Papua New Guinea’s predicted Cabinet reshuffle has taken place with Treasurer Ian Ling-Stuckey becoming the bombshell victim following last week’s Black Wednesday riots that left 22 dead.

Stripped of his Treasury portfolio, Ling-Stuckey — who oversaw the presentation of two record billion dollar budgets for 2023 and 2024 — finds himself stuck as a bench minister assisting Prime Minister James Marape.

The startling reason for his “demotion” was given as failure to implement the budgets he had framed, including not paying attention to the relief packages to the people.

READ MORE: Other PNG rioting reports

The biggest mover in yesterday’s reshuffle was the controversial yet colourful “happy gardener” Justin Tkatchenko, who returned to his former position as Foreign Minister.

Ling-Stuckey is now the Minister assisting the Prime Minister while Marape takes over as Treasurer.

In total, there are now 37 Ministers out of 38 with the Sports Minister to be announced at a later date. Sports is currently juggled by Minister for Higher Education Don Pomb Polye.

With an expected vote of no confidence next month, the reshuffle was anticipated to consolidate government numbers.

New ministry
A new ministry announced yesterday is the Key Constitutional Offices Ministry to be headed by Popondetta MP Richard Masere.

In another major twist, the key Ministry of Petroleum portfolio held by senior politician and leader of the PNG National Party Kerenga Kua was stripped off him and handed to Member for Esa’ala Jimmy Maladina.

In what might be considered a slap in the face of Kua’s National Party, the experienced Kua remains with the less important Ministry of Energy.

With the resignation of Aiye Tambua as Minister for Agriculture to answer police investigations, fellow Eastern Highlander and Obura-Wonenara MP John Boito is now the
new Minister for Agriculture.

Former Defence Minister Win Bakri Daki is now Minister for Commerce, which was left vacant by Sohe MP Henry Amuli after his dismissal from office by the courts.

Member for Rigo Sir Ano Pala takes over National Planning while his former Ministry of Mining goes to the Member for Kundiawa-Gembogl Dilu Muguwa.

Rainbo Paita remains Minister for Finance while losing National Planning.

Six new ministers
Six new ministers were also sworn in, who have been appointed based on party lines,
provincial and regional balance, a move the Prime Minister thinks will see them performing well to serve the nation and also to maintain his coalition government.

Congratulating the six new ministers, Prime Minister Marape said this was an opportunity to include new blood and experience in the Cabinet, representing the coalition partners.

He also thanked Ian Ling-Stuckey for his service as the Treasurer.

He said Ling-Stuckey had agreed to step down and move over as Minister assisting the Prime Minister.

Marape said he needed to look at the issues of Forex and the Puma and also needed to look at the government relief assistance that was not implemented.

Ling-Stuckey said that the decision was not about the interests of a single Minister of Parliament or a Minister of State.

He said it was about continuing the good governance they had and maintaining the integrity and stability of government.

A New Zealand cabinet reshuffle today was sparked by the departures of Broadcasting Minister Kris Faafoi and the parliamentary Speaker, Trevor Mallard.

Earlier, it was confirmed Prime Minister Jacinda Ardern would announce some “minor” changes to the cabinet line-up.

Ardern confirmed Faafoi had decided to leave Parliament to be with his family as his youngest son started school.

READ MORE: Other Labour leadership reports

“This was a decision Kris expressed to me at the election. In fact, he had intended to leave 18 months ago but I asked him to give us another year,” she said

“I’m grateful for the significant work he’s undertaken so far this term in resetting our immigration and public broadcasting settings.

“His contribution as a minister has been hugely valuable. He goes with the love and thanks of his colleagues for his contribution over many years and he will be greatly missed. But I know we can never miss him as much as his family already has.

“And I thank him for the gift of his time.”

Trevor Mallard will step down as Speaker of the House in mid-August “as he prepares to take up a diplomatic post in Europe”.

“Trevor has been an MP for 35 years and has held 13 different ministerial portfolios across his career including education, labour and the Rugby World Cup. He has been Speaker for five years and is currently the grandfather of the house.

Ardern said that after the 2020 election, Mallard had mentioned he wanted to “transition out of the role of Speaker over the course of this term to allow someone else the opportunity and to take on new challenges himself”.

“He’s worked closely with Adrian Rurawhe as deputy speaker for that purpose and we will be nominating Adrian to replace him in this role.

“We’ll have more to say on the diplomatic posting in the coming months.”

Ardern denied Mallard’s departure was due to recent pressure for him to resign.

Pressure from opposition
All Speakers faced pressure from the opposition but it was not the reason for him leaving, she said.

Mallard’s move would make him the third of five speakers to represent New Zealand abroad, Ardern said.

As widely expected, Poto Williams was stripped of her responsibility for the police portfolio, but will remain in cabinet.

She picks up conservation and disability issues.

“Poto and I both share the view that at this time it’s critical that our focus is on supporting the police, implementing our record investment in the frontline, passing our further gun law reforms and developing additional measures to deal with the current escalation in gang tensions and violence. That focus currently has been lost,” Ardern said.

“Poto is a capable minister and retains my confidence, that’s why she is still in cabinet, but change is required … Chris Hipkins takes over as minister of police.

“He has a degree in criminology and a long interest in working in the youth justice space, which dovetails with his education work.

