [sic] are abusing his freedom and holding him against his consent and will,” says View Information.

“Isn’t this an abuse of human rights?

“[These] separatists are abusing his right to freedom from being held as a captive for unreasonable grounds. He is treated as some kind of product in a grocery store.”

About the Pacific Conference of Churches (PCC), View Information page claims: “PCC considers Papuans as [a] product or commodity in grocery stores.” That phrase again!

“PCC has become a parody conquistador for the religious groups in the Pacific and a sign of betrayal to the Papuans.

“Papuans are this cheap that the PCC has to sell them for money.

“Say no to PCC before it is too late.”

Riots ‘mastermind’
About the 2019 rioting in Wamena and across the region characterised by advocates of an independent West Papua as the “Papuan Rising” and likened to the Arab Spring: “The Papua Extremist Group (ULMWP) led by Benny Wenda is the mastermind behind the West Papua riots.

“They were designed a riot exactly one day before the UN General Assembly (24/9) began with student access campaign.”

Like most of the other claims on this FB page, there is not a single source given in any attempt to back up the hostile statements. Genuine information about the ULMWP is available here.

About the United Nations, View Information claims: “The UN has never declared there is genocide taking place in Papua or West Papua. It has addressed issues of civilians being killed by the armed separatists in Nduga Regency.”

This another lie. The UN has reported about allegations of “slow genocide” in Papua in 2014 and on other occasions, and last year UN special rapporteurs reported on the “shocking abuses against Indigenous Papuans”. There have been countless such reports and a 2018 agreement by Jakarta for the UN Commissioner for Human Rights to visit Papua to make an independent report has never materialised.

A feature of this propaganda page is the wild and sweeping statements and allegations without a shred of evidence. No information about the “publishers” or “writers” is divulged, although it claims to provide “factual, balanced, quality and fair reporting”.

Jakarta causing confusion
Jakarta’s misinformation campaign that has been causing confusion throughout the world has been stepped up in recent months.

“Indonesian intelligence has allocated considerable funds globally, especially in Oceania, to target and discredit any person or institution sharing information about the genocide in West Papua,” says Yamin Kogoya, a regular contributor and commentator for Asia Pacific Report.

“The same thing is happening inside West Papua – the spreading of fake, false information often under the names of OPM, ULMWP and other groups advocating for a free West Papua.

“The internationalisation of West Papua’s issue has been Jakarta’s primary concern, knowing how they stole it — West Papua’s sovereignty — 60 years ago.”

Church leaders across denominations in Papua have urged President Joko “Jokowi” Widodo to stop military operations and to promote a humanitarian approach with negotiations in handling the Papua conflict instead.

Attempts to free New Zealand pilot Philip Mehrtens who was taken hostage by the West Papua National Liberation Army (TNPPB) on February 7 were highlighted.

Mehrtens also pleaded for an end to military operations in a video released by his captors earlier this week, saying: “Please, there is no need, it is dangerous for me and everybody here.”

Among the clergy voicing the appeal to the President were Bishop Yanuarius You of the Jayapura Diocese, GIDI President Reverend Dorman Wandikbo, president of the West Papua Baptist Churches Fellowship Reverend Socratez Sofyan Yoman, chair of the Kingmi Synod in the Land of Papua Reverend Tilas Mom, chair of the GKI Synod in the Land of Papua Reverend Andrikus Mofu, and moderator of the Papua Council of Churches Reverend Benny Giay.

The pastors said this concern stemmed from the fear of civilian casualties following the recent upgrade of Papua military operation status to a “ground combat ready” alert by Indonesian military (TNI) commander Admiral Yudo Margono last week.

“We do not want civilian casualties, therefore, with utmost respect, we ask the President of the Republic of Indonesia to strongly order the military commander to withdraw troops from Papua,” said Bishop You on Wednesday.

“And it is necessary to take a humanitarian approach, through negotiations.”

91 extrajudicial killings
Amnesty International Indonesia noted that from 2018 to 2022 there were at least 91 cases of extrajudicial killings involving the Indonesian Military (TNI), police, prison officers, while the TPNPB had killed at least 177 civilians.

Meanwhile, the number of security forces members who were killed in the same period was 44 with 21 TPNPB dead.

Data from the Institute for Policy Analysis and Conflict Studies (IPAC) also shows that the number of violent incidents related to armed conflict in Papua from 2010 to 2021 continued to increase, exceeding 80 cases in 2021.

In these violent cases, at least 320 people were killed, with as many as 98 percent of the deaths (316 people) occurring in Papua Province.

The victims are mostly civilians (178), followed by security forces (92) and members of the armed group (50).

Research from the Center for Strategic and International Studies (CSIS) also revealed that violence in Papua is four times greater than the Indonesian national average.

This is ironic considering Papua has the highest ratios of security forces per population compared to other provinces.

Special envoy to free Susi Air pilot
The church leaders asked President Jokowi to appoint a special envoy to negotiate with the TPNPB to release pilot Mehrtens.

“President Joko Widodo should appoint a team of special envoys to negotiate with the TPNPB, such as in the settlement with the Free Aceh Movement (GAM) on August 15, 2005,” said Reverend Socratez Sofyan Yoman.

“That is an example the current government can follow.”

Another negotiation alternative, said Yoman, is through the church.

“Let the negotiation team from the church approach TPNPB leader Egianus Kogoya,” he said.

Reverend Dorman Wandikbo said that because of the armed conflict, both Indigenous Papuans and non-Papuans had lost access to basic services such as housing, health services, schools, and churches.

“Today there are more non-organic troops in Paniai, Dogiyai, Deiyai, Intan Jaya and Nduga than in 2018.

Children ‘can’t go to school’
“Children cannot go to school because schools are used by the military, as well as the community health centers, pastorate houses, and churches.

“Papuans cannot stay at their home, many have fled to the forest due to concerns for their safety,” said Wandikbo.

Reverend Benny Giay said that their demand for solving the Papua problem without weapons was in line with President Jokowi’s public statements.

He hoped that Jokowi would fulfill his commitment.

“We as church leaders have followed the political development in Papua since August 2019,” he said.

“After all, the president himself in his speech on June 15, 2021, talked about solving the Papua problem without weapons.

“Even before that, on September 30, 2019, he had spoken his intention to meet with the TPNPB,” said Reverend Giay.

Indonesian security forces have intensified operations in various conflict areas in West Papua, reports Human Rights Monitor.

According to information received by the international watchdog, security force members have raided villages and set residential houses on fire.

The raids reportedly occurred in conflict hotspots in West Papua, predominantly in the Puncak, Nduga, and Intan Jaya regencies, but also in less conflict-affected places such as the districts Elilim and Apahapsili in the Yalimo regency on 1 and 2 April 2023 – two weeks  before last weekend’s clash between Indonesian soldiers and pro-independence militia.

Indigenous Papuans, including women and children, were arrested and tortured.

Observers predicted an aggravation of the conflict weeks ago after the Indonesian military deployed more than 2000 additional personnel to West Papua throughout March 2023.

‘Ground combat ready’
Meanwhile, the Indonesian chief-of-armed forces, General Laksamana Yudo Margono, announced that the mode of operations against the West Papua National Liberation Army (TPNPB) was switched from a “soft approach” to “ground combat ready” operations after a disputed number of soldiers were killed in a firefight with TPNPB members in Nduga on 15 April 2023.

Meanwhile, the increased security force presence comes with government-driven “socialisation” programmes, where military and police members directly interact with local communities.

They participate in collective work, visit schools, and take over or accompany essential healthcare services.

For decades, many indigenous Papuans have been traumatised due to the history of violent military operations in West Papua, says Human Rights Monitor.

They fear becoming victims of arbitrary arrest, torture, killings, or enforced disappearance.

The military presence in schools, health facilities, and churches limits indigenous Papuans from accessing essential public services.

