<p>Reports from West Papua say as many as five people have been shot dead in Dogiyai regency in an alleged retaliatory attack after a policeman was killed.</p>
<p>A joint police and military operation was launched in the regency in Indonesia&#8217;s Central Papua province to respond to the killing, by apparent stabbing, of a police officer &#8212; a Papuan &#8212; in Kamu District&#8217;s Moanemani town on Tuesday.</p>
<p>According to Papuan news media outlet <em>Suara Papua</em> and the <a href="https://humanrightsmonitor.org/case/at-least-five-papuan-civilians-killed-and-three-injured-by-bullets-during-alleged-retaliatory-security-force-operation-in-dogiyai-two-minors-among-the-victims/">Human Rights Monitor group</a>, security forces are alleged to have indiscriminately opened fire in a series of villages in Moanemani.</p>

<p>The Papua-based human rights and peace NGO Solidaritas Rakyat Papua, cited by <em>Suara Papua</em>, reported that four Papuan civilians including a 12-year-old boy, were shot dead by the security forces, and another four were injured, adding that one police officer was earlier killed and another injured.</p>
<p>However, Human Rights Monitor reported that at least six Papuans were shot dead in the alleged retaliatory operation, while at least two others sustained gunshot injuries.</p>
<p>The Indonesian Embassy in New Zealand confirmed the officer&#8217;s death, attributing it to an &#8220;armed criminal group&#8221;, the government&#8217;s label for West Papuan independence fighters.</p>
<p>But it said it was not yet able to confirm further casualties as the incident was still being investigated.</p>
<p>The United Liberation Movement for West Papua (ULMWP) statement claimed on Thursday that at least five Papuans had been killed in the unrest in Dogiyai. <a href="https://www.ulmwp.org/urgent-multiple-west-papuans-massacred-by-indonesian-police-in-dogiyai">The dead Papuans were named in the statement</a>.</p>
<p>The embassy accuses the ULMWP of often claiming its members as civilian casualties.</p>
<p>Human Rights Monitor said the violent crackdowns occurred amid escalating tensions and heavy deployment of security forces across Dogiyai Regency in the past month.</p>

<p>Australian solidarity activists today marked the 27th anniversary of the Biak massacre in West Papua and have warned the human rights crisis in the Indonesian-ruled Melanesian region is deteriorating.</p>
<p>No Indonesian security force member has ever been charged or brought to justice for the human rights abuses committed against peaceful West Papuan demonstrators.</p>
<p>According to Elsham Papua, a local human rights organisation, <a href="https://en.wikipedia.org/wiki/Biak_massacre">eight people were killed</a> and a further 32 bodies were found near Biak in the following days. However, some human rights sources put the death toll at about 150.</p>

<p>&#8220;Twenty seven years later, the human rights situation in West Papua continues to deteriorate,&#8221; said Joe Collins of the Australia West Papua Association (AWPA) in a statement today.</p>
<p>&#8220;West Papuan people continue to be arrested, intimidated and killed by the Indonesian security forces.</p>
<p>&#8220;There are ongoing clashes between the TPNPB [West Papua National Liberation Army] and the Indonesian security forces with casualties on both sides.</p>
<p>&#8220;As a result of these clashes, the Indonesian security forces carry out sweeps in the area, causing local people to flee in fear for their lives.</p>
<p><strong>&#8216;Bearing the brunt&#8217;</strong><br />
&#8220;It’s the internal refugees bearing the brunt of the conflict.”</p>
<p>According to the AWPA statement, 6 July 1998 marked the Biak massacre when the Indonesian security forces killed scores of people in Biak, West Papua.</p>
<p>The victims included women and children who had gathered for a peaceful rally. They were killed at the base of a water tower flying the <em>Morning Star</em> flag of independence.</p>

