<p>Middle East political analyst Zeidon Alkinani says Israel’s military is continuing “business as usual” to the east of the yellow line in Gaza in spite of the ceasefire deal.</p>
<p>The military withdrew behind the yellow line as part of the ceasefire deal, while the government works to ensure “absolute gains” in the enclave and the continuation of its “political, economic and military occupation”, Alkinani <a href="https://www.aljazeera.com/news/liveblog/2025/10/27/live-unexploded-bombs-threaten-lives-in-gaza-search-for-bodies-continues">told Al Jazeera</a>.</p>
<p>While “the attacks are much more minimised” compared with before the ceasefire, Israel’s political establishment was still trying to exert leverage over Gaza’s future — including the makeup of an international security force.</p>

<p>Hamdah Salhut, reporting from Amman, Jordan, because Al Jazeera is banned from Israel and the occupied West Bank, said that the Israelis had been putting a lot of pressure on mediators, specifically the United States.</p>
<p>“They’re saying they’re not ready for any talks on phase two or what’s next of this deal until the remaining 13 bodies of captives are brought back from Gaza,” she said.</p>
<p>“Hamas has said they don’t know where those bodies are, and they need assistance on the ground in the form of specialised teams and heavy machinery.”</p>
<p>Israel had been reluctant at first to allow this to happen.</p>
<p><strong>Turkish team barred</strong><br />
“In fact, there was a Turkish team of about 80 people who were on the other side of the border just last week, whom Israel denied entry to,” Salhut said.</p>
<p>“But now they have allowed in an Egyptian team, alongside the Red Cross. Hamas too are now searching in areas that are technically under Israeli control, outside that yellow line perimeter where Israeli forces withdrew from.”</p>
<p>Meanwhile, an <a href="https://www.aljazeera.com/news/liveblog/2025/10/27/live-unexploded-bombs-threaten-lives-in-gaza-search-for-bodies-continues">emergency doctor at Gaza City’s al-Shifa Hospital</a> says her team is treating a growing number of Palestinians who have been injured by unexploded ordnance when they return to their homes following their displacement by the war.</p>
<p>“As people come back to the north after the heavy bombardment . . . they’re moving into their old homes, they’re setting up tents in the rubble, and there are so many unexploded missiles,” said the doctor, who gave her name as Harriet.</p>
<p>She said children were among those being injured by the ordnance left scattered across the territory, adding her team had recently treated siblings aged five and seven who had sustained blast and shrapnel injuries from a bomb.</p>
<p>About 66,000 tonnes of unexploded ordnance remain lying around Gaza, and at least 53 people have been killed by the bombs so far.</p>

The UN’s Palestinian refugee agency (UNRWA) says Israel is <a href="https://www.aljazeera.com/news/liveblog/2025/10/27/live-unexploded-bombs-threaten-lives-in-gaza-search-for-bodies-continues">continuing to block its international staff</a> and humanitarian aid from entering Gaza.</p>
<p>Still, about 12,000 of its local staff are pushing ahead with the delivery of “healthcare, psychosocial support, and education to the people, often under unimaginable conditions”, the agency said in a post on X.</p>
<p>Israel had banned UNRWA from operating in territory it controls last year, claiming a number of its employees were members of Hamas.</p>
<p>The International Court of Justice <a href="https://www.unrwa.org/newsroom/official-statements/unrwa-commissioner-general-gaza-i-welcome-unambiguous-ruling">ruled last week that Israel</a>, as an occupying power, must support relief efforts provided by the UN and its entities, including UNRWA. It also found that Israel had not substantiated its claims that a significant number of UNRWA employees were Hamas members.</p>
<p>In its post, UNRWA said “a ceasefire alone is not enough.</p>
<p>“Food, hygiene kits, tents, and other supplies are desperately needed,” it added.</p>

<p>The Green Party says New Zealand has put its relationship with the NATO security alliance ahead of saving lives in Ukraine.</p>
<p>Prime Minister Jacinda Ardern yesterday announced <a href="https://www.rnz.co.nz/news/political/463731/watch-new-zealand-pledges-another-5m-to-support-ukraine-including-military-aid">$5 million would go to a NATO fund</a> for the purchase of &#8220;non-lethal military assistance&#8221; such as fuel, rations and first aid equipment.</p>
<p>The North Atlantic Treaty Organisation, or NATO, is a security alliance including the United States, Canada and 28 European nations.</p>