An Indonesian human rights researcher has cricitised his government’s failure to negotiate with West Papuan rebels, saying security officials should learn from the 2005 Aceh peace pact.

The Commission for Missing Persons and Victims of Violence (Kontras) research and mobilisation division head, Rozy Brilian, said the Indonesian government had always refused to hold a dialogue with Papuan pro-independence fighters.

He gave this message during a virtual public discussion titled “Failing to Address the Roots of the Conflict and the Window Dressing of a Development Illusion” last Friday — just two days before several Indonesian soldiers were believed to have been killed in a clash with West Papua National Liberation Army (TPNPB) rebels in the Papuan highlands.

The Indonesia soldiers were searching for New Zealand hostage pilot Philip Mehrtens who has been held captive since early February.

“The government always refuses to hold a dialogue with armed groups that the government refers to as KKB [armed criminal groups] even though the push for dialogue has often been encouraged by different parties,” said Brilian.

Yet, according to Brilian, the model of dialogue with an armed group has successfully been pursued by the Indonesian government in the past.

Aceh peace talks
Brilian gave the example of the Aceh peace talks conducted during the era of former president Susilo Bambang Yudhoyono (SBY).

“This dialogue then concluded in negotiations that produced a Memorandum of Understanding (Mou), or agreement, between the Indonesian government and GAM [Free Aceh Movement] in Helsinki,” said Brilian.

That pact brought peace after three decades of warfare.

According to Brilian, the current government should learn from earlier experiences of holding dialogue with armed groups.

In addition to this, said Brilian, Indonesia could also learn from the Philippines which succeeded in “taming” armed independence groups through dialogue.

“Learn from other experiences in the Southeast Asia region, dialogue between the government and pro-independence armed groups were once held by the Philippines government with the pro-independence Moro Islamic Liberation Front group,” he said.

Indonesia’s military confirms one soldier was killed and more are unaccounted for after clashes with the West Papua National Liberation Army (TPNPB-OPM) rebels holding New Zealand pilot Philip Mehrtens hostage.

The West Papuans claim at least six soldiers were killed and a number taken prisoner during the Indonesian military’s rescue operation to find the civilian pilot for Susi Air captured on February 7.

An escalation of Indonesian actions has been flagged, with West Papuans claiming there were retaliatory helicopter airstrikes.

West Papuan rebels seeking independence in the Indonesian-ruled Melanesian region claim to have killed nine soldiers after Jakarta did not respond to a request to negotiate the return of hostage New Zealand pilot Philip Mehrtens.

But the military said one soldier died during the attack on Saturday.

Indonesian military spokesperson Rear Admiral Julius Widjojono said yesterday other soldiers were dispersed to several sites in the search for captured Susi Air pilot Philip Mehrtens and they were having communication difficulties due to bad weather.

“As of 2.03pm (local time) the information we have is one died. We have not received any other information because it is difficult to reach the area, especially with the uncertain weather,” Admiral Widjojono said when asked about the higher casualty numbers.

The Jakarta Post reports that at least one soldier has been killed in the Papuan Highlands on Saturday during a clash with the rebel group.

The Post quoted Admiral Widjojono as saying that First Private Miftahul Arifin had been shot after he fell into a 15m deep ravine as other soldiers, who were trying to evacuate Miftahul, were reportedly stuck in the field and bombarded with bullets.

Admiral Widjojono said the military would intensify the operation to rescue Mehrtens as they hde identified the pilot’s location.

Erratic weather
Erratic weather had made the effort challenging, he said.

The West Papua National Liberation Army (TPNPB) abducted the New Zealand pilot on February 7. The group initially demanded Jakarta recognise the Papua region’s independence but told news agencies this month they were prepared to drop that demand and seek dialogue.

“We asked the Indonesian and New Zealand governments to free the hostages through peaceful negotiations,” rebel spokesperson Sebby Sambom said in a recorded message on Sunday.

“But the Indonesian military and police attacked civilians on March 23. Because of that the TPNPB troops said they would take revenge and it had already started,” Sambom said, adding that fighting was continuing on Sunday.

A military spokesperson in Papua, Herman Taryaman, denied the allegation of a March attack on civilians, saying the security forces were protecting civilians who were chased away by the rebels.

A low-level struggle for independence from Indonesia has been going on for decades in the remote and resource-rich Papua region, with the conflict intensifying significantly in recent years, analysts say.

The conflict began after a contested 1969 vote supervised by the United Nations saw the former Dutch territory brought under Indonesian control.

Words matter when telling the story of West Papua’s continuing struggle for independence.

Recently, New Zealand media carried reports of the kidnapping of a New Zealand pilot by a militant West Papuan group allied to the independence struggle.

Phillip Mehrtens, a pilot for Susi Air, was abducted by independence fighters from the West Papua National Liberation Army (TPNPB), the armed wing of the Free Papua Movement, at a remote highlands airstrip on February 7.

He is still a hostage in spite of an attack by Indonesian forces on his kidnappers last week.

Unfortunately, the language used by mainstream media reports has been falling into line with Indonesian government depictions of the Free Papua Movement.

While The Guardian and Al Jazeera referred to them as “independence fighters,” they also used the term rebels.

So did RNZ and Reuters, which also used the word “separatists”. “Independence fighters” or “freedom fighters” should have been the preferred terms.

We do not condone violent action, but the West Papuans are fighting for their freedom from decades of brutal Indonesian occupation. They deserve recognition for what they are, not what Indonesia deems them to be.

Indonesian security forces in Papua last week launched an offensive against the West Papua National Liberation Army (TPNPB) command holding New Zealand pilot Philip Mehrtens hostage, RNZ Pacific can confirm.

The operation was launched at 1am local time on Thursday, March 23, in Nduga.

It triggered a retaliatory attack from the pro-independence fighters with several casualties now confirmed by both sides.

The TPNPB issued a statement on Sunday confirming the attack and said the operation violated the New Zealand government’s request for “no violence”.

The rebel group said their district commander in Nduga, Egianus Kogoya, who led the capture of Mehrtens, was among those attacked by Indonesian forces.

They said one of their members was killed during the attack, but also claimed they had shot four Indonesian security personnel, killing one soldier and one police officer.

It is not clear at this stage if Mehrtens — who has been held captive for the last 50 days — was present in the jungle hideout which was targeted.

Some details of the joint statement from the political and militant wing of the West Papua Freedom movement (OPM) about the attack have been corroborated by Human Rights Watch Indonesia.

“I have verified that statement by checking what the Indonesian police and also Papuan police have reported,” Andreas Harsono told RNZ Pacific.

Speaking from Jakarta, the human rights watch researcher said there had been a series of clashes between Indonesian security forces and Indigenous Papuan militant groups.

He said the conflict has been ongoing in the central and highlands Papua region over the past week.

“It is confirmed that it began with the attack against a West Papua National Liberation Army’s so-called headquarters — I guess this is a jungle hideout — on Thursday, March 23 1am,” Andreas Harsono said.

The struggle for West Papuan independence has been raging for 60 years since Indonesian paratroopers invaded the region while it was still a Dutch colony.

The West Papua National Liberation Army (TPNPB) has released a new video about New Zealand hostage pilot Philip Mehrtens and a Papuan news organisation, Jubi TV, has featured it on its website.

The Susi Air pilot was taken hostage on February 7 after landing in a remote region near Nduga in the Central Papuan highlands.

In the video, which was sent to RNZ Pacific, Mehrtens was instructed to read a statement saying “no foreign pilots are to work and fly” into the Papuan highlands until the West Papua is independent.

He made another demand for West Papua independence from Indonesia later in the statement.

Mehrtens was surrounded by more than a dozen people, some of them armed with weapons.

RNZ Pacific has chosen not to publish the video. Other New Zealand news services, including The New Zealand Herald, have also chosen not to publish the video.

Previously, a West Papua National Liberation Army (TPNPB) spokesperson said they were waiting for a response from the New Zealand government to negotiate the release of Mehrtens.