<p>As the rally continued, many more people in the area joined in with numbers reaching up to about 500 people.</p>
<p>The statement said that from July 2 that year, activists and local people started gathering beneath the water tower, singing songs and holding traditional dances.</p>
<p>&#8220;On July 6 the Indonesian security forces attacked the demonstrators, massacring scores of people,&#8221; said the statement.</p>
<p><strong>Internally displaced</strong><em><br />
Human Rights Monitor</em> reported in its June update that more than 97,721 people in West Papua were internally displaced as a result of armed conflict between Indonesian security forces and the TPNPB.</p>
<p>Human Rights Watch in a media statement in May 2025 reported that renewed fighting between the security forces and the TPNPB was threatening West Papua civilians.</p>
<p>&#8220;As the West Papuan people struggle for their right to self-determination, they face great challenges, from the ongoing human rights abuses to the destruction of their environment,&#8221; said Collins in the statement.</p>
<p>&#8220;However, support/knowledge for the West Papuan struggle continues to grow, particularly in the Pacific region,&#8221; he said.</p>
<p>&#8220;If some governments in the region are wavering in their support, the people of the Pacific are not.</p>
<p><strong>Pacific support &#8216;unwavering&#8217;<br />
</strong>Jakarta has been targeting Pacific leaders with aid in a bid to convince them to stop supporting the West Papuan struggle.</p>
<p>Civil society and church groups continue to raise awareness of the West Papuan situation at the UN and at international human rights conferences.</p>
<p>&#8220;The West Papuan people are not going to give up their struggle for self-determination,&#8221; Collins said.</p>
<p>&#8220;Time for the countries in the region, including Australia, to take the issue seriously. Raising the ongoing human rights abuses with Jakarta would be a small start&#8221;.</p>

<p>Members of Indonesia&#8217;s Nduga District Police and the Damai Cartenz Police Task Force have raided a residential house and the local head office of the Papuan Tabernacle Church (Kingmi Papua) in the town of <a href="https://www.google.com/maps/@-4.596603,138.3838345,5668m/data=!3m1!1e3?entry=ttu">Kenyam</a>, Nduga Regency, Papua Pegunungan Province, <a href="https://humanrightsmonitor.org/case/police-officers-raid-residential-house-and-tabernacle-church-office-in-nduga-six-persons-arbitrarily-arrested-twelve-tortured/">reports Human Rights Monitor</a>.</p>
<p>Before raiding the Kingmi Papua office on September 17, the police officers arbitrarily arrested Melince Wandikbo, Indinwiridnak Arabo, and Gira Gwijangge in their home in Kenyam.</p>
<p>They were tortured and forced to reveal the names of people who had attended a recent burial of several members of the West Papua National Liberation Army (TPNPB).</p>

<p>After one of the suspects mentioned the name of Reverend Urbanus Kogeya, the police officers searched the Kingmi Papua Office in Kenyam.</p>
<p>They arrested three other Papuans without showing a warrant. Police officers reportedly beat them during arrest and subsequent detention at the Nduga District police headquarters.</p>
<p>Everybody detained were later released due to lack of evidence.</p>
<p>Local Kingmi Papua church leaders and congregation members slept inside the Kingmi head office that night because they were preparing for a church event.</p>
<p>Around 11:30 pm, the police officers forcefully entered the office, breaking the entrance door.</p>
<p><strong>Excessive force</strong><br />
According to the church leaders, the officers used excessive force against the suspects and the office facilities during the raid. <a href="https://humanrightsmonitor.org/case/police-officers-raid-residential-house-and-tabernacle-church-office-in-nduga-six-persons-arbitrarily-arrested-twelve-tortured/">Nine people suffered injuries as a result of police violence</a> during the raid at the Kingmi Papua office &#8212; including an 85-year-old man and four women.</p>

