<p>Pacific advocacy movements and civil society organisations have challenged French credentials in hosting a global ocean conference, saying that unless France is accountable for its actions in the Pacific, it is merely &#8220;rebranding&#8221;.</p>
<p>The call for accountability marked the French-sponsored UN Ocean Conference (UNOC) in Nice this week, during which President Emmanuel Macron will be hosting a France-Pacific Summit.</p>
<p>French officials have described the UNOC event as a coming together “in the true spirit of Talanoa” and one that would be inconceivable without the Pacific.</p>

<p>While acknowledging the importance of leveraging global partnerships for urgent climate action and ocean protection through the UNOC process, Pacific civil society groups have <a href="https://pang.org.fj/2935-2/">issued a joint statement</a> saying that their political leaders must hold France accountable for its past actions and not allow it to &#8220;launder its dirty linen in ‘Blue Pacific’ and ‘critical transition’ narratives&#8221;.</p>
<p><strong>&#8216;Responsible steward&#8217; image undermined</strong><br />
France&#8217;s claims of being a &#8220;responsible steward&#8221; of the ocean were undermined by its historical actions in the Pacific, said the statement. This included:</p>
<p>● A brutal colonial legacy dating back to the mid-1800s, with the annexation of island nations now known as Kanaky-New Caledonia and Ma’ohi Nui-French Polynesia;</p>
<p>● A refusal to complete the decolonisation process, and in fact the perpetuation of the colonial condition, particularly for the those &#8220;territories&#8221; on the UN decolonisation list. In Kanaky-New Caledonia, for instance, France and its agents continue to renege on longstanding decolonisation commitments, while weaponising democratic ideals and processes such as &#8220;universal&#8221; voting rights to deny the fundamental rights of the indigenous population to self-determination;</p>
<p>● 30 years of nuclear violence in Ma’ohi Nui-French Polynesia with 193 test detonations &#8212; 46 in the atmosphere and close to 150 under the Moruroa and Fangataufa atolls, irradiating both land and sea, and people. Approximately 90 percent of the local population was exposed to radioactive fallout, resulting in long-term health impacts, including elevated rates of cancer and other radiation-related illnesses;</p>
<p>● Active efforts to obscure the true extent of its nuclear violence in Maʻohi Nui-French Polynesia, diverting resources to discredit independent research and obstructing transparency around health and environmental impacts. These actions reveal a persistent pattern of denial and narrative control that continues to undermine compensation efforts and delay justice for victims and communities;</p>
<p>● French claims to approximately one-third of the Pacific’s combined EEZ, and to being the world’s second largest ocean state, accruing largely from its so-called Pacific dependencies; and</p>
<p>● The supply of French military equipment, and the 1985 bombing of the Greenpeace flagship <em>Rainbow Warrior</em> by French secret service agents &#8212; a state-sponsored terrorist attack with the 40th anniversary this year.</p>

