<p>Papua New Guinea was allowed 10 people to be invited to witness the Coronation of King Charles III on in London on May 6 as the government released the names of the of 27 delegates as the controversy over the largest Pacific contingent continued.</p>
<p>According to the list confirmed by the <em>Post-Courier,</em> the 10 included:</p>
<ul>
<li>Governor General Sir Bob Dadae,</li>
<li>Lady Emeline Dadae,</li>
<li>Foreign Affairs Minister Justin Tkatchenko,</li>
<li>Savannah Tkatchenko,</li>
<li>Speaker of National Parliament – who was represented by Deputy Speaker Koni Iguan as the speaker was acting Governor-General,</li>
<li>Deputy Clerk of Parliament Basil Kambuliagen &#8212; representing Parliamentary Services,</li>
<li>Renbo Paita &#8212; Representing the Government as senior state minister,</li>
<li>Taies Sansan &#8212; Representing the his Majesty’s loyal public servants,</li>
<li>Official Secretary to Government House Bill Toraso, and</li>
<li>Junelyn Veratau, Executive Officer to Secretary Personnel Management.</li>

<p>However, due to protocol to be observed, PNG had to have a flag bearer and<br />
Noel Leana, the acting Chief Protocol Officer, carried the flag.</p>
<p>Due to the strict protocols in place, Minister Paita was not able to be seated inside Westminster Abbey because only 10 were allowed to observe the proceedings of the Coronation.</p>
<p><strong>Only six returned invitations</strong><br />
Information received by the <em>Post-Courier</em> shows that of the 10, only six sent through their official invites to be seated inside the Westminster Abbey.</p>
<p>The six included Tkatchenko and his daughter Savannah, Iguan, Sansan, Ms Veratau and Minister Paita.</p>
<p>As is protocol, those invited to walk into the Abbey included Governor-General Sir Bob Dadae, Lady Emeline and Mr Leana.</p>
<p>According to Government House, all the 10 invited guests that went attended the Coronation at Westminster Abbey .</p>
<p>Government House has confirmed that the former Member for Nawaeb, Gisuat Siniwin, was selected to go with the delegation as a senior citizen and in recognition for his service to Morobe and the Highlands as a secondary school head teacher for 40 years and five years as Member of Parliament.</p>
<p>As part of the official delegation, there was supposed to be a platoon of  PNG Defence Force members but it was represented by only five soldiers who took part in the procession in  PNG royal colours.</p>
<p>The invitation from Buckingham Palace was sent earlier this year in January and all arrangements were made in advance.</p>
<p><strong>Traditional GG&#8217;s team</strong><br />
According to Government House Official Secretary Bill Toraso, who provided the list before departure for the coronation, the traditional 12-member team from Government House that accompanied the Governor-General were:</p>
<ul>
<li>Madeline Dusse &#8212; Press Secretary to GG,</li>
<li>Bill Toraso &#8212; Official Secretary to Government House,</li>
<li>Basil Andon &#8212; Private Secretary,</li>
<li>Inspector Arau Mairi &#8212; Police ADC,</li>
<li>Sergeant Christopher Patgawi &#8212; PNGDF CPO /GG’s Driver,</li>
<li>Mathew Ding &#8212; GG protocol Officer,</li>
<li>Telita Uware &#8212; Official Secretary’s Personal Assistant,</li>
<li>Winnie Ben &#8212; Finance Director,</li>
<li>Keswol Joseph =&#8211; GG’s Valet, and</li>
<li>Marlia Kukuone- Lady in waiting.</li>
</ul>
<p>The other members of the delegation whose names were sent to London and were approved to accompany the invited guests as protocol officers and personal assistants were:</p>
<ul>
<li>Daniel Karara &#8212; Prime Minister’s Protocol Officer,</li>
<li>Josie Pits &#8212; Prime Minister’s Personal Assistant, and</li>
<li>Morea Baru &#8212; Flag Bearer. (However, Baru did not attend.)</li>
</ul>
<p>The list of officers from the Foreign Affairs Ministry that accompanied Foreign Minister Justin Tkatchenko were:</p>
<ul>
<li>Barbara Mimino &#8212; Consultant/Protocol Officer,</li>
<li>Ronnie Kwari &#8212; Bodyguard,</li>
<li>Derick Michael, National Parliament Protocol Officer</li>
</ul>
<p><a href="https://asiapacificreport.nz/?s=Coronation">Pacific Media Watch reports</a> that it is estimated that PNG taxpayers paid out more than NZ$1 million for the London trip and a similar amount for an &#8220;unnecessary&#8221; public event in Port Moresby around the live telecast of the coronation.</p>