<p>As Reverend Nataniel Tabuni asked the officers why they had come at night and broken the entrance door, a police officer approached him and punched him three times in the face.</p>
<p>According to Reverend Tabuni, one of the police officers ssaid: “You are the Church of Satan, the Church of Terrorists! You are supporting Egianus Kogeya [TPNPB Commander in Nduga] under the pretext of praying.”</p>
<p>The acts of torture were witnessed by the head of Nduga Parliament (DPRD), Ikabus Gwijangge.</p>
<p>He reached the Kingmi Papua Office around 11:45 pm after hearing people shouting for help.</p>
<p>As Gwijangge saw the police officers beating and kicking suspects, he protested the use of excessive force and called on the officers to follow procedure.</p>
<p><strong>&#8216;I&#8217;ll come after you&#8217;</strong><br />
A Damai Cartenz officer reportedly pointed his finger at Gwijangge and threatened him, saying: “Stupid parliamentarian. I’ll come after you! Wherever you go, I will find out where you are. I’ll chase you!”</p>
<p>Another police officer pushed Gwijangge outside the building to prevent him from witnessing the police operation. After that, the police officers searched all the office rooms and broke another office door.</p>
<p>The Nduga police chief (Kapolres), Commissioner Vinsensius Jimmy, has apologised to the local church leaders for the misconduct of his men.</p>
<p>The victims demanded that the perpetrators be processed according to the law.</p>
<p>Congregation members in Kenyam carried out a spontaneous peaceful protest against the police raid and violence against four Kingmi Papua pastors.</p>

<p>A chilling new report by a German-based human rights watchdog has exposed indiscriminate attacks by Indonesian security forces on indigenous West Papuan villages, highlighting an urgent need for international action.</p>
<p>The 49-page report, <a href="https://humanrightsmonitor.org/reports/kiwirok-report-2023/"><em>&#8220;Destroy Them First . . . Discuss Human Rights Later&#8221;</em></a>, is an investigation of the Indonesian forces in the remote Kiwirok area in Pegungan Bintang Regency in the Papuan highlands.</p>
<p>Satellite imagery and on the ground analysis by researchers shows the destruction of eight villages in 2021 and 2022 &#8212; Mangoldogi, Pelebib, Kiwi, Oknanggul, Delmatahu, Spamikma, Delpem and Lolim.</p>

<p>A total of 206 buildings, including residential homes, churches and public building buildings  have been destroyed in the raids, forcing more than 2000 Ngalum villagers to seek refuge as internally displaced people (IDPs) in the surrounding forest in destitute circumstances.</p>
<p>In a statement, the <em>Human Rights Monitor</em> said the report &#8212; released today &#8212; provided a &#8220;meticulous and scientific analysis&#8221; of the Indonesian forces&#8217; attacks on the villages.</p>
<p>&#8220;This report sheds light on the gravity and extent of violations in the Kiwirok region and measures them against international law,&#8221; the statement added.</p>
<p>Eliot Higgins, director at Bellingcat, a Netherlands-based investigative journalism group specialising in fact-checking and open-source intelligence, said: “This in-depth report provides evidence of security force raids carried out in the Kiwirok District, impacting on both indigenous villages and public properties.</p>
<p><strong>&#8216;Harrowing picture&#8217;</strong><br />
&#8220;It paints a harrowing picture of more than 2000 villagers displaced and forced to live in subhuman conditions, without access to food, healthcare services, or education.</p>
<p>“The main findings of this report include instances of violence deliberately perpetrated<br />
against indigenous Papuan civilians by security forces, leading to loss of life and forced<br />
displacement which meet the Rome Statute definition of crimes against humanity.”</p>

<p>The report says that the armed conflict in West Papua has become &#8220;significantly aggravated since December 2018, as TPNPB [West Papua National Liberation Army] members killed at least 19 road workers in the Nduga Regency.</p>
<p>&#8220;That incident marks the re-escalation of the armed conflict in West Papua. The conflict statistics show a continuous increase in violence over the past three years, reaching a new peak in 2022. The number of civilian fatalities related to the conflict rose from 28 in 2021 to 43 in 2022,&#8221; added the report.</p>
<p>Usman Hamid, Amnesty International&#8217;s Indonesia director said: &#8220;Impunity for violence by the security forces is a major concern from both a human rights and a conflict perspective.</p>
<p>&#8220;This report provides the necessary information for the National Human Rights Commission, Komnas HAM, to take up the case.</p>
<p>&#8220;Without accountability for the perpetrators, the chances of a lasting solution to the conflict in Papua are slim,&#8221; he added.</p>