“Along with the minister for social development and employment, he will co-lead a youth justice ministerial team to focus on the drivers of the spike we have seen in some parts of youth offending recently.”

Ardern said she had a high level of confidence in Hipkins to provide the reset needed in this portfolio — “one where we do have more work to do”.

“To free him up for this area of government focus, a significant part of his education portfolio will move to Jan Tinetti who has played an excellent role as associate education where she brings decades of experience as a teacher and school principal.”

Giving Hipkins the police portfolio did not risk burning him out because a large portion of his daily education responsibilities would be taken over by Tinetti, Ardern said.

Wider changes

Kiri Allan promoted to Justice Minister, Michael Wood picks up immigration

Priyanca Radhakrishnan moves into cabinet and gains associate workplace relations and safety

Kieran McAnulty becomes a minister outside of cabinet with a focus on regional issues, picking up emergency management and racing

Duncan Webb to take over as chief whip.

Chris Hipkins takes over police and passes covid-19 response to Dr Ayesha Verrall, who also picks up research, science and innovation

Dan Rosewarne and Soraya Peke-Mason to replace Faafoi and Mallard from the Labour List

Meka Whaitiri picks up food safety from Dr Verrall

Ardern said of Allan’s promotion to the justice portfolio and associate finance role, “Kiri is a very capable minister with a big future and this portfolio allocation is a sign of my confidence in her.

“Michael Wood takes on immigration which fits with his workplace relations portfolio and the government’s focus on skills as part of our immigration reset in covid economic recovery. Michael is also a very talented minister.

“Willie Jackson picks up broadcasting, which he comes to with extensive sector knowledge and experience.

“I’ve also made the decision to move Priyanca Radhakrishnan into cabinet, retaining all her current portfolios and picking up associate workplace relations with a focus on migrant exploitation.

“Since becoming a minister outside of cabinet in 2020 she has overseen the establishment of a new Ministry for Ethnic Communities and worked on complex issues like foreign interference and social cohesion.

“Labour whip Kieran McAnulty becomes a minister outside of cabinet with a specific focus on regional issues.”

Kieran McAnulty and Priyanca Radhakrishnan … promoted to new roles. Image: RNZ

McAnulty — as well as becoming minister for emergency management — will have an associate transport delegation on regional transport, and an associate local government delegation.

“He will also take on the racing portfolio and use his past whip skills as Deputy Leader of the House, freeing up Minister Wood,” Ardern said.

“One further change is housing where I’m bringing in public housing, building and construction under Megan Woods.

“This government has overseen the largest public-house build for decades as well as a record number of housing consents but there is more to do.”

MPs from around the country dialled into a Labour caucus meeting this morning.

Labour requires a vote be held for new members to join the executive.

Ardern said today was not an “overwhelming reshuffle” but some ministers had been in their roles “for only 18 months” and it was important to give them “stability and ability to deliver in those roles”.

She refuted claims that today’s announcement was a “substantive reshuffle of the entire cabinet; it is not”.

However, she said in the beginning of 2023 she would be looking again.

Outspoken Madang MP Bryan Kramer has been stripped of the Justice and Attorney-General ministries and given the Immigration and Border Security portfolio in a move seen as a demotion in Papua New Guinea’s pre-Easter cabinet mini-reshuffle.

Prime Minister James Marape announced the change along with four others last week, only a fortnight out from the start of the 2022 national general elections campaign with the writs being issued next week on April 28.

The other changes are: Westly Nukundj to Provincial and Local-Level Government Affairs, replacing Pila Niningi, who takes over Kramer’s former portfolio; Sohe MP Henry Amuli takes on Commerce and Industry, left vacant following the death of William Samb (Goilala MP); and Daulo MP Pogio Ghate replaces Chuave MP Wera Mori as Minister for Environment, Conservation and Climate Change.

READ MORE: Other PNG elections reports

Mori resigned from the cabinet a month ago to lead the Country Party into the elections.

New minister for Provincial and Local-Level Government Affairs Nukundj, last night thanked the government for having trust in him.

“I thank the prime minister for recognising my potential in elevating me to a senior ministry to be in charge of all the provincial and local level governments,” he said.

“I will discharge my duties to the very best of my knowledge, experiences and ability.”

Ministers Amuli and Ghate are first-term MPs.

Elevated to cabinet
They are being elevated to cabinet for the first time.

This is Marape’s fourth cabinet reshuffle since he became prime minister two years ago.

He appeared evasive when asked about the sudden changes with the election just days away.

Marape just said the changes were “necessary” to maintain cabinet.

“We had to fill the vacancies left in key portfolios and we had to have ministers who could have oversight on the portfolios so that work continues as we get into the election period,” he said.

He said the experience of each of the politicians was needed in their new portfolios.

“It is the prerogative of the prime minister, and while I respect the hard work of all three ministers the rotation of the key ministries comes at a time we are heading to the election,” Marape said.

‘Stand watch at immigration’
“We want to maintain work at the local level government, stand watch at immigration and maintain our laws, that is the reason for change.

“The changes have nothing to do with performance.

“They have all performed well in their key sectors but I felt these key sectors needed a change.

“I know the two new ministers, I know they are capable of heading the ministries they are taking care of.”
