Australia is seeking observer status at the Melanesian Spearhead Group (MSG) but has not committed to giving a role to Torres Strait Islanders, its own Melanesian population.

Responding to questions from the Torres News at the Pacific Islands Forum Leaders Meeting (PIFLM) in Palau last week, Minister for Pacific Island Affairs Pat Conroy confirmed the federal government was applying.

“We’re obviously keen to make that happen, because we see value in having the people of Australia as an observer through the Australian government at the Melanesian Spearhead Group,” Conroy told a press conference in Palau.

The MSG was founded in 1986 with the primary purpose of supporting decolonisation and self-determination for Melanesian people.

Its current membership includes the governments of Fiji, Papua New Guinea, Solomon Islands, Vanuatu and the Front de Libération Nationale Kanak et Socialiste (FLNKS), representing the Kanak independence movement of the French overseas territory of New Caledonia.

The United Liberation Movement for West Papua (ULMWP), which is seeking independence from Indonesia, holds observer status but has previously sought full membership.

On the sidelines of the PIF leaders meeting, newly appointed MSG Director-General Dr Anna Naupa told the Torres News the Pacific sub-regional group was preparing for a mid-term review of its 25-year 2038 Prosperity for All strategy.

Engaging with ‘Melanesian brothers and sisters’
“All our Indigenous people, wherever we are within our vast Melanesian communities, should certainly be part of conversations about anything to do with our Melanesia and this is something that we hope to pursue when we come to review the plan,” Dr Naupa said.

Asked if the Torres Strait could apply for observer status, she responded that it could be considered.

“The MSG in its structure is around states and the FLNKS, the movement, and recognition of different types of observers and associate members, but that does not preclude us from engaging with our Melanesian brothers and sisters more broadly,” she said.

Since the 1936 Maritime Strike, Torres Strait Islanders have sought various forms of self-governance and autonomy, including calls in the 1980s to cede from Australia due to “neglect” of their people and region.

Australia has engaged with the MSG in recent years but not with or through its Torres Strait Islander citizens.

“I can’t comment about the past but what I can say is that because of our attention to our Indigenous Melanesian peoples, that is the preference,” she said.

In 2025, Conroy was a guest at the 23rd MSG Leaders’ Summit held in Fiji, the first time an Australian minister has attended their meeting.

Non-commital on ‘greater voice’
He would not say if he supported Torres Strait Islanders having a greater voice in the Pacific or a seat at the MSG table.

“Obviously, there’s a process that is going through where the Melanesian Spearhead Group considers whether Australia would be an observer at the MSG,” he said.

MSG has flagged that it will also review Indonesia’s associate membership in 2027 if it does not enable a visit by the UN Human Rights Commissioner to investigate abuses in its Papuan provinces.

Australia has in recent years faced criticism from UN human rights bodies for some states blocking visits to prisons to investigate conditions for Aboriginal and Torres Strait Islander detainees.