A Papua independence movement leader, Benny Wenda, and church and community leaders last month called for the rebels to release Mehrtens.

Wenda said he sympathised with the New Zealand people and Merhtens’ family but insisted the situation was a result of Indonesia’s refusal to allow the UN Human Rights Commissioner to visit Papua.

According to Jubi News, the head of Cartenz Peace Operation 2023, Senior Commander Faizal Ramadani, says negotiations to free Mehrtens, who is held hostage by a TPNPB faction led by Egianus Kogoya, has “not been fruitful”.

But Commander Ramadani said that the security forces would continue the negotiation process.

According to Commander Ramadani, efforts to negotiate the release of Mehrtens by the local government, religious leaders, and Nduga community leaders were rejected by the TPNPB.

“We haven’t received the news directly, but we received information that there was a rejection,” said Commander Ramadani in Jayapura on Tuesday.

“The whereabouts of Egianus’ group and Mehrtens are not yet known as the situation in the field is very dynamic,” he said.

“But we will keep looking.”

The West Papua National Liberation Army (TPNPB) has denied Indonesian media claims that Egianus Kogoya, the commander of a TPNPB faction, asked for money and weapons to free the New Zealand pilot they are holding hostage.

“No, we never asked for money and weapons in exchange for releasing pilot Philip Mark Mehrtens. That’s just propaganda from the Indonesian security forces,” said TPNPB spokesperson Sebby Sambom.

“This is a political issue, the New Zealand pilot is a guarantee of political negotiations.”

Previously, Papua Police spokesperson Senior Commander Ignatius Benny Ady Prabowo had said the police would not follow a request for firearms and cash in exchange for releasing the Susi Air pilot.

“That was their request at the beginning. But of course we don’t respond. We will not give weapons that will later be used to shoot the authorities and terrorise the community,” Prabowo told reporters.

‘Psychologically disturbing’
The Papuan Church Council said the capture of Philip Mehrtens as a hostage was “psychologically disturbing” for his wife, family and children.

The council demanded that the pilot be released in an open letter. With his release, of Philip Mark Mehrtens, the council said Kogoya would get sympathy from the global community and the people of Indonesia.

“There must be a neutral mediator or negotiator trusted by both the TPNPB, the community, and the government to release the pilot. Otherwise, many victims will fall,” said Reverend Socratez Sofyan Yoman, a member of the Papuan Church Council.

A New Zealand Ministry of Foreign Affairs spokesperson said the welfare of its citizens was a top priority.

“We are doing everything we can, including deploying New Zealand consular staff to ensure the safe release of our citizen taken hostage,” she said.

The spokesperson added that New Zealand was working closely with Indonesian authorities to ensure the safe release of Mehrtens.

The Papuan Church Council has called on the West Papua National Liberation Army (TPNPB) unit led by Egianus Kogoya to immediately release the New Zealand hostage pilot Philip Mehrtens.

The council’s request was delivered during a press conference attended by Reverend Benny Giai as moderator and member Reverend Socratez Sofyan Yoman at the secretariat.

Reverend Yoman said he had written an open letter to Kogoya explaining that hostage-taking events like this were not the first time in Papua. There needed to be a negotiated settlement and not by force.

The plea comes as news media report that Indonesian security forces have surrounded the rebels holding 37-year-old Mehrtens captive, but say they will exercise restraint while negotiations for his release continue.

Mehrtens, a Susi Air pilot, was taken hostage by the TNPB on February 7 after landing in the remote mountainous region of Nduga.

“The council and the international community understand the issue that the TPNPB brings — namely the Papuan struggle [for independence], Reverend Yoman said.

“We know TPNPB are not terrorists. Therefore, in the open letter I asked Egianus to free the New Zealand pilot.”

‘Great commander’
Reverend Yoman also explained that Kogoya was a “great commander”, and the liberation fight had been going on since the 1960s, and it must be seen as the struggle of the entire Papuan people.

This hostage-taking, he said, was psychologically disturbing for the family of the pilot. He asked that the pilot be released.

Reverend Yoman said he was sure that if the pilot was released, Kogoya would also get sympathy from the global community and the people of Indonesia.

His open letter had also been sent to President Joko Widodo.

“There must be a neutral mediator or negotiator trusted by both the TPNPB, the community, and the government to release the pilot. Otherwise, many victims will fall,” said Reverend Yoman.

Reverend Benny Giai said there were a number of root problems that had not been resolved in Papua that triggered the hostage-taking events.

“If the root problems in Papua are not resolved, things like this will keep occurring in the future,” he said.

‘Conditions fuel revenge’
“There are people in the forest carrying weapons while remembering their families who have been killed, these conditions fuel revenge.”

The council invited everybody to view that the hostage-taking occurred several days after the humanitarian pause agreement was withdrawn by the National Commission on Human Rights (Komnas HAM) when it should have continued.

Reverend Giai said he regretted that no negotiation team had been formed by the government to immediately release the pilot.

He was part of a negotiating team resolving a similar crisis in Ilaga in 2010.

At that time, Reverend Giai said, security guarantees were given directly by then Papua police chief I Made Pastika, and “everything went smoothly”.

“In our letter we emphasise that humanity must be respected.

“If the release is not carried out, it is certain that civilians will become victims. Therefore, we ask that the hostage must be released, directly or through a negotiating team,” he said.

Indonesian forces ‘surround rebels’
Meanwhile, RNZ Pacific reports the rebels say they will not release Mehrtens unless Indonesia’s government recognises the region’s independence and withdraws its troops.

Chief Security Minister Mahfud MD said security forces had found the location of the group holding the pilot but would refrain from actions that might endanger his life.

“Now, they are under siege and we already know their location. But we must be careful,” Mahfud said, according to local media.

He did not elaborate on the location or what steps Indonesia might take to free the pilot.

Susi Air’s founder and owner Susi Pudjiastuti said 70 percent of its flights in the region had been cancelled, apologising for the disruption of vital supplies to remote, mountainous areas.

“There has to be a big humanitarian impact. There are those who are sick and can’t get medication … and probably food supplies are dwindling,” Pudjiastuti told reporters.

Two countries. A common border. Two hostage crises. But the responses of both Asia-Pacific nations have been like chalk and cheese.

On February 7, a militant cell of the West Papua National Liberation Army (TPNPB), the armed wing of the Free Papua Organisation (OPM) — a fragmented organisation that been fighting for freedom for their Melanesian homeland from Indonesian rule for more than half a century — seized a Susi Air plane at the remote highlands airstrip of Paro, torched it and kidnapped the New Zealand pilot.

It was a desperate ploy by the rebels to attract attention to their struggle, ignored by the world, especially by their South Pacific near neighbours Australia and New Zealand.

Many critics deplore the hypocrisy of the region which reacts with concern over the Russian invasion and war against Ukraine a year ago at the weekend and also a perceived threat from China, while closing a blind eye to the plight of the West Papuans – the only actual war happening in the Pacific.

The rebels’ initial demand for releasing pilot Philip Mehrtens is for Australia and New Zealand to be a party to negotiations with Indonesia to “free Papua”.

But they also want the United Nations involved and they reject the “sham referendum” conducted with 1025 handpicked voters that endorsed Indonesian annexation in 1969.

Twelve days later, a group of armed men in the neighbouring country of Papua New Guinea seized a research party of four led by an Australian-based New Zealand archaeology professor Bryce Barker of the University of Southern Queensland (USQ) — along with three Papua New Guinean women, programme coordinator Cathy Alex, Jemina Haro and PhD student Teppsy Beni — as hostages in the Mount Bosavi mountains on the Southern Highlands-Hela provincial border.

The good news is that the professor, Haro and Beni have now been freed safely after a complex operation involving negotiations, a big security deployment involving both police and military, and with the backing of Australian and New Zealand officials. Programme coordinator Cathy Alex had been freed earlier on Wednesday.

