The last time Papua New Guinea heard “there is a stranger in the House” was when two men walked into Parliament saying they were members of a district after the 2017 national general election.

After six years the word “stranger” has again been mentioned, this time by a fiery Vanimo-Green MP Belden Namah, who voiced his displeasure when Member for Moresby South Justin Tkatchenko — the stood down Foreign Minister — stood to make his apology in Parliament yesterday.

As Tkatchenko spoke, 20 MPs walked out of the chamber in protest.

Namah, who is known to not mince his words, stood saying, “This House is the House of useless people and primitive animals. Why is this stranger allowed parliamentary privileges to make a statement?”

“He made a statement to international media. He should not be allowed to make a statement today, he should resign in disgrace and get out of this Parliament,” Namah yelled on the floor of Parliament.

As the acting Speaker Koni Iguan called for Namah to allow Tkatchenko to speak, Namah said: “ Mr Acting Speaker, he should not be allowed to speak in this Parliament.”

The public gallery was on the edge as people watched the fiery interaction between Namah, Tkatchenko and Iguan.

Ministers interjected
Several ministers interjected when Namah called Tkatchenko a “stranger”, saying that “he is a member of Parliament, he had been elected by the people of Moresby South”.

Finally Iguan reminded Namah that Tkatchenko was not a “stranger” but the MP of Moresby South.

With that final response and as Tkatchenko stood to apologise, Namah walked out followed by several governors and members of Parliament.

Tkatchenko reiterated that his comments had not been made towards the country and its people, but to individuals who were better known as “social media trolls”.

“The people of our nation want to know the truth of what was said, how this was intended, how this was manipulated and what was actually meant by my words. I made comments in a media interview that were targeted at what are better known as social media trolls,” he said.

These were “faceless people” who spent their days on social media hidden behind false names.

“They say the most disgusting things and make the most vile threats on social media,” he said.

“Regardless of any office that I represent or position that I might hold, above all else in life, first and foremost, I am the father of my children. And when I saw the vile and disgusting things that were being said about my daughter, I did have a burst of blind fury at these horrible individuals,” he added.

These disgusting individuals, some in Papua New Guinea, as well as in Australia, the UK and other places, were making sexual threats against my daughter, threatening her with “all manner of disgusting remarks”, Tkatchenko said.

“I speak with every parent in this House, and every parent in our Nation today – and seek your understanding of how angry and frustrated I was, — and still am — at these trolls.”

As part of an Indonesian-backed disinformation and troll campaign against West Papuan pro-independence advocates, a Facebook page has emerged making bitter and slanderous attacks on campaigners, Papuan exiles and media people in the Pacific region.

Among the targets for this page — dubbed “View Information”, purportedly based in the Vanuatu capital of Port Vila — are Pacific Council of Churches general secretary Reverend James Bhagwan over a “false campaign” on Papua, and Australian-based Indonesian human rights lawyer Veronica Koman who is accused of being “an imposter”.

Other targets include London-based United Liberation Movement for West Papua (ULMWP) president Benny Wenda for allegedly “masterminding the Wamena riots” in 2019, Canberra-based youth advocate and activist Ronny Kareni for “cultural mockery” and New Zealand academic and journalist David Robie.

I am accused of “continuously meeting” Benny Wenda to discuss issues relating to Papua and of “ignorance and prejudice”.

True, I did meet Benny when we hosted him at the Pacific Media Centre during his New Zealand visits in 2013 and 2017 and our team interviewed him at the time. Indeed, he was interviewed by several journalists and appeared on a number of programmes such as RNZ Pacific.

He does an extremely impressive job as a tireless and impassioned advocate for his indigenous people and independence.

One of the regular themes of the View Information page is the plight of the New Zealand pilot, Philip Mehrtens, being held hostage since February 7 by pro-independence fighters of the West Papua National Liberation Army (TPNPB-OPM).

Broker negotiations
Originally the fighters wanted New Zealand to broker negotiations with the Indonesian government in Jakarta, but the military and political authorities have refused to talk, endangering the life of the Susi Air pilot.

“Philip Mark Mehrtens is a human being and deserve[s] medical attentions [sic] as we do not know under what conditions he is living in. This sepratist [sic] are abusing his freedom and holding him against his consent and will,” says View Information.

“Isn’t this an abuse of human rights?

“[These] separatists are abusing his right to freedom from being held as a captive for unreasonable grounds. He is treated as some kind of product in a grocery store.”

About the Pacific Conference of Churches (PCC), View Information page claims: “PCC considers Papuans as [a] product or commodity in grocery stores.” That phrase again!

“PCC has become a parody conquistador for the religious groups in the Pacific and a sign of betrayal to the Papuans.

“Papuans are this cheap that the PCC has to sell them for money.

“Say no to PCC before it is too late.”

Riots ‘mastermind’
About the 2019 rioting in Wamena and across the region characterised by advocates of an independent West Papua as the “Papuan Rising” and likened to the Arab Spring: “The Papua Extremist Group (ULMWP) led by Benny Wenda is the mastermind behind the West Papua riots.

“They were designed a riot exactly one day before the UN General Assembly (24/9) began with student access campaign.”

Like most of the other claims on this FB page, there is not a single source given in any attempt to back up the hostile statements. Genuine information about the ULMWP is available here.

About the United Nations, View Information claims: “The UN has never declared there is genocide taking place in Papua or West Papua. It has addressed issues of civilians being killed by the armed separatists in Nduga Regency.”