<p>It was a tumultuous week in Papua New Guinea after a 30 member delegation returned from the Coronation of King Charles III in the United Kingdom.</p>
<p>Papua New Guinea had, by far, one the largest delegations to the event.</p>
<p>While the real cost of travel, accommodation and chauffeured transport in London is still being debated, it is estimated taxpayers forked out close to US$900,000 for the London trip and a similar amount for an unnecessary public event in Port Moresby around the live telecast of the coronation.</p>

<p>Public anger further exploded on social media when, Savannah, the daughter of Foreign Affairs Minister Justin Tkatchenko, posted a TikTok video showing how she had travelled first class to London with her dad and shopped at Hermes and Louis Vuitton at Singapore airport.</p>
<p>In a country plagued by a high cost of living, frequent power outages and high infant and maternal death rates, the video was viewed as an elitist, insensitive and a blatant abuse of taxpayer money.</p>
<p>Over the next 36 hours, Savanah became the subject of public anger.</p>
<p>She deactivated her TikTok account, but the video had already gone viral on multiple social media platforms. It did not end there.</p>
<p><strong>Added more fuel</strong><br />
Tkatchenko, while responding in defence of his daughter, added more fuel to the controversy calling critics &#8220;primitive animals&#8221;.</p>
<p>This prompted a new barrage of attacks with many more people highlighting what they viewed as pre-independence, colonialist undertones expressed in the Foreign Minister&#8217;s words.</p>
<p>What would have otherwise been an innocent TikTok travel video by a young woman triggered a series of events that ultimately forced her father to &#8220;step aside&#8221; just days ahead of important visits by the US President, the Indian Prime Minister and other Pacific heads of state.</p>

<p>An attempt by Prime Minister James Marape to bring about some sense of calm was not well received when he asked Papua New Guineans to &#8220;forgive&#8221; Tkatchenko for the &#8220;primitive animals&#8221; comment.</p>
<p>&#8220;We are a unique blend of ethnic diversities and, as Christians, we can forgive each other,&#8221; Marape said.</p>
<p>&#8220;I am also offended, like some of you, but our national character is put to the test . . . and we must show the world that we can forgive those who offend us,&#8221; he added.</p>
<p>University students, stopped by police after marching halfway to Parliament, called for an explanation of the spending and for Justin Tkatchenko to resign.</p>
<p><strong>&#8216;Up to the people&#8217;</strong><br />
Across town, at the PNG Trade Union Congress office, the president of the Police Union Lowa Tambua went live on Facebook at a news conference demanding Tkatchenko&#8217;s resignation and the stripping of his citizenship.</p>
<p>&#8220;It is not up to the Prime Minister to ask us to forgive. It is a matter for the 10 million people of Papua New Guinea to decide,&#8221; Tambua said.</p>
<p>Part of the response people were demanding came in the form of a press conference late on Friday when Tktchenko announced he was stepping aside ahead of foreign state visits.</p>
<p>&#8220;I do not want to disturb this event. We have done all the hard work already,&#8221; he said.</p>
<p>&#8220;Now, it is the finalisation of the leaders arriving in the next coming days. For me to step aside is the right thing to do.</p>
<p>&#8220;So that we can clear the air and make sure that all these issues that have arose from misinformation, finally sorted out once and for all.&#8221;</p>
<p><strong>No stranger to controversy<br />
</strong>Justin Tktchenko, a naturalised citizen from Melbourne, Australia, and a former television host and former curator of the Port Moresby Botanical Gardens, is not a stranger to controversy.</p>
<p>In 2015, the opposition demanded an explanation over his involvement in a company owned by his family which had been awarded a US$7.6 million gardening contract for Port Moresby.</p>
<p>As Minister for APEC, in 2018, he came under fire for the <a href="https://asiapacificreport.nz/?s=Maseratis">purchase of 40 Maseratis</a> costing taxpayers US$5.6 million.</p>
<p>The luxury cars, according to the PNG government, were meant for use by foreign dignitaries. None of them were ever used.</p>
<p>When publicly queried about whether the cars would be sold to recover the money, Tkatchenko famously said they would &#8220;sell like hot cakes&#8221;.</p>
<p>Prime Minister Marape will be standing in as foreign minister when President Biden, Prime Minister Narendra Modi and Pacific leaders arrive next week.</p>
<p>With Justin Tkatchenko temporarily on the sidelines, a dwindling number of critics are asking if the same energy expanded on a TikTok video and offensive comments will be sustained and refocused on the exorbitant spending by the London delegation.</p>