<p><strong>Seeking diplomatic support</strong><br />
&#8220;Since the late 1980s, France has worked to build on diplomatic, development and defence fronts to garner support from Pacific governments.</p>
<p>This includes development assistance through the Agence Française de Développement (AFD), Asian Development Fund, language and cultural exchanges, scientific collaboration and humanitarian assistance.</p>
<p>A strong diplomatic presence in Pacific capitals as well as a full schedule of high-level exchanges, including a triennial France-Oceania leaders’ Summit commencing in 2003, together function to enhance proximity with and inclination towards Paris sentiments and priorities.</p>
<p>The Pacific civil society statement said that French leadership at this UNOC process was once again central to its ongoing efforts to rebrand itself as a global leader on climate action, a champion of ocean protection, and a promoter of sovereignty.</p>
<p>&#8220;Nothing can be further from the truth,&#8221; the groups said.</p>
<p>&#8220;The reality is that France is rather more interested in strengthening its position as a middle power in an Indo-Pacific rather than a Pacific framework, and as a balancing power within the context of big-power rivalry between the US and China, all of which undermines rather than enhances Pacific sovereignty.&#8221;</p>
<p><strong>New global image</strong><br />
The statement said that leaders must not allow France to build this new global image on the &#8220;foundations of its atrocities against Pacific peoples&#8221; and the ocean continent.</p>
<p>Pacific civil society called on France:</p>
<p>● For immediate and irreversible commitments and practical steps to bring its colonial presence in the Pacific to an end before the conclusion, in 2030, of the 4th International Decade on the Eradication of Colonialism; and</p>
<p>● To acknowledge and take responsibility for the oceanic and human harms caused by 30 years of nuclear violence in Maʻohi Nui–French Polynesia, and to commit to full and just reparations, including support for affected communities, environmental remediation of test sites, and full public disclosure of all health and contamination data.</p>
<p>The statement also called on Pacific leaders to:</p>
<p>● Keep France accountable for its multiple and longstanding debt to Pacific people; and</p>
<p>● Ensure that Ma’ohi Nui-French Polynesia and Kanaky-New Caledonia remain on the UN list of non-self-governing territories to be decolonised (UN decolonisation list).</p>
<p>&#8220;Pacific leaders must ensure that France does not succeed in laundering its soiled linen &#8212; soiled by the blood of thousands of Pacific Islanders who resisted colonial occupation and/or who were used as test subjects for its industrial-military machinery &#8212; in the UNOC process,&#8221; said the statement.</p>

<p>Former New Zealand attorney-general David Parker spoke on day 295 of Israel&#8217; genocidal war on Gaza in Auckland today, condemning the National-led government&#8217;s inaction over the ongoing crisis.</p>
<p>Responding to the recent <a href="https://dawnmena.org/the-icj-ruling-on-israeli-occupation-is-an-indictment-of-israels-western-enablers/">International Court of Justice&#8217;s landmark advisory ruling</a> that Israel&#8217;s occupation of Gaza, West Bank and East Jerusalem &#8212; Occupied Palestine &#8212; was illegal and must end as soon as possible, Parker said he was disappointed in New Zealand&#8217;s &#8220;equivocal&#8221; response.</p>
<p>He also called on the government to recognise the state of Palestine, along with some 145 countries around the world that have already done so.</p>

<p>Parker described the <a href="https://www.democracynow.org/2024/7/25/headlines/us_lawmakers_delivers_standing_ovations_for_war_criminal_netanyahu_100_democrats_skip_speech">enthusiastic response to Israel Prime Minister Benjamin Netanyahu</a> in the US Congress this week &#8212; at a time when the International Criminal Court (ICC) chief prosecutor is seeking an arrest warrant accusing him of war crimes &#8212; &#8220;shameful&#8221;.</p>
<p>&#8220;I was appalled at the reception that Netanyahu was given in America . . .&#8221;</p>
<p>Cries of &#8220;shame&#8221; from the crowd greeted his words.</p>
<p>&#8220;. . . I agree that was shameful.</p>
<p><strong>Applauding of Netanyahu &#8216;appalling&#8217;</strong><br />
&#8220;It was appalling that he was lauded the way that he was by the American parliament.</p>
<p>&#8220;It is a shame that the New Zealand government does not recognise Palestine.</p>
<p>&#8220;The Labour Party has called for the recognition of Palestine.&#8221;</p>
<p>The ICJ advisory judgment also ruled that Israel was an apartheid state.</p>
<p>This case was separate from the <a href="https://www.aljazeera.com/news/liveblog/2024/1/26/live-icj-to-issue-preliminary-ruling-in-south-africa-genocide-case-against-i">genocide one brought by South Africa against Israel</a> in January which is still before the court.</p>
<p>A large banner at the rally illustrated the massive global support for Palestine statehood, with a map showing the main countries that have not supported recognition to be the white English-speaking settler colonial nations such as Australia, Canada, New Zealand, United Kingdom and United States.</p>