<p>Green Party Foreign Affairs spokesperson Golriz Ghahraman told RNZ the funding appeared to be a &#8220;diplomatic nod&#8221; and could have been put to better use.</p>
<p>&#8220;It looks like we&#8217;re trying to be part of the &#8216;Coalition of the Willing&#8217; &#8212; so to speak &#8212; when that&#8217;s not actually our best contribution,&#8221; Ghahraman said.</p>
<p>&#8220;That $5m could have gone to aid where it would immediately be saving lives &#8230; versus us ticking-the-box of being in the NATO circle while giving very little by way of actually helping people in this conflict.&#8221;</p>
<p>Ghahraman said Ukrainian refugees were desperately in need of food, blankets, medicine and shelter.</p>
<p><strong>&#8216;Contending with covid&#8217;</strong><br />
&#8220;They are contending with covid at the same time they&#8217;re living through a European winter &#8212; millions upon millions, displaced in refugee camps or in need of resettlement.&#8221;</p>
<p>To date, New Zealand has contributed $6m in humanitarian aid, mostly through the Red Cross. The government has also created a <a href="https://www.rnz.co.nz/news/political/463338/visas-for-ukrainian-new-zealanders-families-as-government-increases-aid">special visa to assist Ukrainians</a> to join their relatives in New Zealand.</p>
<p>Speaking at a media conference on Monday, Ardern said the &#8220;extraordinary measures&#8221; to help Ukrainian forces were in direct response to requests from Ukraine.</p>
<p>Asked to explain the pivot from humanitarian aid to military assistance, Ardern described Russia&#8217;s invasion of Ukraine as &#8220;a massive disruption to the international rules-based order&#8221;.</p>
<p>The Defence Force will also donate surplus stock of 1066 body armour plates, 571 camouflage vests and 473 helmets to Ukrainian forces.</p>
<p>ACT leader David Seymour said New Zealand&#8217;s contribution was &#8220;pathetic&#8221; and should include direct weapon support.</p>
<p>&#8220;How long do we want to be the weakest link in the West? We have to answer the call and provide what we have to help these people defend their homes.&#8221;</p>
<p><strong>Send missile launchers</strong><br />
Seymour said New Zealand should immediately send Ukraine its supply of Javelin medium-range missile launchers.</p>
<p>&#8220;They&#8217;re not doing much here &#8212; I haven&#8217;t seen any Russian tanks in New Zealand lately &#8212; but they could do a lot over there,&#8221; Seymour said.</p>
<p>Ardern said directly providing weapons would be a &#8220;fundamental change&#8221; in the country&#8217;s approach to the conflict, but the option remained on the table.</p>
<p>She noted New Zealand did not have a large supply of such equipment.</p>
<p>National Party Foreign Affairs spokesperson Gerry Brownlee told RNZ the government&#8217;s response, so far, was appropriate.</p>
<p>&#8220;The circumstances here are very different than anything we&#8217;ve had to deal with before,&#8221; Brownlee said. &#8220;We should be doing our bit.&#8221;</p>
<p><strong>Providing firepower</strong><br />
Brownlee said the option of providing firepower could potentially be considered &#8220;further down the track&#8221;.</p>
<p>&#8220;Our contribution would be so small compared to that from the United States or Great Britain,&#8221; Brownlee said.</p>
<p>&#8220;Whatever we do, clearly we&#8217;re going to have to operate through NATO and their connections into Ukraine to make sure that whatever assistance is given does get to the right place.&#8221;</p>

<p>Two small babies were shot by the Indonesian military in Intan Jaya two days ago, claims the United Liberation Movement of West Papua (ULMWP).</p>
<p>One of them has died, and the other is in critical condition. Thousands more West Papuans have been displaced in Intan Jaya and Maybrat as <a href="https://jubi.co.id/papua-helikopter-bombardir-4-kampung-di-peg-bintang/amp/">Indonesia bombs villages</a>.</p>