<p>Papua New Guinea&#8217;s Foreign Minister has stepped aside after a widespread backlash to comments he made in defence of a video his daughter posted on TikTok.</p>
<p>Justin Tkatchenko called critics of the video &#8220;primitive animals&#8221; during an interview with the ABC on Wednesday.</p>
<p>The comments have been labelled racist and insulting, and sparked protests in PNG throughout the day, as well as calls for him to resign.</p>

<p>In a press conference yesterday afternoon, Tkatchenko said the decision to step aside was not easy.</p>
<p>&#8220;I&#8217;m stepping aside as foreign minister so that our country can move forward and that I can also clear my name and also clear the doubt and the misinformation that is out there, that is causing great grief to everyone concerned,&#8221; Tkatchenko said.</p>
<p>PNG Prime Minister James Marape will take over as foreign minister as the nation prepares for a historic visit by US President Joe Biden and other Pacific leaders on May 22.</p>
<p>Tkatchenko has been closely involved in negotiating major defence and security agreements between PNG and the United States.</p>
<p><strong>&#8216;Clear the air&#8217;</strong><br />
He said he wanted to &#8220;clear the air&#8221; ahead of the visits.</p>

<p>&#8220;I do not want to disturb this event. We have done all the hard work already. Now, it&#8217;s the finalisation of the leaders arriving in the next coming days,&#8221; he said.</p>
<p>&#8220;For me to step aside is the right thing to do. So that we can clear the air and make sure that all these issues that arose from misinformation, finally sorted out once and for all.&#8221;</p>
<p>Marape thanked Tkatchenko for his decision.</p>
<p>&#8220;I want to commend the minister for putting the interest of the country ahead of his own,&#8221; he said.</p>
<p>&#8220;I will take charge of the foreign affairs ministry and ensure that all the preparations for the upcoming historical visits remain on track in the next few days.&#8221;</p>

<p><strong>Opposition wants to deport Tkatchenko<br />
</strong>Justin Tkatchenko was born in Australia but has lived in Papua New Guinea for 30 years and is a citizen.</p>
<p>&#8220;The last thing is that I&#8217;m going to destroy my beautiful home and ruin my reputation at the same time,&#8221; he said.</p>
<p>&#8220;I have six beautiful children, and a wife who are all Papua New Guinean and the last thing that I would call Papua New Guineans is primitive animals.&#8221;</p>
<p>He said the comments were directed at &#8220;cyber trolls&#8221; who attacked his daughter over a TikTok video she posted while accompanying him on a trip to the coronation of King Charles III.</p>
<p>The video, which was tagged #aussiesinlondon, flaunted cocktails and lavish meals at first-class airport lounges on the 4.3 million kina (NZ$2 million) taxpayer-funded trip.</p>
<p>&#8220;The people I made the comments to — individually — were those that were attacking my daughter on social media, putting up disgusting posts against her for doing absolutely nothing wrong,&#8221; he said.</p>
<p><strong>&#8216;Frustrated and angry&#8217;</strong><br />
&#8220;As a father, I was so frustrated and angry with the comments, sexual comments, violent comments, all sorts of comments that you would never want your daughter or any other woman or girl to be treated like to go through.</p>
<p>&#8220;To the people of Papua New Guinea, I sincerely apologise if you think that I meant bad to you … It was not intentioned at all for Papua New Guineans.&#8221;</p>
<p>In a statement last night, Marape said he was offended by Tkatchenko&#8217;s comments but called for forgiveness.</p>
<p>Tkatchenko said he was not the subject of any investigations.</p>
<p>PNG opposition leader Jospeh Lelang welcomed Tkatchenko&#8217;s decision to step aside.</p>
<p>&#8220;However, [he] will still be referred to the Citizenship Board to determine his citizenship status and be deported. We will have nothing less than that,&#8221; he told ABC.</p>
<p>While popular in his electorate of Moresby-South, Tkatchenko attracted controversy as the minister in charge of purchasing 40 custom-made Maserati luxury cars when PNG hosted the APEC summit in 2018, costing taxpayers 20 million kina (NZ$9.2 million).</p>
<p>Michael Kabuni, a former politics lecturer at the University of Papua New Guinea, said online media had played an unprecedented role in placing pressure on him to resign.</p>
<p>&#8220;Social media is beginning to shape the politics in ways we&#8217;ve never seen in past years,&#8221; he said.</p>