Prime Minister James Marape announced their release on his Facebook page, thanking Police Commissioner David Manning, the police force, military, leaders and community involved.

“We apologise to the families of those taken as hostages for ransom. It took us a while but the last three [captives] has [sic] been successfully returned through covert operations with no $K3.5m paid.

“To criminals, there is no profit in crime. We thank God that life was protected.”

Ransom demanded
The kidnappers had demanded a ransom, as much as K3.5 million (NZ$1.6 million), according to one of PNG’s two daily newspapers, the Post-Courier, and Police Commissioner David Manning declared: “At the end of the day, we’re dealing with a criminal gang with no other established motive but greed.”

ABC News reports that it understood a ransom payment was discussed as part of the negotiations, although it was significantly smaller than the original amount demanded.

It was a coincidence that these hostage dramas were happening in Papua New Guinea and West Papua in the same time frame, but the contrast between how the Indonesian and PNG authorities have tackled the crises is salutary.

Jakarta was immediately poised to mount a special forces operation to “rescue” the 37-year-old NZ pilot Mehrtens, which undoubtedly would have triggered a bloody outcome as happened in 1996 with another West Papuan hostage emergency at Mapenduma in the Highlands.

That year nine hostages were eventually freed, but two Indonesian students were killed in crossfire, and eight OPM guerrillas were killed and two captured. Six days earlier another rescue bid had ended in disaster when an Indonesian military helicopter crashed killing all five soldiers on board.

Reprisals were also taken against Papuan villagers suspected of assisting the rebels.

This month, only intervention by New Zealand diplomats, according to the ABC quoting Indonesian Security Minister Mahfud Mahmodin, prevented a bloody rescue bid by Indonesian special forces because they requested that there be no acts of violence to free its NZ citizen.

Mahmodin said Indonesian authorities would instead negotiate with the rebels to free the pilot. There is still hope that there will be a peaceful resolution, as in Papua New Guinea.

PNG sought negotiation
In the PNG hostage case, police and authorities had sought to de-escalate the crisis from the start and to negotiate the freedom of the hostages in the traditional “Melanesian way” with local villager go-betweens while buying time to set up their security operation.

The gang of between 13 and 21 armed men released one of the women researchers — Cathy Alex on Wednesday, reportedly to carry demands from the kidnappers.

But the Papua New Guinean police were under no illusions about the tough action needed if negotiation failed with the gang which had terrorised the region for some months.

While Commissioner Manning made it clear that police had a special operations unit ready in reserve to use “lethal force” if necessary, he warned the gunmen they “can release their captives and they will be treated fairly through the criminal justice system, but failure to comply and resisting arrest could cost these criminals their lives”.

Now after the release of the hostages Commissioner Manning says: “We still have some unfinished business and we hope to resolve that within a reasonable timeframe.”

Earlier in the week, while Prime Minister Marape was in Fiji for the Pacific Islands Forum “unity” summit, he appealed to the hostage takers to free their captives, saying the identities of 13 captors were known — and “you have no place to hide”.

Deputy Opposition Leader Douglas Tomuriesa flagged a wider problem in Papua New Guinea by highlighting the fact that warlords and armed bandits posed a threat to the country’s national security.

“Warlords and armed bandits are very dangerous and . . . must be destroyed,” he said. “Police and the military are simply outgunned and outnumbered.”

‘Open’ media in PNG
Another major difference between the Indonesian and Papua New Guinea responses to the hostage dramas was the relatively “open” news media and extensive coverage in Port Moresby while the reporting across the border was mostly in Jakarta media with the narrative carefully managed to minimise the “independence” issue and the demands of the freedom fighters.

Media coverage in Jayapura was limited but with local news groups such as Jubi TV making their reportage far more nuanced.

An Asia Pacific Report correspondent, Yamin Kogoya, has highlighted the pilot kidnapping from a West Papuan perspective and with background on the rebel leader Egianus Kogoya. (Note: Yamin’s last name represents the extended Kogoya clan across the Highlands – the largest clan group in West Papua, but it is not the immediate family of the rebel leader).

“There are those who regard Egianus Kogoya as a Papuan hero and there are those who view him as a criminal,” he wrote.

“It is essential that we understand how concepts of morality, justice, and peace function in a world where one group oppresses another.

“A good person is not necessarily right, and a person who is right is not necessarily good. A hero’s journey is often filled with betrayal, rejection, error, tragedy, and compassion.

“Whenever a figure such as Egianus Kogoya emerges, people tend to make moral judgments without necessarily understanding the larger story.

‘Heroic figures’
“And heroic figures themselves have their own notions of morality and virtue, which are not always accepted by societal moralities.”

He also points out that there are “no happy monks or saints, nor are there happy revolutionary leaders”.

“Patrice Émery Lumumba, Thomas Sankara, Martin Luther King, Nelson Mandela, Malcom X, Ho Chi Minh, Marcus Garvey, Steve Biko, Arnold Aap and the many others are all deeply unfortunate on a human level.”

Last week, a riot in Wamena in the mountainous Highlands erupted over rumours about the abduction of a preschool child who was taken to a police station along with the alleged kidnapper. When protesters began throwing stones at the police station, Indonesian security forces shot dead nine people and wounded 14.

More than 200 extra security forces – military and police – were deployed to the Papuan town as part of a familiar story of repression and human rights violations, claimed by critics as part of a pattern of “genocide”.

West Papua breakthrough
Meanwhile, headlines over the pilot kidnapping and the Wamena riot have overshadowed a remarkable diplomatic breakthrough in Fiji by Benny Wenda, president of the United Liberation Movement for West Papua (ULMWP), a group that is waging a peaceful and diplomatic struggle for self-determination and justice for Papuans.

Wenda met new Fiji Prime Minister Sitiveni Rabuka, the original 1987 coup leader, who was narrowly elected the country’s leader last December and is ushering in a host of more open policies after 16 years of authoritarian rule.

The West Papuan leader won a pledge from Rabuka that he would support the independence campaigners to become full members of the Melanesian Spearhead Group (MSG), while also warning that they needed to be careful about “sovereignty issues”.

Under the FijiFirst government led by Voreqe Bainimarama, Fiji had been one of the countries that blocked the West Papuans in their previous bids in 2015 and 2019.

The MSG bloc includes Fiji, the FLNKS (Kanak and Socialist National Liberation Front) representing New Caledonia, Papua New Guinea, Solomon Islands and Vanuatu, traditionally the strongest supporter of the Papuans.

Indonesia surprisingly became an associate member in 2015, a move that a former Vanuatu prime minister, Joe Natuman, has admitted was “a mistake”.

An elated Wenda, who had strongly distanced his peaceful diplomacy movement from the hostage crisis and appealed for the unconditional release of the pilot, declared after his meeting with Rabuka, “Melanesia is changing”.

However, many West Papuan supporters and commentators long for the day when Australia and New Zealand also shed their hypocrisy and step up to back self-determination for the Indonesian-ruled Melanesian region.

Exiled Wenda is president of the peaceful United Liberation Movement for West Papua (ULMWP).

He told RNZ Pacific he did not condone the actions of the liberation army rebels and had called for them to release the pilot peacefully.

He said he sympathised with the New Zealand people and Merhtens’ family but insisted the situation was a result of Indonesia’s refusal to allow the UN Human Rights Commissioner to visit West Papua.

“Because the place where it’s actually happening is where hundreds of thousands [of indigenous Papuans] have been displaced from 2018 up to now — in Nduga, Intan Jaya, Mybrat and also Oksibil,” Wenda said.

‘Warning to Indonesia’
“So this happening right now is a warning to Indonesia to let the UN High Commissioner visit which they have been ignoring these last three years.”

“We are not enemies [with New Zealand]. We are very good,” Wenda said.

“New Zealand is a very strong supporter of West Papua.

“I do not think the [TPNPB] group can harm the pilot unless Indonesia uses the situation to do harm. That is my concern.”