<p>One two-year-old, Nopelinus Sondegau, was <a href="https://www.facebook.com/100068146748763/posts/188752576739633/?d=n">killed by the Indonesian forces</a>, ULMWP interim president Benny Wenda said in a statement.</p>
<p>A five-year old, Yoakim Majau, was also shot. The bullet was still in the baby’s shoulder.</p>
<p>&#8220;These killings are happening under the eye of the world while the Indonesian President [Joko Widodo] and ministers pretend that nothing is happening during talks with Pacific and Melanesian leaders,&#8221; said Wenda.</p>
<p>&#8220;These killings are happening as Indonesia tries to turn West Papua’s killing fields into a <a href="https://www.indonesia.travel/gb/en/destinations/maluku-papua/raja-ampat">tourist destination</a>.&#8221;</p>
<p>Wenda called for urgent United Nations intervention.</p>
<p>&#8220;Indonesia cannot use coronavirus as an excuse to delay the visit of the UN High Commissioner, recently <a href="https://www.ulmwp.org/news-basque-parliament-passes-resolution-in-support-of-west-papua">called for by the Basque Parliament</a>, any longer,&#8221; he said.</p>
<p>&#8220;Indonesia has hosted national games in West Papua during coronavirus, Indonesia has sent thousands of troops to West Papua during coronavirus, now Indonesia is killing small children during coronavirus.</p>
<p>&#8220;There can be no more excuses. Amnesty International, Red Cross, all international journalists, must be allowed in to monitor this urgent situation.</p>
<p>&#8220;My people are screaming for help. Where is the world?&#8221;</p>

<p>The Vanuatu Red Cross Society (VRCS) is one of the first humanitarian organisations to intervene and support the volcano internal refugees who were victims of eviction order at MCI on the road to Blacksand last week.</p>
<p>Emma Mesao, senior branch officer of SHEFA Red Cross, said the organisation dealt with the lives of people, and they responded to natural disasters.</p>
<p>While the eviction was not a natural disaster, people’s living and welfare had been affected.</p>
<p>On Thursday, a team was deployed to the area to assess the situation and identified two priority needs, including shelter and water.</p>
<p>The Red Cross distributed two tarpaulins and two jerry cans to each household. More than 60 households received their share of emergency supplies.</p>
<p>Mesao confirmed that when distributing the supplies, they had also encouraged the people to boil water before drinking to avoid other health issues.</p>
<p><strong>Relocated to other settlements</strong><br />
Most of the families have relocated to other settlements.</p>
<p>Many of them went to Blandiniere Stage Three, and Crystal Blue Area.</p>
<p>Others went to other areas within the peri-urban areas of Port Vila, including Blacksand and Erangorango.</p>
<p>The Red Cross team visited all the areas to distribute the water containers and tarpaulins.</p>
<p>Speaking on behalf of the families at MCI, Lai Sakita, thanked the Red Cross for providing the families with the tarpaulins and jerry cans.</p>
<p>These emergency supplies would allow the people to set up temporary shelters while they resettled.</p>
<p>SHEFA Provincial Government Council, through its National Disaster Management Office officer supported VRCS in the logistics, during the distribution rollout.</p>
<p>He said these families were victims of the ash-fall from Tanna’s Yasur volcano.</p>

<p>The Indonesian state is causing a renewed humanitarian crisis in West Papua. Three young West Papuan men have been murdered by the Indonesian military in Intan Jaya Regency, and hundreds of residents have now fled the area in fear.</p>
<p>Indonesia must urgently allow the International Committee of the Red Cross and the UN High Commissioner for Human Rights into West Papua, says the leader of a &#8220;provisional&#8221; Papuan government.</p>
<p>The authorities in Jakarta have been blamed for &#8220;causing a renewed humanitarian crisis&#8221;.</p>