<p>Students at the University of Papua New Guinea (UPNG) marched to Parliament House in in the capital Port Moresby today in protest over offensive comments made by Foreign Minister Justin Tkatchenko.</p>
<p>Tkatchenko was responding to a public backlash over a TikTok video &#8212; depicting luxury travel and high end shopping &#8212; posted by his daughter, Savannah, during a taxpayer-funded trip to King Charles III&#8217;s coronation in London.</p>

<p>His comments have been condemned by PNG&#8217;s opposition leaders, but Prime Minister James Marape said Tkatchenko had apologised for his comments. Marape has asked people to forgive the minister.</p>
<p>University students began gathering today around a banner hoisted outside the campus and began marching to Parliament.</p>
<p>&#8220;It is not just about the offensive comments,&#8221; UPNG student Michael Pais said.</p>
<p>&#8220;The primary reason is the manner in which money has been spent on this trip and the extravagance displayed while our people lack the most basic services,&#8221; he said.</p>
<p><strong>&#8216;Blatant disrespect&#8217;</strong><br />
&#8220;The minister&#8217;s response shows a blatant disrespect for PNG.&#8221;</p>
<p>The Papua New Guinea Trade Union Congress (PNGTUC) held a news conference this afternoon and issued a strong statement calling for Tktchenko&#8217;s removal as foreign minister.</p>
<p>&#8220;We will not accept the apology given to the Prime Minister [Marape],&#8221; Police Union president Lowa Tambua said.</p>
<p>&#8220;It is not a matter for the Prime Minister to decide if we should forgive [and] forget. It is a matter for the 10 million people of this country to decide,&#8221; he added.</p>
<p>Earlier, the <a href="https://postcourier.com.pg/leaders-call-for-ministers-sacking-and-referral-to-ombudsman-commission/"><em>PNG Post-Courier&#8217;s</em> Miriam Zarriga</a> today reported that former metropolitan police commander Andy Bawa had confirmed he was putting together necessary documents in response to opposition spokesperson Belden Namah&#8217;s call for Tkatchenko&#8217;s resignation and the stripping of his PNG nationality.</p>
<p>Bawa said he would make a formal complaint.</p>
<p>“The media will be advised,” he added.</p>

<p>A defiant Foreign Affairs Minister Justin Tkatchenko says he will not resign over the furore surrounding his daughter Savannah’s <a href="https://asiapacificreport.nz/2023/05/11/png-foreign-minister-defends-daughter-over-flaunting-coronation-video/">TikTok video</a> that has angered Papua New Guineans across the country.</p>
<p>In an interview with the <em>PNG Post-Courier</em>, Tkatchenko said: “I will not be resigning over something she has not done or used public funds for.”</p>
<p>“Yes what she did was not appropriate at the time. However, what she did for PNG in representing the country was welcomed by all who met her.”</p>

<p>In two separate videos shared on social media platforms, Savannah Tkatchenko was seen as “flaunting and showing off” by many who viewed the videos in the midst of recent news of the spending of taxpayers&#8217; money amounting to K3 million (NZ$2.7 million) on the trip to the King Charles III Coronation last week.</p>
<p>When asked on the spending money allocated to the travelling team from the Foreign Affairs office, Tkatchenko said: “K25,000 is equivalent to £5000. That money is given for accommodation, food, and other necessities that may be needed.</p>
<p>“The daily allowance given to everyone who travels and is regulated by the Public Service,” he added.</p>
<p>&#8220;Let me remind everyone that three months ago, I have banned travel by any other Foreign Affairs personnel unless it has been approved by the Secretary or my office.</p>

<p><strong>Foreign Affairs contingent</strong><br />
“I had with me my daughter, my bodyguard and my protocol officer. We travelled as part of the Foreign Affairs contingent and not as part of the Governor-General’s contingent.”</p>
<p>Tkatchenko further explained the circumstances surrounding the trip and how his daughter joined him.</p>
<p>When it was made known that Prime Minister James Marape would not be travelling, a notice was given to Buckingham Palace that I would take his place. An invitation was sent for myself and my spouse to travel,” Tkatchenko said.</p>
<p>“However, my wife could not travel with me, and thus, I took my daughter. We advised Buckingham Palace of the changes and Buckingham Palace approved my plus one,” he added.</p>
<p>“There is nothing wrong with what happened, my daughter did not misuse any public funds and that has all been totally misrepresented.”</p>
<p>“She is traumatised and her character has been defamed. She understands what she has done, and I did speak to her and told her it was not appropriate for her to take that video,” the minister added.</p>
<p>Minister Tkatchenko said: “It was upon my advice that she deleted her TikTok account and she is aware of what she has done.”</p>
<p>“Again, I reiterate I will not resign.”</p>