He said Indonesia should consider TPNPB’s demands.

Wenda is leading a delegation from the ULMWP that is currently in Fiji ahead of the Pacific Islands Forum.

The group has observer status in the Melanesian Spearhead Group (MSG) and is lobbying to become a full member.

Papuan independence rebels are playing a desperate game of cat and mouse with Indonesian authorities over their hostage taking last week with a New Zealand pilot caught in the middle.

Christchurch-raised Philip Mehrtens, 37, a pilot for the national feeder airline Susi Air owned by a former cabinet minister and with Jakarta government supply contracts, was seized by rebels last Tuesday, February 7, shortly after he had touched down at the remote Paro airstrip near Nduga in the Papuan highlands.

Five Indigenous Papuans on board the aircraft were set free and the plane was set on fire.

After initial reports saying the authorities were trying to pinpoint the actual place where the rebels are in hiding and that a rescue operation is under way, the West Papua National Liberation Army (TPNPB) played a trump card today by releasing “proof of life” video footage and photos.

“Papua Merdeka!,” said Mehrtens in one of the obviously coached video messages. “The Papuan military have taken me captive in the fight for Papuan independence,” he added hesitantly while surrounded by a group of armed rebels.

Dressed in a denim jacket, he also wore a black tee-shirt displaying a clenched fist in the colours of the West Papuan Morning Star flag, banned under Indonesian law. The tee also sported the slogan “Papua Merdeka” (Papuan Freedom).

The rebels have gone to great pains to make it appear their captive is relaxed and in good health.

High stakes
The stakes are high with the Papuan rebels trying to attract world attention to their cause for independence, “forgotten” by the world for more than the past half century.

But analysts warn that there is a risk of a tragic outcome if a botched rescue takes place as happened the last time Indonesian security forces raided rebels of the Organisasi Papua Merdeka (OPM – Free Papua Movement) who had seized hostages at Mapenduma in 1996, also in the Papuan highlands.

Although in that operation on 15 May 1996 nine hostages were freed, two were killed by the captors while eight OPM guerrillas were killed and two captured.

Six days earlier another rescue bid had ended in disaster when an Indonesian military helicopter crashed killing all five soldiers on board.

Originally, on 8 January 1996, 29 members of a World Wildlife Fund research mission had been seized. However, the rebels promptly released 19 captives while holding 11 – four British, two Dutch and five Indonesians.

There were also international repercussions with the International Red Cross (ICRC) being accused of collaborating with the Indonesian military – later admitted by Jakarta after it was reported that they had used a white helicopter that had been involved in negotiations with soldiers on board.

White mercenaries were also accused of being part of the operation.

Rebel leader Kelly Kwalik had dropped a plan to release the remaining hostages, accusing the ICRC of not honouring their agreement. “We took the researchers hostage because we had no other way for our cause to be acknowledged,” he told the New Internationalist.

Human rights violations
The rescue raid mounted by Kopassus special forces – codenamed Operation Cenderawasih (Bird of Paradise) — was under the command of general Prabowo Subianto, former son-in-law of then President Suharto.

Prabowo was two years later dishonourably discharged from the military over allegations of human rights violations. Today he is a politician and Minister of Defence under President Joko Widodo.

The Papuan rebels are trying to reverse the narrative that is projected by Jakarta that the Melanesian provinces of Papua and West Papua (now increased to five) adjoining the independent country of Papua New Guinea are an integral part of Indonesia and those Indigenous people resisting are “terrorists”.

The rebels and also peaceful groups seeking self-determination argue that a 1969 referendum with 1025 handpicked voters supervised by the United Nations in the former Dutch colony voting “unanimously” for Indonesian rule in a so-called Act of Free Choice was a “sham”.

The lesson from this latest hostage-taking crisis, according to Australian academic Dr Camellia Webb-Gannon, who is author of Morning Star Rising: The Politics of Decolonisation in West Papua, is that there needs to be serious negotiations.

Echoing some of the demands of the rebels, she wrote in a backgrounder on the deeper issues of Indonesian colonialism that New Zealand, Australia – both accused of collaborating militarily with Jakarta — and other governments needed to seriously engage about human rights violations in Papua.

Webb-Gannon admitted it may not be enough to resolve the current crisis, “but it would be a long overdue and critical step in the right direction.”

Avoiding disproportionate response
As she stressed, negotiations for the release of Mehrtens must be handled carefully to “avoid further disproportionate responses” by the Indonesian military.

“The kidnapping is not justified, but neither is Indonesia’s violence against West Papuans — or the international community’s refusal to address the violence.”

There are other Papuan pro-independence players that are seeking a peaceful path to self-determination, such as the United Liberation Movement for West Papua (ULMWP) that is seeking to become a full member of the Port Vila-based Melanesian Spearhead Group (MSG).

Exiled leader Benny Wenda issued a statement offering his “deepest sympathies” to the friends and family of hostage Mehrtens.

“At the same time, the ULMWP executive reiterates and reassures the New Zealand government and the world that we are [committed] to a peaceful, diplomatic approach,” he said in his statement condemning the Indonesian divide and rule policies.

“Our roadmap is very clear: we are pursuing the unified West Papuan goal of Merdeka – national liberation – peacefully, through diplomatic political mechanisms.

“We must not lose sight of the fact that Indonesia uses this kind of violence as part of a distinct strategy of occupation.

Stronger colonial grip
“Their aim is to intensify militarisation in West Papua as a way of strengthening their colonial grip on our land.”

Wenda highlighted how Indonesia’s Parliament had last year passed a law creating three new provinces in West Papua, as part of the renewal of the 2001 ‘Special Autonomy’ programme.

“West Papuans overwhelmingly reject ‘Special Autonomy’, more than 700,000 of us having signed a petition against it. Provincial division is a justification for increased militarisation in West Papua, pure and simple,” he said.

“By creating new administrative divisions, Indonesia justifies the establishment of new colonial infrastructure and new military posts.

“They do not want dialogue or peaceful protest — they want chaos and violence, for West Papua to remain a war zone.

“As our land is militarised and destroyed, our people are forcibly displaced.

“Depopulation is another key part of Indonesia’s colonial strategy: by removing West Papuans from our ancestral lands, they allow for massive exploitation of our natural resources.”

100,000 Papuans displaced
Wenda said that up to 100,000 West Papuans had been internally displaced since 2019, including close to half of Nduga’s entire population.

“They continue to live in the bush, deprived of education, food, and adequate medical facilities, unable to return to their homes.

“Indonesia labels us as terrorists while committing state terrorism in our lands.”
The ULMWP’s peaceful demands are:

• The withdrawal of all Indonesian troops from West Papua;
• Immediate access to West Papua for the UN High Commissioner for Human Rights;
• Cancellation of ‘Special Autonomy’, including the new provincial division; and
• An immediate referendum on independence.

“The kidnap of a foreign pilot naturally brings West Papua to the attention of international media,” Wenda said. “But West Papuans are tortured and murdered daily by Indonesian forces, and international media are banned from seeing it.”

Meanwhile, Jubi News reports three New Zealand diplomats and two staff of the Indonesian Ministry of Foreign Affairs have travelled to Timika, the capital of Mimika Regency, in the new Central Papua province this week to check on progress with the rescue operation.

They met military officers, including the commander of Timika region, Lieutenant-General Nyoman Cantiasa, on Monday. He appealed for “international support” to discuss the crisis with the UN High Commissioner for Human Rights.

Hopefully, a peaceful resolution can be found.

A rebel group in the Indonesian-ruled Melanesian province of Papua who abducted New Zealand pilot Phillip Mehrtens says he is safe.

The New Zealander, who worked as a pilot in the area, was kidnapped by the West Papua National Liberation Army (TPNPB) last week.

Spokesperson for the group Sebby Sambom told RNZ Pacific it continued to demand negotiations from the New Zealand government for the release of pilot Phillip Mehrtens.