<p><strong>&#8216;Hidden crisis&#8217;</strong><br />
Peter Prove, director for international affairs at the World Council of Churches, said:<br />
“The World Council of Churches has been monitoring the conflict in West Papua &#8212; and its<br />
humanitarian, human rights and environmental impacts &#8212; for many years.</p>
<p>&#8220;But it remains a hidden crisis, largely forgotten by the international community &#8212; a situation that suits the Indonesian government very well. This report helps shine a small but telling beam of light on one specific part of the conflict, but from which a larger picture can be extrapolated.</p>
<p>&#8220;Indonesia &#8212; which is currently campaigning for election to the UN Human Rights Council &#8212; must provide more access and transparency on the situation in the region, and the<br />
international community must respond appropriately to the increasing gravity of the crisis.”</p>

<p>In light of the findings, <em>Human Rights Monitor</em> has called on the international community,<br />
governments, and relevant stakeholders to:</p>
<ul>
<li>Immediately ensure humanitarian access for national and international humanitarian<br />
organisations and government agencies to the Kiwirok District. Humanitarian aid<br />
should be provide<em>d </em>without involving security force members to ensure that IDPs can<br />
access aid without fearing reprisals;</li>
<li>Instruct the National Human Rights Commission (Komnas Ham) to investigate<br />
allegations of serious human rights violations in the Kiwirok District between 13<br />
September and late October 2021;</li>
<li>Immediately withdraw non-organic security force members from the Kiwirok District,<br />
allowing the IDPs to return and re-build their villages without having to fear reprisals<br />
and further raids;</li>
<li>Ratify the Rome Statute;</li>
<li>Be open to a meaningful engagement in a constructive peace dialogue with the<br />
United Liberation Movement for West Papua (ULMWP); and</li>
<li>Allow international observers and foreign journalists to access and work in West<br />
Papua</li>
</ul>

<p>Indonesian security forces have intensified operations in various conflict areas in West Papua, reports <a href="https://humanrightsmonitor.org/news/indonesian-govt-intensify-security-operations-in-west-papua-observers-say-raids-accompanied-by-killings-torture-and-burning-of-houses/"><em>Human Rights Monitor</em></a>.</p>
<p>According to information received by the international watchdog, security force members have raided villages and set residential houses on fire.</p>
<p>The raids reportedly occurred in conflict hotspots in West Papua, predominantly in the Puncak, Nduga, and Intan Jaya regencies, but also in less conflict-affected places such as the districts Elilim and Apahapsili in the Yalimo regency on 1 and 2 April 2023 &#8211; two weeks  before last weekend&#8217;s clash between Indonesian soldiers and pro-independence militia.</p>

<p>Indigenous Papuans, including women and children, were arrested and tortured.</p>
<p>Observers predicted an aggravation of the conflict weeks ago after the Indonesian military deployed more than 2000 additional personnel to West Papua throughout March 2023.</p>
<p><strong>&#8216;Ground combat ready&#8217;</strong><br />
Meanwhile, the Indonesian chief-of-armed forces, General Laksamana Yudo Margono, announced that the mode of operations against the West Papua National Liberation Army (TPNPB) was switched from a “soft approach” to <a href="https://asiapacificreport.nz/2023/04/19/indonesia-upgrades-nz-pilot-operation-in-west-papua-to-combat-ready/">“ground combat ready” operations</a> after a disputed number of soldiers were killed in a firefight with TPNPB members in Nduga on 15 April 2023.</p>
<p>Meanwhile, the increased security force presence comes with government-driven &#8220;socialisation&#8221; programmes, where military and police members directly interact with local communities.</p>
<p>They participate in collective work, visit schools, and take over or accompany essential healthcare services.</p>
<p>For decades, many indigenous Papuans have been traumatised due to the history of violent military operations in West Papua, says <em>Human Rights Monitor.</em></p>
<p>They fear becoming victims of arbitrary arrest, torture, killings, or enforced disappearance.</p>
<p>The military presence in schools, health facilities, and churches limits indigenous Papuans from accessing essential public services.</p>