<p>Among the speakers were two Palestinian teenagers, <span class="x4k7w5x x1h91t0o x1h9r5lt x1jfb8zj xv2umb2 x1beo9mf xaigb6o x12ejxvf x3igimt xarpa2k xedcshv x1lytzrv x1t2pt76 x7ja8zs x1qrby5j"><span class="xevjqck x14xiqua x10nbalq x1fum7jp xeuugli x1fj9vlw x13faqbe x1vvkbs xlh3980 xvmahel x12ovt74 xpw6fl4 xcpxzey x1lliihq x1s928wv xhkezso x1gmr53x x1cpjm7i x1fgarty x1943h6x x1provfb xdmd9no" dir="auto">Lujain Al-Badry,</span></span> who spoke of the litany of the latest Israeli massacres in Gaza &#8212; but she also highlighted the &#8220;forgotten&#8221; atrocities by illegal settlers and the military in the West Bank &#8212; and the other a poet who spoke passionately of the constant evictions of Palestinians from their own homes and land.</p>
<p>More than 700,000 Israelis have illegally settled on Palestinian land since the territory was occupied during the 1967 Arab-Israeli war in defiance of repeated UN resolutions declaring the settlements unlawful.</p>

<p>Irish activist and trade unionist Joe Carolan, just back from a visit to Ireland, spoke of the political drift to the right in France and other European Union countries and reminded the crowd that support for the Palestinian cause and against colonialism was &#8220;liberation for all&#8221;.</p>
<p>The crowd marched around the block to protest outside the US consulate in Auckland, calling on Washington to end its support and funding for the Israeli genocide.</p>
<p>At least <a href="https://www.aljazeera.com/news/liveblog/2024/7/28/israels-war-on-gaza-live-11-killed-in-israeli-occupied-golan-heights">39,324 Palestinians have been killed</a> and 90,830 others wounded in Israel’s war on Gaza since October 7, according to Gaza’s Health Ministry.</p>

<p><strong>The Surafend massacre</strong><br />
Meanwhile, an <a href="https://www.rnz.co.nz/news/national/523168/anzac-massacre-the-story-of-surafend">RNZ podcast released at the weekend</a> has revealed new insights into what has been described as the worst New Zealand military atrocity &#8212; the Surafend massacre during the First World War in Palestine in 1918.</p>
<p>According to the new season RNZ&#8217;s <a href="https://www.rnz.co.nz/programmes/black-sheep">Black Sheep</a> podcast, New Zealand and Australian soldiers &#8220;murdered upwards of 40 Arab civilians in a Palestinian village&#8221; in December 2018.</p>
<p>&#8220;But,&#8221; continued the podcast report, &#8220;more than 100 years later, we still don&#8217;t know exactly who did it, or why.</p>
<p>&#8220;We investigate what one military historian describes as &#8216;by far the worst war crime ever committed by New Zealand military personnel&#8217; &#8212; The Surafend massacre &#8212; and other allegations of war crimes against Anzacs in the Middle East and North Africa.&#8221;</p>

<p>Ten lessons to be learned from the <a href="https://www.aljazeera.com/tag/ukraine-russia-crisis/">Russian invasion of Ukraine</a> as the war rages into its second week.</p>