He said they would not harm the New Zealander.

“He is safe with our boys in the field, and everything is ok. He’s staying with our friends and family at the … headquarters. He has good skills, and we will look after him and he will train our soldiers for how to fly an aircraft.”

He said the rebel fighters were waiting for a response from the New Zealand government to negotiate the release of Phillip Mehrtens.

Sambom justified the kidnapping, accusing the New Zealand government of supplying weapons to Indonesia.

“Our demand is clear, they support Indonesia, supply firearms … and also they train Indonesia military/police to … for the last.. So, we need to talk with the New Zealand government face-to-face.”

Sambom dismissed reports that five other people were being held hostage.

“Phil Mehrtens is the nicest guy, he genuinely is — no one ever had anything bad to say about him,” says a colleague of the New Zealand pilot taken hostage last week by members of the West Papuan National Liberation Army (TPN-PB) in the mountainous Nduga Regency.

How such a nice guy became a pawn in the decades-long conflict between West Papua and the Indonesian government is a tragic case of being in the wrong place at the wrong time.

But it is also a symbolic and desperate attempt to attract international attention towards the West Papuan crisis.

A joint military and police mission has so far failed to find or rescue Mehrtens, and forcing negotiations with Jakarta is a prime strategy of TPN-PB.

As spokesperson Sebby Sambom told Australian media this week:

“The military and police have killed too many Papuans. From our end, we also killed [people]. So it is better that we sit at the negotiation table […] Our new target are all foreigners: the US, EU, Australians and New Zealanders because they supported Indonesia to kill Papuans for 60 years.

“Colonialism in Papua must be abolished.”

Sambom is referring to the international complicity and silence since Indonesia annexed the former Dutch colony as it prepared for political independence in the 1960s.

Mehrtens has become the latest foreign victim of the resulting protracted and violent struggle by West Papuans for independence.

Violence and betrayal
The history of the conflict can be traced back to 1962, when the US facilitated what became known as the New York Agreement, which handed West Papua over to the United Nations and then to Indonesia.

In 1969, the UN oversaw a farcical independence referendum that effectively allowed the permanent annexation of West Papua by Indonesia. Since that time, West Papuans have been subjected to violent human rights abuses, environmental and cultural dispossession, and mass killings under Indonesian rule and mass immigration policies.

New Zealand and Australia continue to support Indonesian sovereignty over West Papua, and maintain defence and other diplomatic ties with Jakarta. Australia has been involved in training Indonesian army and police, and is a major aid donor to Indonesia.

Phil Mehrtens is far from the first hostage to be taken in this unequal power struggle. Nearly three decades ago, in the neighbouring district of Mapenduma, TPN-PB members kidnapped a group of environmental researchers from Europe for five months.

Like now, the demand was that Indonesia recognise West Papuan independence. Two Indonesians with the group were killed.

The English and Dutch hostages were ultimately rescued, but not before further tragedy occurred.

At one point, negotiations seemed to have stalled between the West Papuan captors and the International Committee of the Red Cross (ICRC), which was delivering food and supplies to the hostages and working for their release.

Taking matters into their own hands, members of the Indonesian military commandeered a white civilian helicopter that had been used (or was similar to one used) by the ICRC. Witnesses recall seeing the ICRC emblem on the aircraft.

When the helicopter lowered towards waiting crowds of civilians, the military opened fire.

The ICRC denied any involvement in the resulting massacre, but the entire incident was emblematic of the times. It took place several years before the fall of former Indonesian president Suharto, when there was little hope of West Papua gaining independence from Indonesia through peaceful negotiations.

Then, as now, the TPN-PB was searching for a way to capture the world’s attention.

Losing hope
Since the early 2000s, with Suharto gone and fresh hope inspired by East Timor’s independence, Papuans — including members of the West Papuan Liberation Army — have largely been committed to fighting for independence through peaceful means.

After several decades of wilful non-intervention by Australia and New Zealand in what they consider to be Jakarta’s affairs, that hope is flagging. It appears elements of the independence movement are again turning to desperate measures.

In 2019, the TPN-PB killed 24 Indonesians working on a highway to connect the coast with the interior, claiming their victims were spies for the Indonesian army. They have become increasingly outspoken about their intentions to stop further Indonesian expansion in Papua at any cost.

In turn, this triggered a hugely disproportionate counter-insurgency operation in the highlands where Phil Mehrtens was captured. It has been reported at least 60,000 people have been displaced in the Nduga Regency over the past four years as a result, and it is still not safe for them to return home.

International engagement
It is important to remember that the latest hostage taking, and the 1996 events, are the actions of a few. They do not reflect the commitment of the vast majority of Indigenous West Papuans to work peacefully for independence through demonstrations, social media activism, civil disobedience, diplomacy and dialogue.

Looking forward, New Zealand, Australia and other governments close to Indonesia need to commit to serious discussions about human rights in West Papua — not only because there is a hostage involved, but because it is the right thing to do.

This may not be enough to resolve the current crisis, but it would be a long overdue and critical step in the right direction.

Indonesian police and military have launched a joint mission to rescue a New Zealand pilot who was seized by rebels as a hostage in Indonesia’s Papua region on Tuesday, media reports say.

The Jakarta Post reports that authorities have set up a joint search and rescue operation to try and locate Susi Air pilot Philip Merthens, who was seized after landing a small plane on a remote airstrip in the Papuan highlands.

The rebels have threatened to execute him if their demands are not met.

Reuters reports that the West Papua National Liberation Army had claimed responsibility for the attack, saying the pilot would not be released until the Indonesian government acknowledged the independence of the Melanesian region of West Papua.

Merthens also had five passengers on board and it was unclear what had happened to them.

The Jakarta Post reports that the operation, codenamed Peaceful Carstensz, was launched by Indonesia police and the Indonesian military (TNI). The name Carstensz alludes to the mountainous region where the incident occurred.

Merthens’ location was still unclear due to conflicting information issued on Wednesday, the report said.

Consular support
The Ministry of Foreign Affairs and Trade also earlier said it was providing consular support to the Merthens’ family and said it would not comment further because of privacy reasons, The New Zealand Herald reports.

Prime Minister Chris Hipkins told RNZ he had been given preliminary details and said the New Zealand embassy in Indonesia was working to help free Merthens, according to The Herald.

A researcher at Human Rights Watch in Jakarta has called for the immediate release of the hostages, including Merthens.

Researcher Andreas Harsono knew the main spokesperson of the rebel group, Sebby Sambom, after decades of research in the field.

He made a call to him personally to let the hostages go.

A former New Zealand pilot, who flew for Susi Air for just over a year ending in 2017, said pilots were warned by the airline to take precautions in the region — things such as keeping a low profile, travelling in groups, finding a driver to take them around, and not leaving compounds at night.

The West Papua National Liberation Army (TPNPB) has posted an ultimatum on social media demanding Jakarta negotiate with them over independence for the region.

“Pilot is still alive and he will be held hostage for negotiations with Jakarta, if Jakarta is obstinate, then the pilot will be executed,” the statement read.

“We will take the New Zealand citizen pilot as hostage and we are waiting for accountability from the Australian government, the New Zealand government, the European Union governments, and the United Nations, because for 60 years these countries have supported Indonesia to kill Indigenous Papuans.”

Researcher Andreas Harsono knows the main spokesperson of the rebel group, Sebby Sambom, after decades of research in the field.

Personal appeal
He made a call to him personally to let the hostages go.

“I call on this group to immediately release all of the hostages including the pilot — it is a crime to kidnap anyone including this pilot,” he told RNZ Pacific.

“I do not know how to measure the seriousness of such a threat but this is a hostage situation, things could be out of control. So the best way is to negotiate and ask them to release the pilot.”

Harsono noted the difficulties for New Zealand attempting to negotiate with the group, particularly given their demands.

“I don’t think it is easy or even internationally accepted to pressure the New Zealand government to negotiate for West Papuan independence from Indonesia,” he said.