<p>Benny Wenda, interim president of the United Liberation Movement of West Papua provisional government, said in a statement that <a href="https://asiapacificreport.nz/2021/02/22/three-papuan-youths-killed-in-torture-reprisal-by-indonesian-military/">three young Papuan men had been murdered</a> by the Indonesian military in Intan Jaya regency.</p>
<p>Hundreds of residents had now &#8220;fled the area in fear&#8221;.</p>
<p>Wenda also called on Pacific nations to pay close attention to what was happening in West Papua.</p>
<p>The three men, Janius Bagau were, Justinus Bagau and Soni Bagau, were alleged to have been tortured and <a href="https://en.jubi.co.id/three-intan-jaya-men-dead-in-the-hands-of-tni/">killed on February 15</a> in a health centre where one of them was receiving treatment after being shot in the arm by a soldier.</p>
<p><strong>Amnesty statement of concern</strong><br />
Amnesty Indonesia has <a href="https://www.amnesty.id/papua-usut-dugaan-pembunuhan-tiga-orang-di-bilogai-sugapa-intan-jaya/">issued an urgent statement</a> of concern over the killings.</p>
<p>&#8220;Fearing more acts of violence, <a href="https://www.bbc.com/indonesia/indonesia-56102692">at least 600 men, women and children</a> have been displaced by the military’s actions, seeking shelter in a Catholic compound,&#8221; said the statement.</p>
<p>&#8220;They join over <a href="https://spcommreports.ohchr.org/TMResultsBase/DownLoadPublicCommunicationFile?gId=25322">50,000 West Papuans internally displaced</a> by Indonesian operations since December 2018. <a href="https://www.humanrightspapua.org/news/33-2021/743-update-on-health-condition-of-idps-from-nduga-many-children-suffer-scabies">Over 400 have died</a> from a lack of medical treatment and supplies. Indonesia is <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=3601528">ethnically cleansing</a> my people.&#8221;</p>
<p>Wenda said that people displaced by the operations would have no access to healthcare.</p>
<p>&#8220;They cannot tend to their crops. The children cannot go to school. In the middle of a pandemic, Indonesia continues to kill us West Papuans and force us from our homes by our thousands.</p>
<p>&#8220;The Indonesian state has <a href="https://www.ulmwp.org/ulmwp-chair-martial-law-is-being-imposed-in-west-papua">imposed martial law</a>, using the covid-19 crisis as a cover to conduct military operations.</p>
<p>&#8220;As the West Papua Council of Churches, the four Protestant denominations in our nation, put it in a statement on February 5, ‘The Land of Papua has become a military operation area&#8217;.</p>
<p><strong>International monitoring</strong><br />
The <a href="https://www.ulmwp.org/benny-wenda-provisional-government-of-west-papua-wont-bow-down-to-jakarta">ULMWP provisional government</a> demanded that Indonesia immediately allow the international community into West Papua to assist civilians affected by military operations. It said:</p>
<ul>
<li>Indonesia must allow the UN High Commissioner for Human Rights into West Papua to conduct an investigation into the human rights situation, in accordance with the <a href="https://www.ulmwp.org/netherlands-becomes-83rd-state-calling-for-un-visit-to-west-papua">call of 83 international states</a>; and</li>
<li>Indonesia must invite the International Committee of the Red Cross into West Papua. The Red Cross was banned from entering in 2009.</li>
</ul>
<p>&#8220;Regional leaders must pay attention to what is taking place in West Papua,&#8221; said Wenda.</p>
<p>&#8220;Australia, New Zealand, the Pacific Islands Forum: Indonesia is hiding behind claims of ‘sovereignty’ to crush my people.</p>
<p>&#8220;This is not an ‘internal matter’, this is a question of military occupation and colonialism.</p>
<p>&#8220;Our right to self-determination under international law is bullet-proof. Indonesia has lost the moral, political and legal argument, and has turned to the last thing it has left: brute violence.</p>
<p>&#8220;We need urgent action to protect my people.&#8221;</p>