<li>The people of Ukraine are “European people with blue eyes and blonde hair being killed” while Palestinians are Arab and have darker complexion. <em>Lesson one:</em> Empathy and recognition of pain and suffering is colour coded and race still matters in 2022.</li>
<li>Palestine, like Afghanistan, Iraq, Somalia and Syria where violence is normal and death is “baked” into the culture while Ukraine is a “European city” that is modern and advanced and these things are not supposed to happen in this area. <em>Lesson two:</em> Western and European history is but a long series of erasures, amnesia and deeply held view of exceptionalism.</li>
<li>Volunteering to fight in defence of the Ukraine from outside is a heroic act, which indeed it is, but volunteering to resist settler colonialism and Apartheid is framed as “terrorism” by Western powers. <em>Lesson three:</em> Palestinians are demonised no matter what heroic acts they underake.</li>
<li>When an officer in the Ukraine blows himself and destroys a bridge to prevent the Russians from advancing then he is celebrated for this sacrifice. <em>Lesson four:</em> Palestinians are demonised for merely being Palestinians and any and all resistance are framed as terrorism.</li>
<li>Sport teams and famous sport figures can express solidarity and carry the Ukrainian flag, post messages on the electronic boards and demonstrate this on the play field, which are all very positive and players should have the right and ability to do it. However, Palestine is an exception when it comes to sport figures expressing any support for the Palestinians who are living under settler colonial occupation that structured with an embedded Apartheid system of racial-religious segregation. <em>Lesson five:</em> The sport administrative structure hands out fines and sanctions (red card) for anyone who expresses support for Palestine including on the occasion of fans hoisting Palestinian flags in the stands.</li>
<li>Calls for sending weapons to Ukraine so as to resist and fight Russian invasion and occupation is supported and expressed as a fundamental right for people facing such an enemy. Anyone who calls for supporting the Palestinians by sending military equipment or items to strengthen the resistance is criminalised and often imprisonment under the spacious law designation of material support. <em>Lesson six:</em> Palestinians don’t have the right to defend themselves but must accept to be occupied and the world community is committed to fund and extend all types of support to the settler colonial occupier.</li>
<li>For the Ukraine, international law advocates in Western world brought out the defence of the 4th Geneva Convention, brushed-up on definitions of war crimes and genocide but none of this applies to Palestine and Palestinians. One can add must of the Global South and the Muslim World suffer the same type of double standards when it comes to international law and 4th Geneva Convention. If you have a doubt for a moment then ask the Afghans, Iraqis and Syrians on this single point then we can have a large discussion. <em>Lesson seven:</em> Palestinians are made to live outside the scope of international law and the Western world delivers the weapons and instruments used by Israel to violate the 4th Geneva Convention and the Convention on Genocide. The Ukraine invasion made this very clear.</li>
<li>Media coverage rightly focused on the victims of the Russian invasion and the human stories with people taking weapons to defend their families, homes, and cities. Palestine always faces the media coverage that amplifies, humanises and centres the narrative of the settler colonial occupation, while erasing or often problematising Palestinian narrative in the often deployed euphemism of death during “clashes”, Israel having the right to defend itself or responding to rocket firing. <em>Lesson eight:</em> Palestinians are made to be the guilty party for wanting to live on their land and having the audacity to insist on it. Double standard and culpability of the Western world in furthering settler colonialism in Palestine.</li>
<li>Educational institutions across the Western World expressed solidarity with the Ukraine, again rightly so when a people face an invasion. Last April-May period, Israel launched a massive attack on the Palestinians on the holiest night of Ramadan, the 27th Night of Ramadan, then followed by a massive bombardment of Gaza. When faculty members, departments and students at universities expressed solidarity with Palestine and Palestinians, a steady stream of political figures, university presidents and media figures insisted that colleges and universities should not be politicised and to make sure that their internal policies prevent them from expressing such solidarity positions. <em>Lesson nine:</em> Palestine on college campuses always meets the administration, Zionist and settler colonial checkpoints that are structured to prevent solidarity with the Palestinians.</li>
<li>The push for boycott, divestment and sanctions on Russia are moving faster than the speed of light and often by the same set of characters that pushed for legislations to criminalise and punish the Palestinian BDS movement. <em>Lesson ten:</em> Palestine faces the constant double standard on the BDS front, free speech and constitutional rights. No clear evidence of double standard than to listen to the same individuals and groups who now are on the front line of seeking legislation to authorise BDS effort directed at Russia while on record opposing the Palestinian BDS Movement.</li>