“It is way too complicated for any country in the world, including New Zealand, to negotiate the independence of this particular territory. But, of course, the Papuan people have suffered a lot and the Indonesian government should do more to end impunity and human rights abuses in West Papua.

“But this is a hostage situation. The most important thing is to call on this group to immediately and unconditionally release all of the hostages, including the New Zealand pilot.”

Very remote region
Harsono said he did not know whether the passengers had been taken hostage, nor did he know if they were indigenous Papuans.

“The area is very remote, only certain people go there, mainly construction workers, and there were killings against Indonesian workers back in 2018,” he said.

Indonesian authorities say they are facing difficulties locating Merhtens because of the lack of telecommunications facilities in Paro district and the absence of any Indonesian military or police post in the area.

Jubi News quotes Papua Police spokesperson Ignatius Benny Ady Prabowo, saying they were continuing to track the whereabouts of Mehrtens and were preparing to go to Paro district.

He said that before the burning of the plane, rumours had been circulating that a rebel group had threatened 15 construction workers who were building a health centre in the district.

New Zealand’s Prime Minister, Chris Hipkins, told Radio New Zealand: “The New Zealand embassy in Indonesia is working on the case.”

Indonesian security forces do not know the whereabouts of the New Zealand pilot taken hostage by the West Papua National Liberation Army (TPNPB) on Tuesday,

Captain Philip Mehrtens, a pilot for Susi Air, was taken hostage following the burning of his aircraft in Paro district, Nduga regency, in a rugged part of Indonesian-ruled Papua province on Tuesday.

One of the obstacles in finding Mehrtens is the lack of telecommunications facilities in Paro and there is no Indonesian military post in the area, says a police spokesperson.

Papua Police spokesperson Senior Commander Benny Prabowo said security forces continued to track the whereabouts of the pilot.

According to Commander Prabowo, the Nduga police were preparing to go to Paro district.

“Until now, the investigation is still being carried out by the police assisted by the Cartenz Peace Task Force,” he said.

Earlier on Tuesday, a Susi Air aircraft was burned after landing in Paro district.

The local leader of the TPNPB Ndugama-Derakma, Egianus Kogeya, said the plane was burned by his men. Kogeya also stated that his group had captured and held Captain Mehrtens hostage.

Preceded by threats
Benny said that before the burning of the plane, rumours had been circulating since Saturday that the TPNPB had threatened 15 construction workers who were building a health center in Paro district.

Commander Prabowo said the Nduga police had received a report from the Nduga regent who said the construction workers were questioned by TPNPB because they did not have complete identities.

“We got information that 15 people had left Paro district and headed to Mapenduma. But their whereabouts are still being investigated by the Cartenz Peace Task Force,” he explained.

Commander Prabowo hoped that the public would entrust the handling of the hostage case to the police.

“Telecommunication access there is still very limited, so there is very little information. I hope all parties will be patient,” he said.

The TPNPB rebels are fighting for independence in West Papua and say they will not release the pilot until their demands are met.

Pro-independence rebels in Indonesia’s Papua province have seized a New Zealand pilot as hostage after setting a small commercial plane on fire when it landed in a remote Highlands airstrip earlier today, say news agency reports.

A police spokesperson in Papua province, Senior Commander Ignatius Benny Adi Prabowo, said authorities were investigating the incident claimed by a militant West Papuan group at Paro airstrip in Nduga.

Police and military personnel have been sent to the area to locate the pilot and five passengers, the news agencies report.

“We cannot send many personnel there because Nduga is a difficult area to reach. We can only go there by plane,” Commander Prabowo said.

AP reports that rebel spokesperson Sebby Sambom said independence fighters from the West Papua National Liberation Army (TPNPB), the military wing of the Free Papua Organisation (OPM), had stormed the plane shortly after it landed.

“We have taken the pilot hostage and we are bringing him out,” Sambom said in a statement.

“We will never release the pilot we are holding hostage unless Indonesia recognises and frees Papua from Indonesian colonialism.”

Reuters news agency identified the pilot as Captain Philip Merthens.

Unclear about passengers
A military spokesperson in Papua, Lieutenant-Colonel Herman Taryaman, said it was unclear if the five accompanying passengers had also been abducted.

The plane, operated by Susi Air, landed safely early this morning, before being attacked by the rebel fighters, authorities said.

The TPNPB made no mention of the passengers in its statement, but said this was the second time the group had taken a hostage. The first incident was in 1996.

The New Zealand embassy in Jakarta and the Indonesian Foreign Ministry did not immediately respond to requests for comment.

A struggle for independence in the resource-rich Indonesia’s Melanesian provinces has been waged since Indonesian gained control in a vote overseen by the United Nations in 1969, but condemned by many West Papuans as a “sham”.

The conflict has escalated significantly since 2018 with a build-up of Indonesian forces and  with pro-independence fighters mounting deadlier and more frequent attacks.

Armed conflict in West Papua continues to claim lives, displace tens of thousands of people and cause resentment at Indonesian rule.

But despite ongoing calls for help, neighbouring countries in the Pacific Islands region remain largely silent and ineffectual in their response.

This year, Indonesia’s military has increased operations to hunt down and respond to attacks by pro-independence fighters with West Papua National Liberation Army (WPNLA) which considers Indonesia an occupying force in its homeland.

Since late 2018, several regencies in the Indonesian-ruled Papuan provinces have become mired in conflict, notably Nduga, Yahukimo, Intan Jaya, Puncak Jaya, Maybrat as well as Pegunungan Bintang regency on the international border with Papua New Guinea.

The ongoing cycle of violence has created a steady trickle of deaths on both sides, and also among the many villages caught in the middle.

Identifying the death toll is difficult, especially because Indonesian authorities restrict outside access to Papua.

However, research by the West Papua Council of Churches points to at least 400 deaths due to the conflict in the aforementioned regencies since December 2018, including people who have fled their villages to escape military operations and then died due to the unavailability of food and medicine.

‘Some cross into PNG’
“We have received reports that at least 60,000 Papuan people from our congregations have currently evacuated to the surrounding districts, including some who have crossed into Papua New Guinea,” says Reverend Socratez Sofyan Yoman, president of the Fellowship of Baptist Churches of West Papua.

The humanitarian crisis which Yoman described has spilled over into Papua New Guinea, bringing its own security and pandemic threats to PNG border communities like Tumolbil village in remote Telefomin district.

Reverend Yoman and others within the West Papua Council of Churches have made repeated calls for the government to pull back its forces.

They seek a circuit-breaker to end to the conflict in Papua which remains based on unresolved grievances over the way Indonesia took control in the 1960s, and the denial of a legitimate self-determination for West Papuans.

But it is not simply the war between Indonesia’s military and the Liberation Army or OPM fighters that has created ongoing upheavals for Papuans.

This year has seen:

• more arbitrary arrests and detention of Papuans for peaceful political expression;
• treason charges for the same;
• harassment of prominent human rights defenders;
• more oil palm, mining and environmental degradation that threatens Papuans’ access to their land and forest;
• a move by Indonesian lawmakers to extend an unpopular Special Autonomy Law roundly rejected by Papuans; and
• a terror plot by alleged Muslim extremists in Merauke Regency in Papua’s south-east corner.

Not only the churches, but also Papuan customary representatives, civil society and the pro-independence movement have been calling for international help for many years, particularly for an intermediary to facilitate dialogue with Indonesia towards some sort of peaceful settlement.

Groups frustrated with Jakarta
The groups have expressed frustration about the way that Jakarta’s defensiveness over West Papua’s sovereignty leaves little room for solutions to end conflict in the New Guinea territory.

On the other hand, Indonesian government officials point towards various major infrastructure projects in Papua as a sign that President Joko Widodo’s economic development campaign is creating improvements for local communities.