<p>Tropical Cyclone Pam brought wide-spread devastation to Vanuatu nearly two years ago.</p>
<p>It also brought an outpouring of aid &#8211; including 70 shipping containers of unrequested goods from well-intentioned donors who hoped their collections of food, used clothes and household items would reach people in need.</p>
<p>“Massive amounts of cargo started arriving after the cyclone hit and even though my teams were working around the clock, we were inundated,” recalls Benjamin Malas, Vanuatau’s Customs Director.</p>
<p>He was speaking recently in Geneva at a conference of humanitarian aid and government representatives on managing and reducing unsolicited donations during disasters.</p>
<p>“Huge containers were arriving fully loaded with random, poorly packaged and unlabeled items that no one claimed, but still had to be inspected, cleared and stored,” Malas said.</p>
<p>“Some of these donations were put to good use, but much of it never left the wharf.”</p>
<p>An influx of unsolicited donations or gifts-in-kind from well-meaning individuals, community and diaspora groups is a common occurrence in the aftermath of big disasters. In Vanuatu, the items often arrived unannounced, unrequested, without proper paperwork and lacking a defined consignee.</p>
<p><strong>&#8216;Inappropriate for response&#8217;</strong><br />
“All too often, these unsolicited donations are inappropriate for the response and don’t meet the needs of the affected populations,” explained Anna Young, who researched and authored a recent report on unsolicited bilateral donations, commissioned by the Australian Red Cross.</p>
<p>“Without a clear plan for getting the goods out to people or funding to process and distribute them, they end up clogging supply chains, disrupting local markets, incurring local costs for handling and storage and diverting valuable time and resources from the response and recovery operations,” Young told the gathering.</p>
<p>In Vanuatu, 20 containers, each containing up to 22 tonnes of donated goods, went uncollected. A year later, they had accumulated more than $2 million in storage fees.</p>
<p>More than half of the donated food, including flour, noodles, juice and tinned fish, had expired and had to be dumped.</p>
<p><strong>Communicating &#8216;cash is best&#8217;</strong><br />
Whenever a disaster hits, first responders like the Red Cross and Red Crescent get swamped with queries from generous people who want to donate supplies, and have limited success in convincing callers that cash is best.</p>
<p>According to the Australian Red Cross report, most relief agencies attempt to do the same, using a similar rationale.</p>
<p>It costs far more to ship and process goods than it would to buy them locally.</p>
<p>Buying locally supports local economies, reduces logistical problems and costs and gets supplies to affected communities quickly.</p>
<p>Cash is fast and flexible and allows responders to provide vital support, based on what affected communities need and want.</p>
<p>“Still, it’s a difficult conversation to have with people who want to help, and it’s a conversation that should start before emergencies happen,” said Young.</p>
<p>Among the key findings of the Australian Red Cross report, Young noted, is that preparedness messaging about effective and responsible giving has been successful in reducing unsolicited donations.</p>
<p>“We found that cash is best messages are received far more favorably in advance of disasters as opposed to after they strike when emotions run high,” Young added.</p>
<p><strong>Regulating relief<br />
</strong>It is also critical that governments have clearly articulated laws, policies and procedures in place to facilitate and regulate incoming international assistance, including unsolicited bilateral donations, Lucia Cipullo told the gathering.</p>
<p>She is the senior legislative advocacy officer for the IFRC’s Disaster Law programme, which helps governments strengthen legal frameworks for international disaster relief.</p>
<p>“When countries do not have the right laws and policies, it hampers the response, making aid slower, more expensive, less effective and sometimes counter-productive,” Cipullo said.</p>
<p>Vanuatu did not have the necessary procedures in place to handle the influx of incoming aid and unwanted goods before Cyclone Pam, but the storm and its aftermath served as a catalyst.</p>
<p>The Vanuatu Red Cross and IFRC’s Disaster Law programme have been working with the government of Vanuatu to strengthen their national disaster management laws and procedures, including systems to reduce unsolicited donations in future disasters.</p>
<p>Benjamin Malas said it was the local communities in Vanuatu who were at the heart of every response when disasters happened, but he believes that improved communication, coordination, systems and procedures would make a big difference the next time around, particularly when it comes controlling unsolicited donations.</p>
<p><strong>Way forward</strong><br />
Recommendations offered in the Australian Red Cross report were largely echoed by participants at the conference. They include:</p>
<ul>
<li>Enhanced investment and coordination by the humanitarian community and government partners in educating the public, business sector and media on how to effectively and responsibly help in disasters, before, during and after they happen.</li>
<li>Broader dissemination and adaptation of well-developed messaging, media toolkits, public engagement strategies and other resources on unsolicited donations, produced by agencies like the US Center for Disaster Information (CIDI).</li>
<li>Development of a centralized information hub and platform for would be donors to harness people’s generosity, provide practical information on best donation practices and specific information on needs, requested assistance and country-specific policies and regulations on aid during emergencies.</li>
<li>Increased support to governements to strengthen disaster laws, policies and standard operating procedures for international relief operations.</li>
<li>Greater transparency on how monetary contributions are used to build trust.</li>