This another lie. The UN has reported about allegations of “slow genocide” in Papua in 2014 and on other occasions, and last year UN special rapporteurs reported on the “shocking abuses against Indigenous Papuans”. There have been countless such reports and a 2018 agreement by Jakarta for the UN Commissioner for Human Rights to visit Papua to make an independent report has never materialised.

A feature of this propaganda page is the wild and sweeping statements and allegations without a shred of evidence. No information about the “publishers” or “writers” is divulged, although it claims to provide “factual, balanced, quality and fair reporting”.

Jakarta causing confusion
Jakarta’s misinformation campaign that has been causing confusion throughout the world has been stepped up in recent months.

“Indonesian intelligence has allocated considerable funds globally, especially in Oceania, to target and discredit any person or institution sharing information about the genocide in West Papua,” says Yamin Kogoya, a regular contributor and commentator for Asia Pacific Report.

“The same thing is happening inside West Papua – the spreading of fake, false information often under the names of OPM, ULMWP and other groups advocating for a free West Papua.

“The internationalisation of West Papua’s issue has been Jakarta’s primary concern, knowing how they stole it — West Papua’s sovereignty — 60 years ago.”

A human rights advocate appealed tonight for people in Aotearoa New Zealand to take personal responsibility in the fight against disinformation and to upskill their critical thinking skills.

Anjum Rahman, project lead of the Inclusive Aotearoa Collective Tāhono, said this meant taking responsibility for verifying the accuracy and source of information before passing it on and not fuelling hate and misunderstanding.

“Our democracy is very fragile,” she warned while delivering the annual David Wakim Memorial Lecture 2022 with the theme “Protecting Democracy in an Online World” at Parnell’s Jubilee Hall.

She said communities were facing challenging and rapidly changing times with climate change, conflicts, inflation and the ongoing pandemic.

“If our democracy fails, all those other things fail as well,” she said.

“And for those of us who are more vulnerable it is a matter of life and death.

“Who most stand to lose their freedom if democracy fails? Who will be on the frontline to be exterminated?”

Rahman is co-chair of the Christchurch Call Advisory Network and a member of the Independent Advisory Committee of the Global Internet Forum for Countering Terrorism.

Argued strongly for diversity
As an advocate, she has argued strongly for many years in support of diversity and inclusion and in 2019 was made a member of the New Zealand Order of Merit.

On the third anniversary of the 15 March 2019 mosque massacre, she wrote in a column for The Spinoff that “we don’t need any more empty platitudes of sorrow . . . we need firm action and strong resolve. Across the board.”

The recommendations of the Royal Commission of Inquiry were more critical now than ever, and absolutely urgent, she wrote.

“In a world that feels chaotic, with war, rising prices, anger and hate expressed in protests across the world, our hearts seek a certainty that isn’t there.

“We need more urgency, and in many areas. I’m still disappointed with the Counter-Terrorism legislation passed last year, granting greater powers without evidence of any benefit. Hate speech legislation has been delayed, and we await a full review and overhaul of the national security system.”

A founding member of the Islamic Women’s Council of New Zealand, Rahman gave a wide-ranging address tonight on the online challenges for democracy, and answered a host of questions from the audience of about 100.

“I’m really worried about trolls,” said one. “They affect government, they influence voters, they have an impact on all sorts of decision making – what can be done about it?”

Rahman replied that it was very difficult question – “I wish there was a simple answer.”

Removing troll incentives
She said there needed to be more education and greater awareness of the activities of trolls and the sort of social media platforms they operated on.

One problem was that the more attention paid trolls got, it often meant the more money they were getting.

A challenge was to remove the incentive being given to them.

Award-winning cartoonist Malcolm Evans asked Rahman what her response was to the global situation “right now” with the invasion of Ukraine where people were “under intense pressure to vilify the Russians . . . treating them as ‘evil’.”

He added that “we live in a time that is probably the most dangerous that I have experienced in my lifetime … we are facing an Armageddon and I blame the media for that.

“It’s a disgrace.”

This led to a discussion by Pax Christi Aotearoa’s Janfrie Wakim about how Evans lost his job as a cartoonist on The New Zealand Herald in 2003 for “naming Israeli apartheid” over the repression of Palestinians to the loud applause of the audience.

‘Quality journalism’ paywalls
In a discussion about media, Rahman said she was disturbed by the failures of the media business model that meant increasingly “quality journalism” was being placed behind paywalls while the public that could not afford paywalls were being served “poor quality” information.

Introducing Anjum Rahman, Pax Christi’s Susan Healy said how “especially delighted the Wakim whanau were” that she had agreed to give the lecture.

David Wakim was the inaugural president of Pax Christi Aotearoa, an independent section of Pax Christi International, a Catholic organisation founded in France at the end of World War Two committed to working “to transform a world shaken by violence, terrorism, deepening inequalities, and global insecurity”.

Growing up in a Sydney Catholic family, Wakim was an advocate of interfaith dialogue. His travels in Muslim countries strengthened his links with the three faiths of Abraham – Judaism, Christianity and Islam.

He helped establish the Council of Christians and Muslims in Auckland, but was especially committed to Palestinian rights.

Wakim died in 2005 and the annual lecture honours his and Pax Christi’s mahi for Tiriti o Waitangi, interfaith dialogue, peace education, human rights and restorative justice.