Despite the risks of exacerbating the spread of covid-19 in Papua, Indonesia recently held the National Games in Jayapura, with President Widodo presiding over the opening and closing of the event, presenting it as a showcase of unity and development in the eastern region.

“The president and vice-president of Indonesia while in Papua did not discuss the resolution of the protracted Papua conflict. They turned a blind eye and heart to the Papua confict,” says Reverend Yoman.

Beyond the gloss of the Games, Papuans were still being taken in by authorities as treason suspects if they bore the colours of the banned Papuan Morning Star flag.

Regional response
At their last in-person summit before the pandemic, in 2019, Pacific Islands Forum leaders agreed to press Indonesia to allow the Office of the UN High Commissioner for Human Rights into Papua region in order for it to present them with an independent assessment of the rights situation in West Papua.

Advocating for the UN visit, as a group in the Forum, appears to be as far out on a limb that regional countries — including Australia and New Zealand — are prepared to go on West Papua.

However even before 2019, the UN High Commissioner for Human Rights office had already been trying for years to send a team to Papua, and found it difficult securing Indonesia’s approval.

That the visit has still not happened since the Forum push indicates that West Papua remains off limits to the international community as far as Jakarta is concerned, no matter how much it points to the pandemic as being an obstacle.

The question of how the Pacific can address the problem of West Papua is also re-emerging at the sub-regional level within the Melanesian Spearhead Group whose full members are PNG, Fiji, Solomon Islands, Vanuatu and New Caledonia’s Kanaks.

The United Liberation Movement for West Papua (ULMWP) is looking to unlock the voice of its people at the regional level by applying again for full membership in the MSG, after its previous application had “disappeared”.

The ULMWP’s representative in Vanuatu, Freddy Waromi, this month submitted the application at the MSG headquarters in Port Vila.

No voice at the table
The organisation already has observer status in the MSG, but as Waromi said, as observers they do not have a voice at the table.

“When we are with observer status, we always just observe in the MSG meeting, we cannot voice our voice out.

“But with the hope that we become a full member we can have a voice in MSG and even in Pacific Islands Forum and even other important international organisations.”

Indonesia, which is an associate member of the MSG, opposes the ULMWP’s claim to represent West Papuans.

“They’re still encouraging them (the MSG) not to accept us,” Waromi said of Jakarta.

He said the conflict had not abated since he fled from his homeland into PNG in 1979, but only worsened.

“Fighting is escalating now in the highlands region of West Papua – in Nduga, in Intan Jaya, in Wamena, in Paniai – all those places, fighting between Indonesian military and the National Liberation Army of West Papua has been escalating, it’s very bad now.”

Vanuatu consistently strong
Vanuatu is the only country in the Pacific Islands region whose government has consistently voiced strong support for the basic rights of West Papuans over the years. Other Melanesian countries have at times raised their voice, but the key neighbouring country of PNG has been largely silent.

The governor of PNG’s National Capital District, Powes Parkop, this month in Parliament lambasted successive PNG governments for failing to develop a strong policy on West Papua.

He claimed that PNG’s long silence on the conflict had been based on fear, and a “total capitulation to Indonesian aggression and illegal occupation”.

“We have adopted a policy that is shameful and unethical,” he said of PNG’s “friends to all, enemies to none” stance.

“How do we sleep at night when the people on the other side are subject to so much violence, racism, deaths and destruction?

“When are we going to summon the courage to talk and speak? Why are we afraid of Indonesia?”

Parkop’s questions also apply to the Pacific region, where Indonesia’s diplomatic influence has grown in recent years, effectively quelling some of the support that the West Papua independence movement had enjoyed.

Time is running out for West Papuans who may soon be a minority in their own land if Indonesian transmigration is left unchecked.

Yet that doesn’t mean the conflict will fade. Until core grievances are adequately addressed, conflict can be expected to deepen in West Papua.

Armed conflict in West Papua has caused an exodus of displaced people into one of the most remote parts of neighbouring Papua New Guinea.

The latest flashpoint in the conflict is in the Indonesian-administered Bintang Mountains regency, where state forces are pursuing West Papua Liberation Army fighters who they blame for recent attacks on health workers in Kiwirok district.

Since violence surged in Kiriwok last month, Indonesian security forces have targetted suspected village strongholds of the OPM-Free Papua Movement’s military wing.

At least 2000 people are recorded by local groups to have fled from the conflict either to other parts of Bintang Mountains (Pegunungan Bintang) or crossed illegally into the adjacent region over the international border.

Hundreds of people have fled across to Tumolbil, in Yapsie sub-district of the PNG province of West Sepik, situated right on the border.

A spokesman for the OPM, Jeffrey Bomanak, said that those fleeing were running from Indonesian military operations, including helicopter assaults, which he claimed had caused significant destruction in around 14 villages.

“Our people, they cannot stay with that situation, so they are crossing to the Papua New Guinea side.

“I already contacted my network, our soldiers from OPM, TPN (Liberation Army). They already confirmed 47 families in Tumolbil.”

Evidence of the influx
A teacher in Yapsie, Paul Alp, said he saw evidence of the influx in Tumolbil last week.

“It is easy to get into Papua New Guinea from Indonesia. There are mountains but they know how to get around to climb those mountains into Papua New Guinea.

“There are foot tracks,” he explained, adding that Papua New Guineans sometimes went across to the Indonesian side, usually to access a better level of basic services.

Alp said West Papuans who had come to Tumolbil were not necessarily staying for more than a week or so before returning to the other side.

He and others in the remote district confirmed that illegal border crossings have occurred for years, but that it had increased sharply since last month.

For decades, the PNG government’s policy on refugees from West Papua has been to place them in border camps, the main one being at East Awin in Western Province, with support from the United Nations High Commissioner for Refugees.

Thousands of displaced Papuan have ended up at East Awin, but many others who come across simply melt into the general populace among various remote villages along the porous border region.

Threadbare security
Sergeant Terry Dap is one of a handful of policemen in the entire Telefomin district covering 16,333 sq km and with a population of around 50,000.

He said a lot of people had come across to Tumolbil in recent weeks, including OPM fighters.

“There’s a fight going on, on the other side, between the Indonesians and the West Papuan freedom fighters.

“So there’s a lot of disruption there [in Tumolbil]. So I went there, and I talked to the ward development officer of Yapsie LLG [Local Level Government area], and he said he needed immediate assistance from the authorities in Vanimo [capital of West Sepik].”

“They want military and police, to protect the sovereignty of Papua New Guinea, and to protect properties to make sure the fight doesn’t come into PNG.”

Sergeant Dap said he had emailed the provincial authorities with this request, and was awaiting feedback.

More civilians crossing over
According to Bomanak, the impacts of displacement from recent attacks in Kiwirok district are ongoing.

“This problem now is as we have damage in village, more civilians will cross over in Papua New Guinea side.

“Five to six hundred villagers, civillians, mothers and children, they’re still in three locations, out in jungle in Kiwirok, and they’re still on their way to Papua New Guinea,” he warned.

On the PNG side, Sergeant Dap said some of the people coming across from West Papua have traditional or family links to the community of Tulmolbil

But their presence on PNG soil creates risk for locals who are fearful their communities could get caught in the crossfire of Indonesian military pursuing the Papuan fighters.

Dap said he spoke with the OPM fighters who had come to Tumolbil, and encouraged them not to stay long.

“I’ve talked to their commander. They said there’s another group of people coming – about one thousand-plus coming in,” he said.

“I told them, just stay for some days and then you go back, because this is another country, so you don’t need to come in. You go back to your own country and then stay there.”

The policeman has also been involved in efforts by PNG authorities to encourage vaccination against covid-19.

Mistrust of covid vaccines is deep in PNG, where only around 2 or 3 percent of the population has been inoculated, while a delta-fuelled third wave of the pandemic is causing daily casualties.

Sergeant Dap said convincing people to get vaccinated was difficult enough without illegal border crossings adding to the spread of the virus and the sense of fear.
